1. International Student Registration

If you want to enter Primary 1, you need to register through Primary 1. That is, the first grade of primary school (P1) is registered. You can prepare and register your child through the Primary 1 (P1) registration process.

While primary education is compulsory for all Singapore citizens (SC), the Primary 1 registration and admission process is also available for permanent residents (PRs) and international students. Today, we mainly introduce non-Singapore students to sign up for Primary 1.

1. Who are the international students?

An international student is a child who is not a Singapore citizen or permanent resident, and if your child is an international student (IS), registration can only be made in the third stage of the Primary 1 (P1) registration process, when all Singapore citizens and permanent residents have been granted a place in the school at the previous stage.

2. Registration steps

Before the third stage, international students must go through a process:

The first step is to submit an online expression of interest:

Log in to the MOE website and express your interest by filling out the online form. As part of your submission, you will also need to prepare and upload the relevant documents.

Step 2: Receive the admission email and register at the designated school:

The MOE will notify you via email in October if your child has been accepted into primary school. If your child is admitted, the school will provide you with registration and check-in details, including the required verification documents.

Note: The registration for Primary One in 2024 has been completed at the end of May, and the notification email is expected to be issued in October. If you want to register for 2025, you need to pay attention to the MOE latest notice.

3. Check whether you have reached the registration age

If you want to know when your child is eligible for P1 registration, you can take the test on the MOE official website:

For example, if your child was born between January 2, 2018 and January 1, 2019 (both dates inclusive), you can register your child for the 2024 P1 registration event.

4. Take the 2024 Primary One registration as an example for detailed analysis:

A. Submit the intention form:

From 9:00 a.m. on May 28, 2024 to 16:30 on June 3, 2024, submit your interest via the online form.

If the deadline for expressing your intent has expired, to modify any of the details in your original expression, please submit an online amendment form. You may need to upload relevant documents to support the modification.

To withdraw your application, please submit an online withdrawal form. You'll need to upload a confirmation email of your initial expression.

Note: Once the application is withdrawn, your child will not be able to participate in the October 2024 Phase 3 registration. However, if your child becomes a Singapore citizen or permanent resident during the Primary 1 registration event in July-August 2024, they can participate in their eligible registration phase.

B. What issues do you need to pay attention to?

Submitting an expression of interest form is not the same as registration and is not processed on a first-come, first-served basis.

Admission is not guaranteed due to limited places and priority given to Singapore citizens and permanent residents.

If you miss the deadline to submit your expressions of interest, you will not be able to register and we will not consider any appeals. If this happens, or if your child is subsequently not offered a Primary 1 place by a mainstream school, you may want to consider other options such as a private school or taking the International Student Admission Test (AEIS) in order to enter Primary 2 the following year.

The announced admission results are final and no appeals will be considered. The school will also not accept any on-site requests for admission or transfers.

C. What documents do I need to upload?

During the expression of interest, you must upload the following documents:

Child's birth certificate (or English translation if not in English).

The bio-data page of the child's passport. This is the page that shows your child's personal information, photo, and passport details.

Front and back of Singapore Citizen's Parent's Identity Card (NRIC).

Parents' marriage certificate (if applicable).

Note: Documents must be legible in PDF or JPG format, and each file must not exceed 1MB. If the document is in a language other than English, an English translation is required. If additional documents are required, MOE will contact you. In the first two days of submission, the website may experience high traffic. If you don't have access to the online form, please try again later during the submission period. Please fill out the form in English only.

D. Receive the admission notification email and register at the designated school:

The MOE will notify you via email in October 2024 if your child has been accepted into primary school.

If your child is admitted, the school will provide you with registration and check-in details, including documents that need to be verified.

When requested by the school, you will need to email the following documents to the school:

The child's birth certificate;

Child's passport;

Child's Immigration Waiver Order, Dependant's Pass, Student Pass or Long-Term Visit Pass (if any);

Passports, National Identity Cards (NRICs), entry or re-entry permits of both parents;

Employment passes, work permits or long-term visitation permits (if any) of both parents;

Your child's vaccination records.

1. How to apply for PR for studying in Singapore

Students who study in Singapore and pass at least 1 national exam, i.e. Primary Six Examination (PSLE), Singapore Cambridge English Examination (N-Level, O-Level, A-Level), or take the "Through Train" (IP course), or take the integrated course (IP), can apply for PR.

How to apply:

If you are 15 years of age or older, you can use your Singpass to apply for ICA e-Service;

If you are under the age of 15, you can submit your application through the non-Singpass option of ICA e-Service.
