The Heihe River is the second largest inland river in Northwest China and the largest inland river in Gansu Province. It originates in the middle of the northern foothills of the Qilian Mountains and flows through the three provinces (autonomous regions) of Qinghai, Gansu and Inner Mongolia Autonomous Region. The downstream is called weak water (paleoweak water). Among them, the section of the river in Inner Mongolia is called the Ejina Banner River (Ejina River, Heishui in Western Xia language), which disappeared in the Juyan Sea. Heihe River is the main source of industrial and domestic water for cities in Zhangye City, Linze County, Gaotai County and the eastern part of Jinta and Ejinaqi Oasis in the lower reaches. It has a total length of 948 kilometers and a basin area of 44,400 square kilometers. In the lower reaches of the Heihe River, there are the ruins of the Heishui City of Western Xia. Since the 60s of the 20th century, Gashunnaoer (Xijuyanhai) and Subaoer (Dongjuyanhai), which are located at the terminal of the lower reaches of the Heihe River, have dried up one after another due to the sharp decrease in the flow into the lake.

On August 21, 2000, the Heihe River achieved the first inter-provincial water transfer in its history, diverting water from the middle reaches of the Heihe River in Zhangye, Gansu Province, to ensure water use, groundwater replenishment and ecological restoration in the Ejina Banner of Inner Mongolia downstream. In July 2002, after scientific and meticulous planning, Gansu and Inner Mongolia closed more than 60 water intakes along the Heihe River, and the water surface exceeded 20 square kilometers that year. According to statistics, in the 18 years since the diversion of water from the Heihe River, the groundwater level in Ejina has risen by 0.5 meters in the upstream and 0.42 meters in the middle reaches. The vegetation coverage of grassland increased by 18.3% compared with that before water transfer. Nearly 3 million acres of poplar and tamarix, which were once on the verge of dying, have been rescued and protected on both sides of the Heihe River, and the area of oases dominated by grassland, poplar forests and shrubs has increased by more than 100 square kilometers. Since the implementation of the unified control of the water volume of the Heihe River in 2000, a total of 10.932 billion cubic meters of water has been transferred into the territory of the Ejina Banner, and the 19 tributaries in the Ejina Oasis area in the lower reaches of the Heihe River with a total length of about 1,105 kilometers have been infiltrated, and the number of days when the river has been interrupted has been reduced year by year, and the water has been flowing for 353 days in 2017, basically realizing the continuous flow throughout the year.
