In response to previous representations between Hungary and Slovakia, the European Commission said on August 1 that Croatia's Adriatic pipeline has enough redundant capacity to provide the two countries with crude oil produced in other countries to make up for the current crude oil gap between the two countries. The EU also said that the security of oil supplies in Hungary and Slovakia would not be immediately threatened, and that the two countries should "actively move away from dependence on Russia fossil fuels and achieve the goal of energy diversification."

Faced with this "solution" offered by the European Commission, Hungary and Sri Lanka immediately rejected it. Hungary Foreign Minister Szijjártó said that since the outbreak of the Russia-Ukraine conflict, Croatia has increased the transit price of crude oil fivefold, and Croatia is not a "reliable" crude transit country. Slovakia Foreign Minister Branal also expressed distrust in the EU proposal, saying in a statement that "no one knows the price and volume of crude oil in the future."

In June, Ukraine tightened sanctions against Russia's Lukoil company, suspending transit shipments of its oil from Ukraine's territory. Prior to this, the southern branch of the Friendship pipeline could transport more than 1.1 million tons of Russia crude oil per month, of which 900,000 tons were supplied to Hungary and Slovakia.
