Open recruitment of health personnel for career establishment

In order to further strengthen the construction of the health talent team in our district, in accordance with the spirit of the document "Measures for Public Recruitment of Personnel in Public Institutions in Jiangsu Province" (Su Banfa [2020] No. 9) and the development needs of health undertakings in Xishan District, it has been decided to openly recruit 126 health talents for the public. Contain:

1. Recruitment target

II. Basic Conditions

1. Have the nationality of the People's Republic of China, enjoy the political rights of citizens, abide by discipline and law, have good conduct, love health undertakings, and have good professional dedication;

2. Be in good health and have the physical fitness to perform duties normally;

3. Graduates who have obtained a full-time bachelor's degree or above from an ordinary university in China (territory); If you have obtained a foreign academic degree, you must be certified by the Service Center for Scholarly Study of the Ministry of Education; Among them, the recruitment of high-level talents requires a bachelor's degree or above, and there is no restriction on "full-time"; Have other conditions required for the position (see the job introduction form for details);

4. Age: over 18 years old, 35 years old and below (born between July 1, 1988 and June 30, 2006); The age of those with intermediate professional and technical qualifications in health can be relaxed to 40 years old (born on or after July 1, 1983); The age of applicants for the position of leader of the discipline (including reserve) or with senior professional titles can be relaxed to 45 years old (born on or after July 1, 1978); If there are special requirements for age, please refer to the attached job profile table for details;

5. There is no restriction on household registration;

6. Rural order-oriented free medical students must be 2024 fresh graduates who have been included in the enrollment plan of "Xishan District Targeted Free Training of Medical Students" by the Jiangsu Provincial Department of Education and Jiangsu Provincial Health Commission, and meet the requirements of the "Notice on Carrying out the Free Training of Rural Order-oriented Medical Students" (Su Wei Kejiao [2015] No. 21) and the "Opinions on the Targeted Recruitment of Rural Order-oriented Medical Students in Xishan District" (Xiwei Health Commission [2024] No. 19), and have passed the review;

7. Those who have any of the following circumstances shall not apply:

(1) Active-duty military personnel and non-fresh graduates of ordinary colleges and universities;

(2) Persons who have been criminally punished for committing crimes or have been dismissed from public office; Persons who have not been released from disciplinary punishment or are undergoing disciplinary review, or persons who are suspected of violating the law or committing crimes and are under investigation; persons who participate in illegal organizations;

(3) Personnel in the health system of Xishan District; Persons who have resigned (resigned, dismissed, etc.) from public medical and health units in Xishan District in the past three years, or who have been hired by public medical and health units in Xishan District in the past three years but have given up their admission qualifications;

(4) The new "Measures for Public Recruitment of Personnel in Public Institutions in Jiangsu Province" came into force on March 13, 2020, and according to the announcement of public recruitment of personnel in public institutions issued thereafter, the personnel who are employed in various local public institutions in Jiangsu Province have not completed their three-year service period before July 1, 2024;

(5) The state and province separately stipulate restrictions on personnel applying for relevant positions in public institutions.

3. Registration and review

The registration time for high-end shortage and ordinary positions is from 9:00 on July 16, 2024 to 16:00 on July 18, 2024. 7 working days after the announcement is issued, the assessment procedure will be launched from time to time according to the job registration.

High-level talents are valid for a long time, and the registration for a position will be stopped once the examination is opened, and the registration for the position that has not been opened will be valid until 17:00 on November 30, 2024, and the recruiting unit will announce the recruitment results of each period in a timely manner.

The on-site registration time for orientation positions is 9:00-16:00 on July 18, 2024.

Applicants must apply in good faith, do not deceive, do not violate rules and disciplines, and must truthfully fill in personal information according to the requirements of the recruitment position. Qualification review runs through the whole process of recruitment, and if the applicant is not allowed to apply for the examination, does not meet the qualification conditions for the examination, or falsifies the examination results, once it is verified in any link of the recruitment and recruitment work, he or she will be immediately disqualified from applying for the examination or hiring, and the examination fee will not be refunded.

Fourth, the examination and assessment

1. Examination ratio: There is no examination ratio for orientation students, high-level talents and high-end shortage positions in this open recruitment; The ratio of other ordinary positions is 1:3, and if the ratio is not reached, after approval, the proportion of examinations or the number of posts will be appropriately reduced; The announcement of the adjustment will be published online in a timely manner.

2. Examination method: Written test + interview is adopted to mainly assess the professional knowledge and business quality required by candidates to perform their job responsibilities. High-level talents shall be interviewed directly, and if the proportion of high-end talents in short supply is less than 1:3, direct interviews shall be adopted; Admission is 1:1 according to the required professional positions.

3. Written test: the full score is 100 points, 50 points are the qualified line, and those who fail to pass will be eliminated directly. According to the results of the written test, the list of candidates to be interviewed will be determined in a ratio of 1:3.

Interview: The full score is 100 points, 60 points are the passing line, and those who fail to pass will be eliminated directly. Total score = written test score × 40% + interview score × 60%, the total score of 60 points is the passing line, and those who fail will be eliminated directly.

If the total score is the same and it is not possible to determine the candidate who will enter the physical examination procedure, the candidate with the higher interview score will be given priority, and if the interview score is still the same, an additional test will be conducted, and the candidate with the higher score will be given priority.

4. Examination content: The counseling book is not specified, and the assessment content is determined according to the professional and job characteristics, including the comprehensive knowledge, professional knowledge, business ability and work skills necessary for the recruitment position.

5. Examination time and place: subject to the admission ticket. Candidates must bring the original valid ID card and admission ticket to take the test at the specified time, otherwise they will be deemed to have given up automatically.

5. Physical examination and inspection

1. Shortlisted: According to the candidates' results, the personnel participating in the physical examination will be determined from high to low scores according to the ratio of 1:1 of the number of people to be hired for the position.

2. Physical examination, inspection and publicity: The physical examination standards shall be carried out in designated hospitals in accordance with the General Standards for Physical Examination for Civil Servants (Trial), and the cost of physical examination shall be borne by the applicants. Those who pass the physical examination shall be inspected according to the regulations, and those who pass the inspection shall be the personnel to be hired; All publicity is 7 working days.

3. Replacement: If the vacancy is caused by unqualified inspection or physical examination, publicity results affecting recruitment, abandonment or other reasons, the District Health Commission shall put forward the opinion on whether to replace (according to the ranking of the total score from high to low, and those who fail to pass shall not be replaced), and publish it on the website of the District Health Commission. After the recruitment procedures are completed, it will not be replaced.

6. Publicity and employment

The list of personnel to be hired shall be publicized on the website of the recruiting unit and the competent department for 7 working days.

Those who have no objection after the announcement shall go through the procedures for entering the business. In principle, the personnel to be hired should sign the employment contract and arrive at the post within one month after admission, and the employment qualification can be cancelled after the deadline. The duration of the appointment (minimum length of service) of the recruiter is three years, and the probationary period is included in the employment period. If the probationary period expires, the assessment will be carried out, and if the assessment is unqualified, the employment qualification will be cancelled. If the hired personnel have not obtained the professional qualification or corresponding technical title within three years (two examination cycles), the recruiting unit may unilaterally terminate or terminate the employment contract. Directed medical students are executed in accordance with the signed employment contract.

During the recruitment process, the results of the written examination, interview, physical examination, inspection and admission and employment will be published on the website of the Xishan District Health Commission.

7. Supervision
