In order to thoroughly implement Xi Jinping Cultural Thought, celebrate the 75th anniversary of the founding of the People's Republic of China, and promote exchanges and mutual learning between Chinese and foreign civilizations, under the joint guidance of the Information Office of the State Council, the Cyberspace Administration of China, and the State Administration of Radio and Television, the China Foreign Languages Publishing and Distribution Bureau, the Film and Television Drama Documentary Center of China Central Radio and Television, and the Discovery Channel jointly organized the second "New Era· New Images" Sino-foreign Joint Creation Program. We will solicit video proposals or films that vividly reflect the colorful features of China since the 75th anniversary of the founding of the People's Republic of China, especially in the new era, and tell vivid stories in the fields of China's economic development, cultural inheritance, scientific and technological innovation, people's life, and ecological environment in three dimensions. Selected projects will receive financial support, creative guidance, production support, professional training, communication and promotion, etc.
Please actively do a good job in the application according to the application guidelines, apply through the creation plan website (https://ipplan.ccicd.org.cn), and submit the application materials to the Beijing Municipal Radio and Television Bureau for the record. Filing Guidelines
The "New Era· New Image" Sino-foreign Joint Creation Program is committed to promoting the simulcast of high-quality video content with Chinese themes, openly soliciting creative topics and program films from all over the world, carrying out professional training, guiding and funding the creation and adaptation of international video products, aggregating relevant channels and platforms at home and abroad, integrating media communication and three-dimensional promotion, deepening Sino-foreign exchanges and cooperation with images as the carrier, and showcasing a real, three-dimensional and comprehensive China.
The second "New Era· New Image" Sino-foreign Joint Creation Program is jointly guided by the Information Office of the State Council, the Cyberspace Administration of China, and the State Administration of Radio and Television, and co-sponsored by CIPG, CCTV-9, Discovery Channel and other institutions. All kinds of institutions and individuals with image creation capabilities at home and abroad are welcome to apply for topic selection and finished films, and jointly help the international creation and broadcast of Chinese theme video boutiques.
Call for Themes
The year 2024 marks the 75th anniversary of the founding of the People's Republic of China. The second "New Era· New Image" Sino-foreign Joint Creation Program focuses on soliciting image topics that vividly reflect the colorful face of China since the 75th anniversary of the founding of the People's Republic of China, especially in the new era, and tell vivid stories in the fields of China's economic development, cultural inheritance, scientific and technological innovation, people's life, and ecological environment.
Type of Solicitation
In order to effectively expand the scope of project collection and revitalize high-quality stock resources, the types of projects collected are divided into proposal creation and film adaptation.
(1) Proposal creation. Projects that already have mature proposals, or are in the creation and production stage, will be funded and guided by merit. The declared projects include short videos (a single episode is less than 5 minutes long, including documentary, creative, micro-short dramas and other types), short documentaries (10 minutes-15 minutes, 25 minutes), and feature documentaries (50 minutes and above).
(2) Film adaptations. Projects that have been created and have international communication potential will be adapted accordingly according to the needs of the work. The type of declared work refers to the topic selection and creation category, and the duration is not limited.
Scope of Solicitation
Domestic and foreign institutions and individuals can apply, and there is no limit to the number of projects declared by the project application entity.
Call for Procedures
(1) Within the specified application acceptance period, the project applicant shall fill in the "Application Form for the Second Sino-Foreign Joint Creation Plan of · New Era and New Images" through the website of the creation plan (https://ipplan.ccicd.org.cn) and upload the application materials. The deadline for applications is August 15, 2024.
(2) The organizer will organize professional forces to conduct a strict selection of the declared projects, and the results of the selection will be announced to the public through the official website (https://ipplan.ccicd.org.cn) of the second creation plan, the official account of IP PLAN and related media platforms.
(3) The organizer shall manage the application materials submitted by the project applicant in accordance with the regulations and use them according to the needs of the work.
Application materials
(1) Application Form for the 2nd "New Era· New Image" Sino-foreign Joint Creation Program.
(2) The declared project is a topic selection and creation category, and a project trailer (mp4/mov format) can be provided according to the progress of the project.
(3) If the declared project is an adaptation of a finished film, a promotional video and a finished film (mp4/mov format) must be provided.
(4) The optional materials for the declaration are project posters, stills, work photos, etc.
Ways of support
The 2nd "New Era· New Image" Sino-foreign Joint Creation Program will provide various forms of support to the selected projects, such as financial support, creative guidance, production support, professional training, and communication and promotion.
(1) Financial support. Selected projects will be selected from the best projects to provide creative or international adaptation funding.
(2) Creative guidance. Senior producers, directors, experts and scholars at home and abroad will be invited to form a mentor team to provide full-process creative guidance for the selected projects.
(3) Production support. The selected projects will be supported by professional materials such as images and pictures, and AI technical support will be provided according to the needs of creation and adaptation.
(4) Professional training. A Sino-foreign co-creation workshop on "New Era· New Images" will be held to provide professional training for the selected project teams.
(5) Dissemination and promotion. The selected projects will be selected and broadcast on Discovery Channel, CCTV Documentary Channel of China Central Radio and Television, CCTV Documentary Media Platform, and mainstream media and new media platforms at home and abroad.
Filing requirements
(1) The applicant of the project must have the copyright or full agency right of the declared project, and at the same time ensure that the project has no copyright disputes.
(2) The organizer has the right to designate a production team to participate in the whole process of planning, filming and other aspects of the funded project, and has the right of final review of the finished film.
(3) Once there is any change to these rules, the organizer will notify the revised rules in the form of an announcement on the website (https://ipplan.ccicd.org.cn) of the second "New Era, New Image·" Sino-foreign joint creation project website.
