Recently, Mr. Zhang (pseudonym), a citizen, reported to "Ask Beijing" (Beijing News Broadcasting News Hotline 65159063) that Dingfuzhuang East Street Community, Sanjianfang Township, Chaoyang District, Beijing is an old community, and there are sufficient parking spaces in the community, but because it is an open community, the parking spaces are unmanaged, and there are often foreign vehicles entering the community for long-term parking, which eventually leads to insufficient parking spaces.

Dingfuzhuang East Street Community is close to Jingtong Expressway and is located on the west side of Communication University of China. Mr. Zhang, a citizen, said that the community was built earlier, has always been an open community, initially, the old residents have "conventional" parking spaces, some also installed private locks, and later, Sanjianfang Township launched the old community renovation project, and the community allocated parking spaces. However, due to the lack of property management, it is more difficult for residents to park after the allocation of parking spaces.
Mr. Zhang: After the rectification, there are actually already demarcated parking spaces, but there are a lot of foreign vehicles, and everyone parks inside. Some of the residents' own parking spaces will be occupied, and some of them are, anyway, if you don't have anyone to take care of it, they will just give you a stop on the side of the road, and then no one will let you out, and they will not move, and they will not find anyone when they call, and some of them will not even have a phone, so they don't know whose car it is.
Indiscriminate parking blocks the passage of residents in the community
Mr. Zhang said that after 8 o'clock on weekdays and holidays, not only the parking spaces in the community are occupied, but even the roads in the community are basically full of vehicles, which is not only inconvenient to enter and exit, but also affects the residents' walking and fitness.
Mr. Zhang: One is that he is in the way, and the second point is that there is a fitness place on the right side of the door of the community, if you don't pull the rope, the car is still parked in the middle of the fitness equipment, and the old man for example throws his foot, it is easy to knock on the car, so they can't exercise.

On the evening of June 24, the reporter of "Ask Beijing" came to visit the Dingfuzhuang East Street Community. Although it is not yet time to get off work, it can be seen that the unlocked parking spaces in the community have basically been parked, and some empty parking spaces have been occupied by land locks, electric vehicles, wires, etc., and some vehicles are "riding" on the sidewalk and parked on the side of the main road in the community. In the recreation area in the center of the community, there are vehicles parked in the middle of the fitness equipment, blocking part of the road. The reporter randomly interviewed several residents who were walking in the community.
Resident 1: The cars outside are parked in a very chaotic way, you see there are electric cars here, and those who work here at this subway entrance can just enter.
Resident 2: The net outside (car) is parked for half a month, and the property does not care if it is parked for half a month.
Resident 3: The property is not managed at all, there is no land, you see it is parked on the side of the road......

No parking spaces for rent, tenants can only "park in the blank"
Some residents said that because the parking spaces are not managed, the parking spaces cannot be rented, and as tenants, they can only "plug in the void to pick up leaks" when they want to park.
Resident: There is no place to park, we belong to the tenants, and foreign vehicles are definitely not okay.
Mr. Zhang said that the size of the community is small, and there are not many vehicles for permanent residents, and the parking spaces are very sufficient, but the property only manages the situation that residents privately install locks and occupy parking spaces, but does not manage the foreign vehicles that occupy the parking spaces in the community for a long time, resulting in the embarrassing situation that "residents can't park their cars, and foreign cars can be parked casually".
Mr. Zhang: There are more than 80 parking spaces in total, and in fact, there are only more than 60 cars in the community, and there are about a dozen or twenty parking spaces left. But now the biggest problem is that the property is not managed.

In this case, some residents said that if the registration of external vehicle parking is implemented, it may be able to alleviate the problem of "parking difficulties" in the community.
Residents: The people just hope that there is a gatekeeper at the door, there is an access control, and the cars in the community will be swept away, and the cars in the community will not be allowed to enter casually. The car outside can also enter, it's not that you are not allowed to enter, you have something to report, tell me, isn't it? Can't have a car here for several days, and the car in this community can't stop.
Neighborhood Committee: Coordinated with the property to contact the parking management company
In order to verify and understand the situation, the "Ask Beijing" reporter first called the neighborhood committee of the community - the neighborhood committee of the power construction community. The staff said that in response to the residents' demands, the neighborhood committee has coordinated with Tianyueheng Property Management Co., Ltd., the first subsidiary of the community property, and the property said that it will recruit a parking management company to manage the parking spaces in the community after the renovation of the old community is completed, but a suitable company has not yet been found.
Neighborhood Committee: Because we had a property but no parking management company. We have also communicated with the property management company before, including the property rights unit, to find a parking management company to take over as soon as possible, and then standardize the parking in our community. If there is a parking management company, it means that you will pay the parking fee on a monthly or annual basis, and then there will be a limit on the external vehicles that have not paid the parking fee.

The community staff also said that the embarrassing situation of the community now lies in the fact that due to the lack of parking space management, foreign vehicles cannot be forced to move the car without occupying the fire escape and not affecting the access, but the installation of ground locks and private occupation of public parking spaces are non-compliant, and the higher departments will inspect and manage. This situation will improve when the parking management company moves in, but there is no better way to do it at this time.
Neighborhood Committee: In fact, every parking space, including every vacant lot, is actually a public area, and anyone can park it. Therefore, if there is a parking management company, we will definitely plan some fixed parking spaces, give priority to the residents we live in, and ensure that there is a place to park. Then some temporary parking spaces will be planned, which may be the temporary parking (cars) that have not paid rent.

In addition, the staff member said that at present, the property has set up drop poles at the two main entrances and exits of the community, which has reduced the random entry of external vehicles to a certain extent. They will also urge the property management department to put the drop pole into use.
