Rizhao Municipal Public Security Bureau's announcement on the first batch of public recruitment of police auxiliary personnel in 2024
In accordance with the relevant provisions of the provincial and municipal police auxiliary personnel management, the Rizhao Municipal Public Security Bureau openly recruits police auxiliary personnel from the public. The relevant matters are as follows:
Recruitment Positions and Recruitment Plans
205 auxiliary police personnel were recruited. For specific recruitment positions, recruitment plans and requirements, please refer to the "Rizhao Municipal Public Security Bureau's First Batch of Open Recruitment of Police Auxiliary Personnel in 2024" (Annex 1).
Nature of Identity
The police auxiliary personnel recruited this time are dispatched to work in the public security organs through labor dispatch, and perform auxiliary police duties under the command and supervision of the public security organs and their people's police, and are managed and used by the public security organs, and do not have the status of civil servants and people's police, do not have law enforcement qualifications, and do not enjoy the treatment of people's police.
Qualifications
(1) Have the nationality of the People's Republic of China;
(2) Support the Constitution of the People's Republic of China, abide by national laws and regulations, and be of good character;
(3) Aged 18 or above and under 30 (inclusive) (born between July 1993 and July 2006). Personnel applying for emergency response positions (engaged in special police auxiliary work) shall not be more than 25 years old (born after July 1998); The age of those applying for the post of police dog training is relaxed to under 45 years old (born after July 1978).
(4) Have a high school (technical secondary school) or above education level and the ability to perform job responsibilities (see Annex 1 for specific academic degree requirements);
(5) Have the physical and mental capacity to perform their duties normally, with unilateral uncorrected visual acuity of at least 4.6 for auxiliary police personnel, at least 4.8 unilateral uncorrected visual acuity for special police auxiliary personnel, and at least 5.0 unilateral corrected visual acuity for civilian auxiliary police personnel, be in good health, have good shape, have no obvious disease features in appearance, have no skin diseases that affect their face and are difficult to cure, have no abnormal color vision, no tattoos, and no limb dysfunction;
(6) Have a permanent residence in Rizhao City, a graduate degree or above and a permanent residence in Shandong Province;
(7) Under the same conditions, the following personnel may be preferentially hired:
1. Spouses and children of martyrs, and spouses and children of soldiers, people's police, and auxiliary police personnel who have died in the line of duty;
2. Retired soldiers and rescuers who have withdrawn from the national comprehensive fire and rescue team;
3. Be a hero or a model for righteousness and courage;
4. Graduates of people's police schools of higher learning;
5. Personnel with professional qualifications or special skills required for the position;
6. Other personnel who meet the priority recruitment conditions stipulated by the state and province.
(8) Those who have any of the following circumstances shall not apply for the examination:
1. Participating in illegal organizations such as violent terrorism, ethnic separatism, or underworld crimes, or engaging in activities that endanger national security;
2. Those who have been investigated for criminal responsibility;
3. Illegal acts of drug abuse, prostitution, or gambling;
4. Those who have been subject to administrative detention, judicial detention or compulsory isolation for drug rehabilitation;
5. Those who have been dismissed from public office or dismissed from the military;
6. Leaving the post without authorization before the expiration of the labor contract for police assistance;
7. Being lawfully listed as the target of joint disciplinary action for untrustworthiness;
8. Other situations where national and provincial regulations make it unsuitable to engage in auxiliary police work.
(9) Other conditions
1. Non-recent graduates of full-time ordinary colleges and universities, active military personnel, personnel who are currently engaged in police auxiliary personnel work in our city, and other circumstances that are not allowed to be hired according to laws and regulations shall not apply for the examination, and non-fresh graduates of full-time ordinary colleges and universities shall not use the academic qualifications they have obtained as a condition to apply for the examination. Applicants who have more than 6 months of study, work or life experience outside the country (territory) and are unable to conduct effective inspections are not allowed to apply for the examination.
2. Graduates of orientation and commission training must obtain the consent of the orientation and commission training unit to apply for the examination.
Recruitment process
This open recruitment adopts individual registration, qualification review, examination, political assessment, physical examination, drug inspection, publicity and other procedures, and selects the best to sign the contract.
(1) Registration and qualification review. It will be carried out in the form of unified time, on-site registration, and on-site qualification review and confirmation.
1. Registration time: July 8 to July 10, 2024 (8:30-11:30, 14:30-17:30).

3. Registration requirements: When registering on site, you must bring your valid resident ID card, household registration book, academic certificate (full-time highest and previous on-the-job education), degree certificate, relevant qualification certificate, retirement certificate and other materials The original and 1 copy of the above materials (A4 paper), college degree or above need to provide 1 copy of the "Ministry of Education Academic Certificate Electronic Registration and Filing Form", and if there is a degree requirement, the degree "Certification Report" (in the "Academic Information Network") http://www.chsi.con.cn/ Inquiry and print), 4 recent one-inch bareheaded color photos with the same bottom and personal credit certificate (issued by People's Bank of China Rizhao Branch), download and fill in the "Registration Form for Police Auxiliary Personnel of Rizhao Municipal Public Security Organs" (Annex 2) and "Letter of Integrity Commitment" (Annex 3).
4. Qualification review: Applicants will be subject to on-site qualification review according to the recruitment conditions, and those who pass the examination will be allowed to participate in the physical fitness assessment. The examination of the qualifications of candidates runs through the entire process of recruitment, such as registration, physical fitness assessment, professional ability test, interview, physical examination, political assessment, publicity, probationary period management, etc., and if it is found that the applicant does not meet the qualifications for the examination or conceals his work experience in the public security organs, the recruitment organ may cancel his or her qualifications for applying for the examination or hiring.
5. Examination fee: Those who confirm that they have passed the preliminary examination will be charged an examination fee of 40 yuan per person. The examination administration fee will be collected on-site.
(2) Examinations. The exam includes a physical fitness assessment, a professional aptitude test and an interview.
1. Physical fitness assessment
Qualified personnel for qualification review and credit investigation enter the physical fitness assessment link.
You must bring your valid ID card when participating in the physical fitness assessment. The physical fitness assessment work is mainly carried out with reference to the "Physical Fitness Assessment Items and Standards for the Recruitment of People's Police by Public Security Organs (Issued in February 2024)", and there are 3 physical fitness assessment items, namely vertical jump, 1000 meters (male)/800 meters (female) running and 10 meters ×4 round-trip running. The physical fitness assessment is a compliance assessment, and if one of them does not meet the standard, it will be regarded as unqualified in the physical fitness assessment. At the same time, the physical fitness assessment results will be determined according to the results of the 1000m (male)/800m (female) running events. If the results are the same, the ranking will be determined according to the order of the results of the 10-meter ×4 round-trip running event from the highest to the lowest.
If you have any objections to the physical fitness assessment results of yourself or others, you should file an appeal or report within 30 minutes after the assessment, and it will not be accepted after the deadline. For those who violate the physical fitness assessment regulations such as impersonation and fraud, their physical fitness assessment qualifications will be cancelled. Candidates who fail to participate in the physical fitness assessment at the specified time and place shall be deemed to have given up.
2. Professional aptitude test
Publicity assistants and police dog trainers who meet the physical fitness assessment standards must bring their valid resident ID cards to participate in the professional aptitude test.
The results of the Professional Aptitude Test are scored on a 100-point scale and mainly measure the professional competence required for the position applied for. The time and place of the professional aptitude test will be notified separately.
3. Interview
For positions with professional aptitude tests, candidates for interview will be determined in order of the results of the professional aptitude test from high to low. For positions that do not have a professional aptitude test, candidates for interview will be determined in order of physical fitness test results from high to low. Among them, if it is planned to recruit 3 people or less, it shall be determined according to the ratio of 1:5 between the recruitment plan and the number of interviews; If it is planned to recruit more than 3 people and less than 10 people, it shall be determined in accordance with the ratio of 1:3 between the recruitment plan and the number of interviews; If it is planned to recruit 10 or more people, it shall be determined in accordance with the ratio of 1:2 between the recruitment plan and the number of interviews. If the number of people does not reach the above proportion, the number of candidates who pass the actual examination will be determined according to the number of people who have passed the examination.
The interview is conducted in the form of a structured interview, and the results are scored on a 100-point scale, which mainly tests the comprehensive analysis, organization and coordination, response and strain, job matching, verbal expression ability and demeanor necessary for the candidates to engage in the job work. The passing score for the interview is 60 points, and those who are lower than the minimum passing line will be disqualified.
After the interview, the applicant's comprehensive results will be released on the Rizhao Police Network (http://gaj.rizhao.gov.cn/). The comprehensive score of the position with the professional aptitude test is synthesized on a 100-point scale according to the following ratio: 50% of the professional aptitude test and 50% of the interview score. The results of the professional aptitude test and interview are calculated to two decimal places, and the mantissa is rounded; For positions that do not have a professional aptitude test, the overall score will be determined by the interview score.
(3) Political evaluations, physical examinations, and drug tests. In accordance with the order of comprehensive results from high to low, the candidates for each position to participate in political assessment, physical examination, and drug inspection are determined in equal amounts. If the applicant has the same comprehensive score for the same position, it shall be determined according to the priority recruitment conditions listed in paragraph 7 of the recruitment conditions, and if none of them belong to the priority recruitment conditions, they will be determined in order of interview, professional ability test, and physical fitness assessment results from high to low.
Political evaluations are to be conducted with reference to the relevant requirements of public security organs' people's police political inspections, with an emphasis on reviewing whether there are circumstances that must not be recruited as auxiliary police personnel. The physical examination items and standards shall be implemented in accordance with the relevant provisions of the Provincial Department of Human Resources and Social Security, the Provincial Health and Family Planning Commission, and the Provincial Public Security Department's Notice on Clarifying Matters Related to Physical Fitness Assessment and Physical Examination of Police Auxiliary Personnel of Public Security Organs (Lu Gongtong [2017] No. 30). The cost of the physical examination shall be borne by the applicant, and the re-examination can only be carried out once, and the results of the physical examination shall be subject to the conclusion of the re-examination.
(4) Personnel replacement. For candidates who give up their qualifications for employment, fail to pass the political assessment, physical examination and drug test, or who are not qualified for the recruitment plan due to the impact of the public announcement results, the candidates for the political assessment, physical examination and drug test may be filled in equal amounts according to the interview results from high to low. If there is a vacancy in the recruited position, it can be adjusted and filled in order from the qualified personnel of other recruited positions in the unit in order of comprehensive performance from high to low. The examination results of the personnel who enter the interview scope are valid for one year, and if there is a vacancy in the position in the recruitment plan within the validity period of the results, after the approval of the employer quota review unit, the qualified personnel who have been interviewed for the corresponding positions in the unit can be given priority according to the comprehensive score from high to low.
(5) Publicity. The personnel to be hired who have passed the physical fitness assessment, interview, political assessment, physical examination, and drug test shall be announced to the public, and the publicity period shall be 5 working days.
If relevant feedback is received during the publicity period, it will be handled in accordance with relevant regulations.
(6) Recruiting and signing contracts. If there is no objection at the expiration of the publicity period, the labor dispatch company shall sign a labor contract with the hired personnel, implement labor dispatch, and be arranged by the Rizhao Municipal Public Security Bureau to work in relevant positions. The term of the labor contract signed for the first time is three years, the probation period is six months, and those who pass the probation are formally hired, and if it is found that they do not have the conditions for police auxiliary personnel, do not meet the requirements of the position they apply for, and are not qualified for the position, etc., as well as those who fail to pass the assessment at the end of the probationary period, they will be returned to the labor dispatch company. If the person to be hired is an in-service employee, he or she shall terminate the labor relationship with the original unit within one month before signing the labor contract with the labor dispatch company, and submit relevant materials, and the employment qualification shall be cancelled within the time limit.
Guaranteed benefits
Newly hired police auxiliary personnel are subject to hierarchical management, and the salary and treatment of the normal service mode (including the individual contribution part of "five insurances and one housing fund") is 2660-4600 yuan/month, and is dynamically adjusted. Unified payment of social insurance and housing provident fund, enjoy the corresponding welfare benefits, purchase personal accident insurance, unified distribution of clothing. During the probationary period, wages shall be implemented in accordance with relevant regulations.
Miscellaneous
(1) Those who fail to participate in the physical fitness assessment, professional ability test, interview, physical examination, and drug test in accordance with the requirements of the relevant notice within the specified time shall be deemed to have given up automatically.
(2) During the registration period, it is necessary to maintain 24-hour communication and pay attention to the recruitment information in a timely manner. The results and information announcements of on-site registration and qualification review, physical fitness assessment, professional ability test, interview, political assessment, physical examination, drug inspection, publicity and other important links will be released through the Rizhao Police Network (http://gaj.rizhao.gov.cn/) announcement at any time.
(3) This recruitment does not hold or entrust any institution to hold counseling and training courses. Please be vigilant to avoid being misled and disturbed, and to prevent being deceived.
During the employment period, if there is a policy dismissal, it will be implemented in accordance with the relevant policies and regulations of the superiors.
