"The construction of smart chemical parks integrates digitalization, networking and intelligence, and is an important starting point for the high-quality development of the petrochemical industry. In recent years, under the joint promotion of the Ministry of Industry and Information Technology, the Ministry of Emergency Management and the Petrochemical Federation, the construction rate of information platforms in chemical parks has exceeded 90%, and the construction of smart chemical parks has been steadily promoted from pilot to comprehensive construction. The reporter learned that at present, the construction of smart chemical parks in mainland China has continuously achieved new results, the standard system and normative system have been increasingly improved, and the number of smart chemical parks has continued to increase. Up to now, a total of 44 chemical parks across the country have been included in the "List of Smart Chemical Parks" by the Petrochemical Federation, and the guiding role of the "Catalogue of Applicable Technologies for Smart Chemical Parks" has also been further enhanced.
The support system is becoming more and more perfect
The intelligent construction of chemical parks is inseparable from the support of standards, specifications and related technologies. In recent years, the national and local governments have issued a number of specifications for the intelligent construction of parks in the form of documents, guidelines, and guidelines. For example, the Ministry of Emergency Response, the Ministry of Industry and Information Technology and other government departments have successively issued the "Industrial Internet + Safe Production" Action Plan (2021-2023), "Guidelines for the Construction of Intelligent Safety Risk Management and Control Platform for Chemical Parks", "Guidelines for Safety Risk Investigation and Governance in Chemical Parks", "Management Measures for Construction Standards and Identification of Chemical Parks (Trial)", etc.; Jiangsu Province has also issued the "Code for the Construction of Smart Chemical Parks", which regards the construction of smart platforms as one of the key tasks for the safety improvement of chemical parks. The introduction of these policies has greatly promoted the intelligent process of chemical parks.
At the same time, the Petrochemical Federation has also carried out a series of work in the construction of the standard system to help promote the intelligent construction and standardized operation and management of chemical parks. The Petrochemical Federation took the lead in completing the compilation of the national standard "Guidelines for the Construction of Smart Chemical Parks", filling the gap in the construction standards of domestic smart chemical parks.
Combined with the needs of intelligent construction of chemical parks, the Petrochemical Federation took the lead in formulating a series of standard systems for smart chemical parks in the "14th Five-Year Plan" on the basis of national standards, including 1 industry standard "Guidelines for the Evaluation of Intelligent Chemical Parks" and "Specifications for the Design, Construction and Acceptance of Smart Chemical Parks". There are 1 national standard and 4 group standards under research, which have refined, deepened and supplemented the construction of smart chemical parks, and better provided a standard basis for the planning, construction, operation and management of the intelligent platform of chemical parks.
At present, the chemical parks that have been recognized across the country are carrying out the construction or upgrading of smart chemical parks in accordance with the "Guidelines for the Construction of Smart Chemical Parks". The "Guidelines for the Evaluation of Intelligent Chemical Parks" helps each chemical park to objectively evaluate its own informatization development level and development stage by formulating a scientific evaluation index system, guides the local government to create a smart chemical demonstration park, and provides a more scientific and comprehensive quantitative index system for the evaluation of the intelligent construction level of domestic chemical parks.
There are 44 smart chemical parks
The establishment and pilot demonstration of smart chemical parks is an important content and key area for the digital transformation of the petrochemical industry. According to Fu Xiangsheng, the Petrochemical Federation has started the creation of "smart chemical parks" since 2016 and released the list of smart chemical parks. Up to now, a total of 100 parks have been selected into the "List of Smart Chemical Parks" and "Smart Chemical Park (Construction Period) Units". Among them, the number of chemical parks in the eastern region accounts for 74.0% of the total, which shows that the information construction has been fully rolled out in the eastern region and accelerated the expansion to the inland areas.
Among the 100 parks, 44 chemical parks have been successfully included in the "List of Smart Chemical Parks", and another 56 chemical parks are in the construction period of smart chemical parks. From the beginning of the construction period to the selection of the list of smart chemical parks, the 44 chemical parks have achieved good practical application results and outstanding highlights in the fields of smart safety, smart environmental protection, smart emergency and closed management, and have initially built a distinctive and practical intelligent management system, which provides a specific reference for other parks in China to carry out intelligent construction and improve the professional supervision ability of the park, and has played a positive role in driving the standardized construction and systematic scientific management of chemical parks in various places. In order to better support the intelligent construction of chemical parks, the park committee has launched the declaration and release of "Applicable Technologies for Smart Chemical Parks" since 2021, and has successively released four batches of "List of Applicable Technologies for Smart Chemical Parks", selecting a total of 113 technologies, providing technical guidance and support for the construction of smart chemical parks across the country.
The value of platform data needs to be explored
"At present, the park has built information application systems such as smart safety supervision, smart environmental protection, smart emergency response and closed park platform, and has a certain degree of global and real-time comprehensive monitoring and management capabilities, but in the process of data collection and data collection, it attaches importance to obtaining data and despises data quality." Yang Ting pointed out that the construction of smart chemical parks is an important starting point for the future development of the petrochemical industry, and the intelligent construction of chemical parks should not only be for the purpose of responding to standards and inspections, but also to truly give full play to the value of data and promote the utilization of resources in the park.
Bai Yiyao, associate professor of the School of Environment of Nanjing University and deputy general manager of Craftsman Wisdom (Jiangsu) Technology Co., Ltd., said that at the request of different superior departments, various bureaus and offices in the park have built multiple sub-platforms, resulting in serious data islands and functional islands, and many obstacles to data sharing and function realization.
Wang Sanming, founder and chairman of Anyuan Technology Co., Ltd., believes that in view of many challenges such as resource islands formed by "chimney-style" system management, chemical parks should make full use of the functional advantages of Internet of Things perception, big data mining, artificial intelligence analysis and identification analysis integrated by the industrial Internet platform, widely connect and gather the data information generated by multi-dimensional business flows in the park, break the boundaries of traditional production processes and the information island effect between the upstream and downstream of the industrial chain, and provide security for the park. Closed and other services provide a unified data base and professional model support.
In order to avoid the formation of information islands and duplicate construction in the field of informatization, Bai Yiyao suggested that the state should issue relevant guidelines and suggestions to encourage local governments, parks, and enterprises to share relevant business data of smart chemical parks, so as to realize the effective sharing and interoperability of various data; At the same time, the content, format, and interface of data sharing should be standardized to improve the efficiency of data docking between various systems; Deepen horizontal data sharing between vertical lines, break down data barriers, and comprehensively improve the digital transformation of chemical parks and chemical enterprises.
