This is because opening up is an important way for the mainland to catch up with the times in great strides, and it is also a magic weapon that has been proven by practice to win, and it has become our clear-cut banner and the consensus of the broad masses of the people. To this end, the "Decision" of the Third Plenary Session of the CPC Central Committee made special arrangements for opening up, emphasizing that "opening up is a clear sign of Chinese-style modernization." We must adhere to the basic national policy of opening up to the outside world, persist in promoting reform through opening-up, rely on the advantages of the mainland's super-large-scale market, enhance the capacity of opening up in the process of expanding international cooperation, and build a new system of a higher-level open economy."
What are the specific areas open to the outside world? We are accelerating the construction of a new development pattern, relying on the advantages of the domestic super-large-scale market, continuously expanding the depth and breadth of opening-up in promoting dual circulation, creating new advantages of a higher-level open economy, actively participating in the reform of global economic governance, and sharing development opportunities and creating a better future with all countries in the world. According to relevant departments, our expansion of opening-up involves institutional opening-up, reform of the foreign trade system, management of foreign investment and foreign investment, optimization of regional opening-up, and improvement of the mechanism for promoting high-quality Belt and Road cooperation, which has released a clear signal of expanding high-level opening-up.
First, we should steadily expand institutional opening-up. It will take the initiative to connect with international high-standard economic and trade rules, realize the compatibility of rules, regulations, management and standards in the fields of property rights protection, industrial subsidies, environmental standards, labor protection, government procurement, e-commerce, finance, etc., establish an efficient, convenient and safe cross-border data flow mechanism, and create a transparent, stable and predictable institutional environment. It will also further improve the convenient systems for residence, medical care, and payment for business and tourism personnel coming to China, which are generally welcomed, including the 144-hour visa exemption.
The second is to further relax market access. It is necessary to expand the opening up of the service industry, fully implement the negative list for cross-border trade in services, and promote the orderly opening up of telecommunications, Internet, education, culture, medical care and other fields. It is necessary to implement the "zero-clearing" requirement of foreign investment access restrictions in the manufacturing sector as soon as possible, expand the catalogue of industries that encourage foreign investment, and reasonably reduce the negative list for foreign investment access.
The third is to effectively protect the national treatment and legitimate rights and interests of foreign-funded enterprises. We should support the development of domestic and foreign-funded enterprises without discrimination, and ensure the national treatment of foreign-funded enterprises in terms of factor acquisition, qualification licensing, standard setting, government procurement, etc. At the same time, we should also actively contribute China's solutions to promoting an equal and orderly multipolar world and inclusive economic globalization.
