In order to enrich the strength of the public institutions affiliated to the Political and Legal Committee of the Longshan County Party Committee of the Communist Party of China (Longshan County Social Contradiction and Dispute Mediation and Resolution Center), it is planned to openly select and transfer 6 staff members of public institutions throughout the county, and the relevant matters are hereby announced as follows:
First, the principle of selection
In accordance with the principle of "openness, fairness, competition, and merit", adhere to the standard of employing people with both ability and political integrity, and take morality as the first, and adopt the method of issuing announcements, open registration, examinations and inspections, and selecting the best.
2. Selection and transfer of positions and plans
There are 6 staff members who are openly selected and transferred, and the positions are detailed in the "2024 Open Selection and Transfer Staff Plan of Public Institutions Affiliated to the Political and Legal Committee of the Longshan County Party Committee of the Communist Party of China" (Annex 1).
3. Scope and conditions of selection
(1) Scope of selection
The county's full public institutions manage level 9 (including level 8 staff who are promoted) and below, and technical personnel.
(2) Selection conditions
1. Strong political skills, good professional quality, good conduct, outstanding performance, and recognized by the masses;
2. Have more than 2 years of work experience (participated in the work before August 31, 2022), and the annual assessment in the past two years is qualified and above;
3. Under the age of 35 refers to those born after August 31, 1989, under the age of 40 refers to those born after August 31, 1984, and under the age of 50 refers to those born after August 31, 1974;
4. College degree or above;
5. Have the physical condition and psychological quality to perform their duties normally;
6. Newly promoted positions and newly promoted ranks should serve for one year at the current position;
7. Meet the corresponding selection conditions stipulated in the open selection position;
In any of the following circumstances, they must not register for the open selection:
1. Expelled from the Communist Party of China;
2. Being lawfully listed as a target of joint disciplinary action for untrustworthiness;
3. Those suspected of violating discipline or law and are being reviewed by the relevant specialized organs and have not yet reached a conclusion;
4. Receiving admonitions, organizational dispositions, Party discipline and government sanctions, or other such influences before the expiration of the period of influence or impacting use at the end of the period;
5. In accordance with relevant state provisions, working in the orientation unit has not yet completed the length of service or has other restrictive provisions on transfer;
6. Those who are still in the probationary period;
7. Other circumstances stipulated by laws, regulations and relevant policies;
The calculation time of work experience in this announcement is as of August 31, 2024.
Fourth, the selection procedure
(1) Registration
1. Registration time: July 25 - August 2, 2024.
2. Registration method: on-site registration. Applicants must register in strict accordance with the announcement and job requirements.

4. Materials to be provided for registration:
(1) 2 copies of the Registration Form for Open Selection and Transfer of Staff in Public Institutions Affiliated to the Political and Legal Committee of the Longshan County Party Committee of the Communist Party of China (Annex 2);
(2) Original and photocopy of ID card, academic certificate, degree certificate, Ministry of Education's "Electronic Registration and Filing Form for Academic Certificate", etc.;
(3) Personal credit report;
(4) Two recent one-inch bareheaded color photos.
(2) Qualification review
The registration form provided by the applicant must be signed by the unit and its competent department to agree to the application opinion and affixed with the official seal, and submit the relevant materials required for registration, and the submitted materials must be true and accurate. According to the relevant information provided by the candidates, the preliminary review of the leading group for the open selection and transfer of the political and legal committee of the county party committee, together with the Commission for Discipline Inspection and Supervision, the Organization Department of the county party committee, the county human resources and social security bureau and other departments to conduct a qualification review and determine the list of written test personnel. The qualification review runs through the whole process of selection.
(3) Written examination
The written test is conducted in a closed-book manner, and the total score of the written test is 100 points. It mainly tests the candidates' comprehensive administrative ability, writing ability, policy theory level, etc. The ratio of the number of selected positions to the number of candidates is not less than 1:3, if the prescribed ratio is not reached, the political and legal committee of the Longshan County Party Committee can cancel the selection plan or reduce the proportion of the examination, and inform the relevant applicants of the research results.
The specific time and place of the written test can be found in the admission ticket, and the time for collecting the admission ticket will be notified separately.
(4) Interview
According to the written test score from high to low, the interview object is determined according to the ratio of 1:2. If there is a vacancy in the selection plan due to the waiver of the interview, it will be filled according to the written test score from high to low, and only one time can be filled. If the actual number of participants in the interview for the selected position does not form an effective competition, the applicant must have an interview score of 60 points or more before entering the next procedure.
The interview will be conducted in a structured manner, with a total score of 100 points, and the time and place of the interview will be notified separately.
(5) Synthesis and ranking of comprehensive scores
1. General management position: comprehensive score = written test score × 70% + interview score × 30%. If the comprehensive score is the same, the ranking will be based on the written test score;
2. Written comprehensive position: comprehensive score = written test score ×70% + interview score ×30%. If the comprehensive score is the same, the ranking will be based on the written test score;
3. Dispute mediation position: comprehensive score = written test score × 30% + interview score × 70%. If the comprehensive score is the same, the ranking will be based on the written test score.
The written test score and interview score are rounded to two decimal places, and the comprehensive score is retained to three decimal places.
(6) Investigation
The implementation of equal inspection, according to the comprehensive score of the candidates from high to low, according to the ratio of 1:1 to determine the object of inspection. The inspection is mainly carried out by means of individual conversations, democratic evaluations, on-the-spot visits, consulting cadre files, and interviews with the objects of inspection. Focus on understanding the basic information of the subject of the investigation, "three ages, two calendars and one identity", the nature of the preparation, etc., fully grasp the qualifications and performance of the object of investigation in terms of morality, ability, diligence, performance, integrity, etc., and truthfully form written inspection materials. When necessary, thematic explanations should be made on the relevant issues. The unit to which the subject of the investigation belongs shall actively support and cooperate with the work of the investigation team, and objectively and truthfully reflect the actual situation of the subject of the investigation. After the inspection results are reported to the relevant departments for approval, the physical examination objects will be determined on a 1:1 basis. If there is a failure to pass the inspection, the inspection object shall be supplemented according to the regulations, and the replacement shall not exceed 1 time.
(7) Physical examination
In the designated physical examination institutions with corresponding qualifications, the physical examination of the personnel determined to be selected and transferred will be carried out, and the physical examination time will be notified separately. The standards and requirements for physical examination shall be implemented in accordance with the relevant provisions of the General Standards for Physical Examination for Civil Servants (Trial) and the Manual for Physical Examination for Civil Servants (Trial). After the physical examination, the physical examination institution will make a conclusion on whether it is qualified or not.
If the personnel to be selected and transferred fail to pass the physical examination, they shall be supplemented for inspection and physical examination in turn, and the replacement shall not exceed one time.
(8) Determine the selection of candidates and make announcements
The leading group for the open selection and transfer of the political and legal committee of the county party committee shall study and determine the candidates to be selected and transferred. The personnel to be selected and transferred will be publicized on the relevant website, and the publicity period will be 5 working days. At the expiration of the publicity period, if there are no problems or the problems do not affect the transfer, the probationary formalities shall be handled in accordance with the relevant requirements; For those who report serious problems and have solid evidence, their qualifications for open selection will be cancelled and they will not be replaced.
(9) Transfer
A three-month probationary period will be imposed on selected personnel. During the probationary period, all the relationships and benefits of the selected personnel in the original unit remain unchanged. Those who pass the assessment at the end of the probationary period shall go through the relevant formalities for transfer in accordance with the cadre management authority and relevant requirements; Those who fail to pass the assessment shall still return to work in their original units.

5. Relevant requirements
(1) The open selection and transfer work shall be carried out in strict accordance with the qualifications and prescribed procedures, and shall be subject to the supervision of the discipline inspection and supervision departments and all sectors of society throughout the process, and the recusal system shall be implemented, and the phenomena of fraud, favoritism, and dereliction of duty shall be resolutely put an end to.
(2) Carry out creditworthiness examinations. Candidates shall participate in all aspects of the selection examination in good faith in accordance with the requirements of the announcement, do not cheat, do not violate discipline and regulations, and do not give up at will. The qualification review runs through the whole process of selection and transfer, and the applicant shall be responsible for filling in the information that is untrue, incomplete or incorrect; If it is found that the candidates do not meet the registration conditions or are fraudulent in any link, they will be disqualified; For those who maliciously register, disrupt the order of registration, or forge academic certificates, work experience certificates and other relevant materials to defraud the examination qualifications, the qualifications for this examination will be cancelled, and the relevant responsible persons and the main responsible persons of the unit will be held accountable in accordance with relevant regulations.
