According to the requirements of the "Regulations on the Administration of Student Status in Ordinary Primary and Secondary Schools in Shandong Province", combined with the actual situation of Weicheng District, if it is necessary to transfer to another school due to factors such as change of home address, household registration, transfer of students' parents or other legal guardians, etc., the student or his parents or other legal guardians can apply for the following conditions:
1. Transfer students should meet the admission requirements of the transfer school in 2024. Among them, for students who are transferred to a public school in the district, the student's household registration and guardian's real estate must be in the enrollment area of the school to which they are transferred, and the household registration book and the real estate registration address are the same.
2. The scale of the transfer school is appropriate (the total number of students in the nine-year consistent school, the twelve-year consistent school does not exceed 2,500 students, and the junior high school and primary school does not exceed 2,000 students), and the school that exceeds the school size will not accept transfer students for the time being.
3. The transfer student's original school and the competent department of education shall review and approve the transfer.

2. Degree application
After parents submit the transfer materials, they need to apply for a transfer degree at the same time, and there are three intentional choices for the transfer degree, which are the district school, the associated school, and the subject adjustment, and the parents can choose according to the degree situation.
3. Platform Audit
If the transfer materials are reviewed and approved by the District Education and Sports Bureau, the degree placement will be carried out in accordance with the order of the enrollment batch; If the review is not passed, feedback will be given to the parents on the results and reasons for the inadmissibility of the transfer application, and the transfer business will be terminated.
4. Degree placement
According to the enrollment batch corresponding to the basic conditions of the number of applicants for transfer, it will be arranged according to the time of purchase (the registration time of the real estate ownership certificate, and the registration time of the purchase contract if there is no real estate certificate), and the time of renting the house (the registration time of the registration certificate of commercial housing lease in the urban area of Weifang City). If a school in the area does not obtain a degree and chooses an affiliated school, if the affiliated school still has vacant places after placing eligible transfer students in the school area, it shall be arranged in accordance with the corresponding enrollment batch; If the schools in the area and the affiliated schools have not obtained a degree, and are subject to the adjustment, they will be transferred and placed from other schools that still have vacant places; If you do not obey the adjustment, the transfer business will be terminated.

Parents must confirm the use of the degree within the specified time after obtaining the degree, and can also give up the use of the degree according to their actual situation; Failure to confirm the degree within the specified time shall be deemed to have given up the degree.
5. Student status processing
After obtaining and confirming the degree, parents should go to the school to handle the transfer of student status within the specified time with the transfer letter of introduction. After the school initiates the transfer of student status on the service platform, the transfer-in and transfer-out schools and the competent department of education shall submit an application from the "Shandong Provincial Basic Education Management Information Platform" in accordance with the procedures and review it, and go through the formal transfer procedures for student status.
6. Admission arrangement
After the completion of the transfer procedures of the "Shandong Provincial Basic Education Management Information Platform", the transfer school will notify the students to enroll. As a general rule, the official enrollment period is the beginning of the new semester.
Fourth, the required materials
1. Weicheng household registration students. If you have real estate in Weicheng District and actually live there, you must provide your household registration book and guardian's real estate certificate (real estate ownership certificate); If there is no real estate in Weifang urban area (Weicheng District, Kuiwen District, High-tech Zone, Fangzi District, Hanting District, Economic Zone, Xiashan District, Binhai District, the same below) and renting a house in Weicheng District, the household registration booklet and the Weicheng District Housing and Urban-Rural Development Bureau have been registered for more than half a year.

If the family register cannot prove the relationship between the student and the guardian, the necessary documents such as birth certificate, marriage certificate, divorce certificate, adoption certificate, etc., shall be provided as necessary.
New students must be registered with at least one of their legal guardians. Although the new student and the legal guardian are in the same household register, but the household registration of the unit, relatives, friends, or grandparents (or maternal grandparents) is not used as the basis for admission.

Except for the joint property of the student's guardian and husband and wife, other common real estate is not considered as a basis for admission. If the off-plan property is purchased and not delivered for occupancy, it will not be used as the basis for enrollment.
If you have purchased a house and delivered it for occupancy but have not applied for the real estate certificate (Weicheng District Real Estate Property Certificate), you need to provide the purchase contract, the original invoice of the purchase and the housing quality assurance certificate.
Non-residential properties such as apartments, office buildings, and shops are not considered for admission.
For those who do not have a real estate certificate due to the transformation of an urban village, the permanent residence certificate issued by the village committee or street, the house purchase contract, and the original invoice for house purchase shall be used as the basis for enrollment; If the homestead does not have a real estate certificate, the permanent residence certificate issued by the village committee or the street shall be used as the basis for enrollment.
Only children from the same rental family are allowed to attend school in one house during the same school period. If the renovated property in an urban village cannot be filed for housing lease, the community shall issue a rental certificate and be confirmed by the street.
The residence registration certificate of the floating population in Shandong Province shall not be used as the basis for admission (the residence permit shall prevail, and the address of the residence permit shall be consistent with the real estate address registered in the real estate property right certificate of Weicheng District or the registration certificate of commercial housing lease in Weifang City).
5. Other matters
1. According to the requirements of the "Regulations on the Management of Student Status of Ordinary Primary and Secondary Schools in Shandong Province", the graduating grade is generally not allowed to transfer.
2. If the transfer process is suspended due to the failure of the transfer application of the student to or from the school transferred to or out of the school or the corresponding education department due to the student's or parents' own reasons, the school has the right to return the student's transfer application and no longer retain the transfer place for him/her, and the transfer process will be automatically terminated.
3. In accordance with the principle of "registration first, people with the same status", if the transfer conditions are met, the parents will contact the transfer school to handle the transfer out procedures for the student, and the transfer school will carry out the transfer operation on the platform, and complete the transfer procedures within 10 working days from the date of obtaining the degree. Where, due to personal reasons or the competent department for education of the school or the transfer-out school is not approved within the prescribed time limit, or the approval for the transfer of student status is not completed within the time limit, it shall be deemed to have automatically given up the degree.
4. For students who apply for transfer to study outside the district, they shall go through the transfer procedures in accordance with the relevant regulations. First of all, the transfer school submits the transfer application in the "Shandong Provincial Basic Education Management Information Platform", and the education department of the transfer-in party will review and approve it; Then apply to the transfer school, and after the transfer school agrees, it will be approved in the "Shandong Provincial Basic Education Management Information Platform", and the student transfer procedures will be completed after being verified by the Weicheng District Education and Sports Bureau.
5. Parents are requested to prepare the corresponding materials in advance according to the requirements, and when filling in the information on the platform, they need to confirm the integrity agreement, and ensure that all the information is true, accurate and complete, and the material photos are complete and high-definition. After the information is filled in and submitted, it cannot be modified during the review period; If the review is not passed, the application can be submitted again after rejection, but it will not be submitted after the expiration date. If the review is not passed due to the parents' filling in the wrong form, failure to upload materials as required, unclear photos, or materials that do not meet the transfer requirements, the consequences shall be borne by the parents.
