1. 2. Love the cause of fire rescue, have good moral sentiment and hard-working spirit, volunteer to engage in fire rescue, secretarial writing, fire publicity, alarm dispatch and service security, etc., have a strong sense of discipline, and obey the organization and distribution.

3. Physical conditions meet the "Occupational Health Standards for Firefighters", mental health, and no bad habits.

4. Household registration in Shaanxi Province, and those with household registration in other provinces need to hold a local residence certificate.

Recruitment conditions and scope of government full-time firefighters

1. Male only, with high school education or above, including technical school, technical secondary school, and higher vocational education with the same degree as high school.

2. Be at least 18-26 years old.

3. Good health, good facial features, no disability, no stuttering, no hard of hearing, no color blindness; No infectious diseases, no mental hereditary diseases, etc. Male height is more than 168 cm (including 168 cm), binocular unaided visual acuity is not less than 4.6, corrected visual acuity is not less than 4.8, weight does not exceed the standard weight (standard weight KG=height CM minus 110) 30%, not less than 15% of the standard weight, the specific requirements of the physical examination refer to the "Physical Examination Standards for Recruited Citizens".

4. The age of retired personnel of the national comprehensive fire and rescue team, retired soldiers and personnel with intermediate or above vocational qualification certificates recognized by the relevant state (including intermediate or above vocational skill qualifications recognized by the military) can be appropriately relaxed to 35 years old. The age of special professionals and positions urgently needed for fire rescue work can be further relaxed.

Those who fall under any of the following circumstances are not eligible to apply for the examination

1. Those who have received criminal punishment, public security punishment, re-education through labor, juvenile correction, or have been expelled from prison; The suspected violation or crime is under investigation, and is serving a sentence, punishment, correction, or punishment; During the period of case filing and review, or Party discipline or government discipline sanctions have not been lifted;

2. Being found to have committed fraud and other serious violations of discipline in open recruitment;

3. Active-duty military personnel and personnel of the national comprehensive fire and rescue team;

4. Personnel who are not allowed to be dismissed or leave their current work unit (post) with policies or agreements;

5. Judgment defaulters;

6. Stealing, abuse, suicide, violation of ethics and other bad behaviors;

7. Violating laws and regulations, being dismissed or dismissed from the original public security fire brigade or fire rescue team, and others who are not suitable to work in the fire and rescue team;

8. Those who participate in the recruitment of firefighters of the national comprehensive fire and rescue team and the recruitment of full-time government firefighters in the early stage of the detachment, and who voluntarily withdraw during the publicity period, training or internship period due to personal reasons and have not yet participated in the registration for less than 3 years.

9. The laws and regulations do not meet the requirements of this open recruitment.

3. Implementation steps

In accordance with the recruitment announcement, registration, qualification review, physical fitness test, psychological test, interview, physical examination, political assessment, publicity, training probation and employment and other steps.

Registration and Eligibility

1. Registration time: from 8:00 on June 26, 2024 to 18:00 on August 9, 2024.

2. Registration method: online registration, no on-site registration. Applicants will print out the registration form (Annex 1) and fill it out with a black pen or signature pen, together with their household registration book, ID card, academic (degree) certificate and relevant qualification certificates in the form of scanned copies to the contact email address of the registered position, if the registration is successful, they will reply by email or phone and send the QR code of the recruitment WeChat work group.

(2) ID card within the validity period (front and back);

(3) The Home of the Hukou Booklet and the page of the person (scanned on the same paper);

3. Qualification review: Qualification review runs through the whole process of open recruitment. After successful registration, on-site qualification review is required, and the original registration form, household registration book, ID card, academic (degree) certificate, relevant vocational qualification certificate and copies of all materials must be brought, and the copies of the above registration materials submitted by applicants will not be returned. Those who fail to pass the qualification examination will not be allowed to enter the physical fitness test. The on-site qualification review time will be notified later.

Physical and psychological tests, interviews and written examinations

1. Physical fitness test: organized and implemented by the Hanzhong Fire and Rescue Detachment, men's assessment items: 1000-meter run, 100-meter run, push-up, standing long jump. The physical fitness test is carried out with reference to the physical fitness test items and standards (male) of government full-time firefighters (see Annex 2 for details), and the total physical fitness score of 240 points and above is considered to be qualified, and those who are "unqualified" will be eliminated. 60% of the total score of the physical fitness test for full-time government firefighters will be included in the candidate's total test score.

2. Mental health test: It is organized and implemented by the Hanzhong Fire and Rescue Detachment, which mainly tests the mental health of candidates. The firefighter recruitment psychological test system standard is used, and the test method is on-site testing, and the system automatically tests and judges the results of "qualified" or "unqualified". Those who "fail" psychological tests are eliminated.

3. Interview: Organized and implemented by the Hanzhong Fire and Rescue Detachment, structured interviews and on-site questions are adopted, with a full score of 100 points, 60 points are qualified, and those who are "unqualified" will be eliminated, and 40% of the interview results for the government full-time firefighter position will be included in the total score of the candidate's examination.

Calculation of the total score: the total score of the government full-time firefighter = physical fitness test score * 60% + interview score * 40%. In the case of the same total score, the full-time firefighters of the government will take those with high physical fitness scores as the subjects of the political assessment.

Political assessment

In accordance with the principle of political assessment, each recruitment point shall conduct in-depth visits and investigations to the village (neighborhood) committee, village (community) police station, human resources and social security (social security), and veterans' affairs bureau where the recruitment target is located, focusing on the recruitment target's political appearance, religious beliefs, political words and deeds, main experience, going abroad (territory), rewards and punishments, personal credit and actual performance, and verifying and understanding the political situation of their family members and members of major social relations. The retired soldiers access the files, focusing on the verification of their performance during their service, the reasons for retirement, injury and illness history and other unfavorable factors that affect the fire and rescue work, according to the political assessment of the "Hanzhong City Fire and Rescue Detachment Government Full-time Firefighter Recruitment Political Assessment Form" and sign the seal, those who do not meet the relevant provisions of the political conditions for citizen service will be eliminated.

physical examination

The physical examination items and standards shall be implemented with reference to the standards for military ground service personnel in the "Physical Examination Standards for Conscripted Citizens", and special physical examinations such as lumbar spine and meniscus injuries shall be carried out according to the situation, which shall be organized and implemented by the Hanzhong Fire and Rescue Detachment, and the physical examination fees shall be borne by the individuals, and those who fail to pass the physical examination shall be eliminated. If there is any objection to the results of the physical examination, it can be re-examined once after applying for it and reporting to the Municipal Fire and Rescue Detachment for review and approval.

Publicity

The Hanzhong City Fire and Rescue Detachment will determine the list of personnel to be hired according to the total test scores of the applicants, from high scores to low scores (in case of a tie in the total scores, the one with high physical fitness score will be given priority), and the publicity period will be 5 working days.

If there is a waiver of physical examination (re-examination), failure of physical examination (re-examination), political assessment conclusion is not suitable for employment, and abandonment of employment qualifications before going through the recruitment procedures, it will be supplemented according to the comprehensive score from high to low.

Hired

At the expiration of the publicity period, the list of hired personnel shall be determined according to the publicity situation, and the recruitment procedures shall be handled in accordance with the prescribed procedures; The hired personnel are required to sign the "Government Full-time Firefighter Recruitment Target Entry Commitment", and those who do not sign it will be deemed to have voluntarily given up their employment qualifications; If there are serious problems and there is evidence, they will not be hired; If there are serious problems in the report, but it is difficult to verify it for the time being, the employment shall be suspended, and the decision on whether to hire will be made after the verification and conclusion is made.

For those who fail to report after being hired, or withdraw during the induction training period, they can be supplemented from the list of personnel to be filled in order according to the ranking of their achievements. The validity period of the person to be filled is generally 1 month.

Training use

The Hanzhong Fire and Rescue Detachment will organize the personnel to be recruited for a three-month pre-job education and training. The induction training of government full-time firefighters includes ideological and political education, legal and discipline education, fire fighting and rescue theory learning, fire prevention basic business learning, queue training, physical fitness and skills training, etc. After the training, the assessment will be carried out, and those who fail to pass the assessment (including physical condition that is not suitable for fire rescue work) will be eliminated. During the training period, 24-hour closed management is implemented, quasi-military education and training, and if you quit in the middle of the pre-job training, you need to pay the training fee according to the standard of the training unit. (Tips: Because the training is closed, except for the rotation period, no leave or going out, and the training content has more outdoor training and physical training, comrades with special family circumstances should consider carefully).

Conclude labor contracts and assign positions

1. Those who pass the pre-job education and training assessment will be assigned to work in the Hanzhong Fire and Rescue Detachment or the county (district) fire and rescue brigade. The probationary period of the newly hired personnel is three months (including the pre-job training period), and during the contract period, the Hanzhong Fire and Rescue Detachment has the right to adjust the work unit and position of the hired personnel.

2. The unit distribution is carried out by the Hanzhong Fire and Rescue Detachment, and the distribution is carried out according to the ranking of the assessment results, and the personnel who do not obey the adjustment will be disqualified.

Fourth, the way of working and salary

How it works

Government full-time firefighters need to be on duty 24 hours a day after they are regularized, in principle, no less than 8 rest days per month (not limited to weekend time), which are implemented by each unit in the form of rotational leave, and those who have worked for more than one year are entitled to annual leave and other holidays according to the relevant provisions of the state.

Salary

1. The government full-time firefighters implement the post performance salary system, which is composed of basic salary, rank salary, high-risk subsidy, work allowance, performance salary and other allowances, and participates in basic medical care, basic pension, work-related injury, unemployment, maternity and other social insurance in accordance with national regulations. After formal employment, the comprehensive security fund for full-time firefighters in the government is 7-80,000 yuan/year; Personnel assigned to Ningqiang, Lüyang, Zhenba, Liuba, Foping and other areas enjoy hardship and remote subsidies, and the standard is 10%-15% of the basic salary. In the first year after the expiration of the probationary period, the actual salary of full-time government firefighters is 3600-4500 yuan/month, and only the basic salary (2050 yuan/month) is paid during the probationary period.

2. After signing the labor contract, the post grade will be assessed with reference to academic qualifications, service experience (retired soldiers), vocational skills, etc. Every year, the salary grade will be promoted through the assessment, and the working hours will meet the corresponding level conditions and pass the training assessment, and the salary will be increased.

3. During the employment period, standard clothing, bedding and other daily necessities will be distributed, collective dining, and accommodation standards shall be implemented with reference to the relevant provisions of the national comprehensive fire and rescue team.

Reward and punishment system

Government full-time firefighters with outstanding work performance shall be commended and rewarded in accordance with the "Implementation Rules for the Management of Commendation and Reward of the Provincial Fire and Rescue Team". Full-time government firefighters who violate laws, regulations and rules and regulations shall be dealt with in accordance with the relevant provisions of the "Regulations on the Management of Government Full-time Firefighters of the Shaanxi Provincial Fire and Rescue Corps (Trial)" and other relevant provisions. where the circumstances are more minor, sanctions are to be given; If the circumstances are serious, the labor contract shall be terminated in accordance with law.

5. Other matters
