Teng Daiyuan (1904-1974) was born in Mayang, Hunan. In his early years, he studied at Hunan Provincial Second Normal School. In October 1924, he joined the Chinese Socialist Youth League. He joined the Communist Party of China in October 1925. He used to be the secretary of the Changsha Suburban District Committee of the Communist Party of China and the chairman of the Farmers' Association. After the defeat of the Great Revolution in 1927, he served as a member of the Hunan Provincial Committee of the Communist Party of China, chairman of the Provincial Peasant Association, secretary of the Xiangdong Special Committee of the Communist Party of China, and secretary of the Hunan-Hubei-Jiangxi Special Committee. In July 1928, he led the Pingjiang Uprising with Peng Dehuai and Huang Gongluo, established the Fifth Army of the Chinese Workers' and Peasants' Red Army, and served as the representative of the Military Party and the Party of the 13th Division, and participated in leading the development of the revolutionary base areas in Hunan, Hubei and Jiangxi. In December of the same year, after the Red Fifth Army and the Red Fourth Army led by Mao Zedong joined Jinggangshan, he served as the deputy party representative of the Red Fourth Army. In June 1930, he was appointed political commissar of the Third Army of the Red Army. In 1933, he was appointed head of the Armed Mobilization Department of the Central Revolutionary Military Commission. He was elected as a member of the Central Executive Committee of the Chinese Soviet Republic. In the summer of 1934, he went to the Soviet Union to attend the Seventh Congress of the Communist International and was enrolled in the Lenin Institute. He returned to Xinjiang in 1937. In January 1938, he was appointed Chief of Staff of the Central Military Commission of the Communist Party of China. In May 1940, he was appointed vice president and deputy political commissar of the Anti-Japanese Military and Political University. In August 1942, he served as Chief of Staff of the Forward Headquarters of the Eighth Route Army and a member of the Northern Bureau of the Central Committee of the Communist Party of China. After the victory of the Anti-Japanese War, he served as the deputy commander of the Shanxi-Hebei-Shandong-Henan Military Region and a member of the Standing Committee of the Central Bureau of the Communist Party of China. In December of the same year, he participated in the work of the Beiping Military Dispatch Office. Soon he went to Chongqing and Nanjing to assist Zhou Enlai in negotiations with Kuomintang representatives. In May 1948, he was appointed Deputy Commander of the North China Military Region and a member of the Standing Committee of the North China Bureau of the Central Committee of the Communist Party of China. In November, he served as director of the Railway Department of the Chinese Revolutionary Military Commission, and later concurrently served as commander and political commissar of the Railway Corps of the Central Military Commission. After the founding of the People's Republic of China, he served as Minister of Railways for a long time. From December 1964 to 1974, he served as Vice Chairman of the Fourth National Committee of the Chinese People's Political Consultative Conference.
He is a member of the 7th, 8th, 9th and 10th Central Committee of the Communist Party of China; Member of the 1st, 2nd and 3rd National Defense Committee of People's Republic of China.
