Research on carbon data management system in industrial parks

The report of the 20th National Congress of the Communist Party of China proposed to actively and steadily promote carbon peak and carbon neutrality, improve the regulation and control of total energy consumption and intensity, and gradually shift to a "dual control" system of total carbon emission and intensity. Under the background of "dual carbon", industrial parks, as areas with a high concentration of industrial production activities, energy consumption and carbon emissions, have become an important target for carbon control and carbon reduction in the mainland. Carbon data management is an important basis for researching and analyzing the key points of carbon emission reduction in industrial parks and formulating specific measures for carbon reduction. At present, the foundation of carbon data management in industrial parks is weak, and there is a lack of corresponding institutional norms, so it is urgent to consolidate relevant institutional processes, guide parks to accurately measure the effectiveness of carbon reduction, scientifically evaluate departmental elements, and promote low-carbon development.

This report sorts out some common problems and characteristic problems existing in the current carbon data management system (statistics, accounting, management, and evaluation system), and purposefully carries out the design of the park carbon data management system in view of the shortcomings of the current system, and carries out the collection, accounting, summary, reporting, and verification of carbon dioxide (hereinafter referred to as "CO") emission source activity level data on the basis of clearly defining the boundaries and objectives of carbon data management in the park, and comprehensively forms carbon total and intensity data. Further improve the practicality of the park's carbon data management system.
