In recent years, Guangdong Province has established a multi-form and multi-channel funding policy system at the stage of college education, focusing on national scholarships, national inspirational scholarships, national grants, national student loans, tuition compensation, student loan repayment, work-study grants, tuition waivers, social subsidies and the "green channel" system, so that every student can successfully enroll and complete their studies.
1. "Green Channel"
In order to ensure the smooth enrollment of students from economically disadvantaged families, all colleges and universities must set up a "green channel", and all new students who are admitted to school and whose families are really financially disadvantaged and unable to pay tuition fees will first go through the admission procedures, and then adopt different methods to subsidize them according to the verified situation.
2. National scholarships and grants for undergraduate students
1. National Scholarship for Undergraduate Students
The award object is the second-year and above full-time undergraduate students in ordinary colleges and universities, and the award standard is 8,000 yuan per student per year. In the same academic year, students from financially disadvantaged families who have received the National Scholarship can apply for and receive the National Scholarship at the same time, but cannot receive the National Encouragement Scholarship at the same time.
2. National Inspirational Scholarship for undergraduate students
The object of the award is the second-year and above full-time college students in ordinary colleges and universities with excellent character and academic performance and family financial difficulties, and the award standard is 5,000 yuan per student per year. In the same academic year, students from financially disadvantaged families who have received the National Encouragement Scholarship can apply for and receive the National Scholarship at the same time, but cannot receive the National Scholarship at the same time.
3. National scholarship for undergraduate students
The subsidy object is the full-time undergraduate students (including preparatory students) of ordinary colleges and universities with financial difficulties, and the average subsidy standard is 3,300 yuan per student per year, and the specific standard is determined by the university in the range of 2,000-4,500 yuan per student per year, which can be divided into 2-3 grades. In principle, full-time retired soldier students can enjoy the national scholarship for junior college students, and the subsidy standard is 3,300 yuan per student per year.
3. Student credit loans
The loan targets are full-time undergraduate students (including preparatory students) and graduate students of ordinary colleges and universities whose families are in financial difficulty. The maximum application amount per student per year for this junior college student shall not exceed 16,000 yuan, and the interest rate of the newly signed national student loan contract shall be implemented according to the loan market prime rate LPR5Y minus 60 basis points for the same grade in the same period.
The interest of the national student loan during the period of study of the loan student is all subsidized by the government, and the loan student only needs to repay the interest without repaying the principal in the first five years after graduation, and the principal and interest will be repaid from the sixth year after graduation, and the maximum loan term of the student loan can be 15 years plus the remaining school period, and the maximum loan period shall not exceed 22 years.
Freshmen and current students can apply for a student loan from the county-level student financial aid management department where their household registration is located before the start of the semester, and students who have already applied for a student loan can directly apply for renewal online.

Funding for college freshmen
The subsidy object is the first-year freshmen of the college who are admitted to full-time ordinary colleges and universities and have household registration in Guangdong Province in the current year, with a maximum of 6,000 yuan per person.
Freshmen who are admitted to colleges and universities in the province should apply to the school at the beginning of the semester, and freshmen who are admitted to colleges and universities outside the province should apply to the county-level education department where their household registration is located.
5. Areas inhabited by ethnic minorities in Guangdong Province
Funding for ethnic minority college students
The subsidy target is the full-time ethnic minority students who are registered in the ethnic minority areas of Guangdong Province and receive complete compulsory education in the minority areas of Guangdong Province, and the subsidy standard is 10,000 yuan per student per year, and the subsidy cycle is during the study period of the college.
Eligible ethnic minority college students shall apply to the ethnic affairs department of the county (city, district) where their household registration is located before enrollment.
6. Nanyue Disability Support Project
The target of the subsidy is the full-time disabled college students with household registration in Guangdong Province who are admitted to ordinary colleges and universities in the same year, and the junior college students, undergraduates, master's students and doctoral students will receive a one-time subsidy of 10,000 yuan, 15,000 yuan, 20,000 yuan and 30,000 yuan per person respectively. Eligible college students with disabilities should apply to the Disabled Persons' Federation of the county (city, district) where their household registration is located before enrollment.
7. Policies such as tuition reimbursement and national student loan repayment
1. College students are conscripted into the military for military service

The subsidy targets are college students who are conscripted for compulsory military service, graduates and former college students who have returned to school after retirement, and college students who are directly recruited as sergeants.
The State shall compensate for the tuition fees paid by college and university students who are conscripted for compulsory military service and directly recruited as non-commissioned officers, compensate for the state student loans (including campus student loans and student credit student loans) used for tuition during the school period, and reduce or exempt tuition fees for former college students who return to school after retiring from military service.
Starting from the fall semester of 2023, the subsidy standard for tuition compensation, national student loan reimbursement and tuition waiver is no more than 16,000 yuan per student per year.
2. Tuition waiver and subsidy for retired soldiers
After retirement, self-employment, through the national unified college entrance examination or higher vocational classification recruitment method to enter colleges and universities and report to the school to implement the tuition waiver, starting from the fall semester of 2023, the tuition waiver standard is no more than 16,000 yuan per student per year.
3. "Three Branches and One Support"
State Student Loan Repayment
After graduation, college students in Guangdong Province go to the rural grassroots to engage in supporting agriculture, teaching, medicine and rural revitalization, and continue to work at the grassroots level in economically underdeveloped areas for more than one year after passing the assessment at the end of the service period.
8. School subsidy measures
1. Work-study
Under the organization of the school, students use their spare time to obtain legal remuneration through their own labor, which is used to improve their learning and living conditions. In principle, the time for students to participate in work-study programs should not exceed 8 hours per week and 40 hours per month. The minimum hourly wage shall not be lower than the minimum hourly wage standard of the current year in which the university is located.
2. Tuition waiver
Full-time public colleges and universities are exempt from tuition fees for students whose families are particularly financially disadvantaged and unable to pay tuition fees, especially orphaned and disabled students, students of ethnic minorities, children of martyrs, and children of families with preferential care. The specific measures shall be formulated by the school.
3. Other funding policies
Colleges and universities use student scholarship and grant funds drawn from business income (private schools from tuition income) to set up scholarships and grants to reward and subsidize their students.
