Wen'an Huayuan Community, Qiaodong Community, Shiweitang Street, Liwan District, Guangzhou City, was built in the 90s of the 20th century and was originally a residential area for demolition and resettlement. Due to the bankruptcy of the developer and the arrears of the builder's project payment, the follow-up construction of the community and the construction of supporting facilities have stalled. Residents of Wen'an Flower Garden do not have formal real estate certificates and only hold permanent relocation agreements, which leads to many restrictions on the implementation of livelihood projects such as access to municipal electricity and water, rain and sewage diversion, and piped natural gas to households.
In 2009, the residents of Wen'an Garden had access to permanent mains electricity, and only in 2022 did they use market water, and the community realized "rain and sewage diversion", but the issue of connecting piped natural gas has not been resolved for ten years. As early as 2014, the Qiaodong community has laid natural gas pipelines, and the surrounding communities have successively used piped natural gas, but the Wen'an Huayuan community has not been able to install the gas because the property rights involved in the installation of gas require the consent of the developer, and the developer has not agreed.

Although the problems left over from history are complex, they are not unsolvable, and the key lies in how to coordinate all parties, break through the inherent procedural restrictions, and clarify the responsibilities and obligations of all parties.
"We emphasized at the coordination meeting that if the residents want to get a certificate and get gas, they are not going to be cheated and abducted, they are really living, and this is the people's livelihood." Chen Xixian and his working group have organized and convened coordination meetings on several occasions and invited all parties to participate. At the meeting, they pointed out the actual needs of residents and the potential safety hazards of using gas canisters, and called on all parties to find solutions to the problems from the standpoint of residents.
At the same time, in response to the problem of complicated procedures, the Standing Committee of the Liwan District People's Congress Shiweitang Sub-district Working Committee negotiated with relevant departments to simplify the procedures, and proposed that flexible solutions could be explored for incomplete information, such as replacing some of the missing information through community certificates or other informal documents. They have also been coordinating and communicating with the developer for a long time, hoping that the developer will cooperate with the residents in the gas installation work.

Zou Zhengqin said that coupled with the difficulty of breaking through the existing administrative barriers, residents gradually lost confidence in the process. Even with initial mobilization and organization, it is difficult to continue to advance because of the "this is not going to work, that is not going to work" response.
