At 4 p.m. on July 7, the Hunan Provincial Flood Control and Drought Relief Headquarters held a press conference in Huarong County to report on the progress of rescue and rescue at the first-line embankment breach of Dongting Lake in Tuanzhou. Since 15 o'clock on July 6, the construction of the return platform and the wrapping head on both sides of the breach began, and the plugging work officially began at 23 o'clock on July 6. Up to now, the embankment has been blocked for more than 80 meters, and it is expected to be completed before 12 o'clock on July 9.
On July 7, rescue workers and vehicles braved the high temperature to continue to operate. A truck driver at the scene said that there were many trucks carrying materials to and fro, and that there were many trucks loaded with large stone piers weighing several tons on standby at the scene. A set of aerial videos showed that many trucks lined up on both sides of the breach embankment, and many large machinery carried out rescue work in an orderly manner.
At about 6 o'clock in the evening of July 7, the reporter learned that four large sand and gravel transport ships uniformly dispatched by the front-line command slowly entered the core area of Tuanzhouyuan in Huarong County to carry out operations.
On the 7th, the reporter learned from China Aneng Group that at the site of the first-line embankment breach of Dongting Lake in Tuanzhou, Huarong County, Yueyang City, Hunan Province, after the research and consultation of the China Aneng Technical Expert Group, it was proposed to combine the on-site traffic conditions to adopt the "mechanized two-way vertical plugging + ship water throwing" strategy, and step up the plugging operation in accordance with the procedures of "rushing to build a wrapping head, two-way vertical blocking, water throwing, assault closing, heightened reinforcement, and anti-seepage and gas sealing".
At the same time, the site also uses GPS measuring instrument, radar velocity meter and other professional equipment to measure at any time to grasp the change of water level and flow velocity at the breach in a timely manner, which provides an important basis for the efficient organization and orderly development of the plugging operation.
According to Hunan Daily, in addition to those who choose to join relatives and friends, a total of 3,224 people have been placed in the four centralized resettlement sites of Huarong Vocational Secondary School, Zhuangyuanhu Middle School, Zhanghua School, and Experimental Primary School. All resettlement sites have been equipped with sufficient daily necessities, air conditioners, electric fans and other heatstroke prevention and cooling measures, and medical and health services have been arranged to ensure that the affected people have food, clothing, safe shelter, clean water to drink, and timely medical treatment if they are sick. Since the occurrence of the dangerous situation, grassroots cadres have entered the household to investigate, and 7,680 people in the flood storage area and safety area have been safely transferred in a timely manner.
