According to the notice of the Guangyuan Municipal Public Security Bureau, Guangyuan Municipal Market Supervision Bureau, Guangyuan Municipal Transportation Bureau, Guangyuan Municipal Housing and Urban-Rural Development Bureau, Guangyuan Municipal Bureau of Economy and Information Technology, and Guangyuan Municipal Fire and Rescue Detachment on Strengthening the Management of Over-standard Electric Two-, Three-, and Four-wheeled Vehicles, our office decided to carry out the registration of over-standard electric vehicles throughout the county. The relevant matters are hereby notified as follows.
1. Objects of filing and registration
(1) Electric two- and three-wheeled vehicles purchased before June 30, 2024 that do not meet the current national standards, are not included in the "Catalogue of Road Motor Vehicle Manufacturers and Products", have not obtained CCC certification, etc., and cannot obtain license plates from the vehicle management office of the public security organs;
(2) Electric two- and three-wheeled vehicles with red plates on a white background obtained at the vehicle management office of the public security organ before 2020.
2. Time and place of filing and registration
(1) The time and place of centralized filing and registration
Fixed points in the urban area: Yulong Square, Red Army City Square (opposite the archway of the Red Army City in China), Cultural and Sports Center (between the basketball hall and the swimming pool), Hanwangshan Hotel (next to the Jiachuan Hongqi Road).
Township fixed points: the location of each township traffic management office, the specific plan is as follows.
(2) The time and place of supplemental filing and registration
From January 1, 2025 to February 15, 2025, it will be filed and registered in the township traffic management office.
3. Filing and registration materials
(1) Centralized filing and registration materials: The owner of the vehicle shall hold the citizen ID card, car purchase invoice and other materials, and shall file and register at the nearest designated filing and registration location according to the household registration or residence of the vehicle owner. If the purchase invoice is lost, it is necessary to sign a letter of commitment for the legal source of the vehicle at the filing and registration point.
(2) Supplementary filing and registration materials: Vehicle owners who are unable to carry out filing and registration within the centralized filing and registration time due to going out or other special reasons must also hold the certificate of the village (neighborhood) committee or their unit in addition to the above-mentioned centralized filing and registration materials during the supplementary filing and registration time.
Fourth, the transition period setting
In accordance with the unified requirements of the city, a transition period will be set for the over-standard two- and three-wheeled vehicles registered for this record, and the deadline for the transition period will be October 31, 2027. During the transition period, the over-standard electric two-wheelers and three-wheelers that have been registered are allowed to pass on the roads within the administrative area of Guangyuan City, and the over-standard electric two- and three-wheeled vehicles that have not been registered are prohibited from passing on the road. When the vehicle that has been registered on the road shall be hung with temporary registration signs, and the relevant laws and regulations shall be strictly observed. From November 1, 2027, over-standard electric two- and three-wheelers will be prohibited from passing on the road.
5. Register for preferential activities
Before July 31, 2024, the top 20 car owners who have filed and registered at the 4 registration points in the urban area will receive 1 safety helmet free of charge, and the top 10 car owners who have registered at the registration points in other towns and towns will receive 1 safety helmet free of charge.
