Comprehensive media report on Chongyang.com: On August 5, 2024, the "Tackling Tough Problems: China's Comprehensive Deepening Reform and High-level Opening-up Process in the New Era and Imagining 2029 and 2035" Four-Country Cooperation Think Tank Research Report and International Seminar was successfully held in Beijing. The conference was hosted by the Chinese People's University, organized by the Chongyang Institute for Financial Studies of the Chinese People's University, and co-organized by the Russia Free Economic Association, the Geopolitical Economy Research Group of the University of Manitoba in Canada, and the China Economic and Cultural Promotion Association of India. More than 10 experts and scholars from China and abroad, diplomats and foreign media reporters from 12 countries including United Kingdom, Germany, Poland and Singapore gathered at Renmin University of Chinese to discuss the achievements of China's reform and opening up since the new era, and to imagine and look forward to China's further comprehensive deepening of reform and high-level opening up in 2029 and 2035. In the opening session, Zheng Xinye, vice president of Chinese Renmin University, delivered a speech. Wang Wen, Executive Dean of Chongyang Institute for Financial Studies, Renmin University of Chinese, presided over the opening session and report release.
Zheng Xinye said that the official tone of the Third Plenum of the 20th Central Committee was very high, but some people thought it was unremarkable. This is because these people lack understanding of the context of the Third Plenary Session of the Central Committee since 1978, the socialist system with Chinese characteristics, and the high-level socialist market economy. It is very difficult to achieve compatibility between socialism and the market economy, and without socialism, without the Communist Party, and without the socialist system, much work cannot be accomplished. Xu Tianqi, associate researcher of the Chongyang Institute for Financial Studies of Chinese University, said that the report was jointly released by the Chongyang Institute of Financial Studies of Chinese University, the Russia Free Economic Association, the Geopolitical Economy Research Group of the University of Manitoba in Canada, and the think tank of the India China Economic and Cultural Promotion Association. According to the international context, the report summarizes and simplifies the many reform measures implemented by China since the 18th National Congress of the Communist Party of China in 2012 into six categories, namely, anti-poverty, anti-blockade, anti-pollution, anti-corruption, anti-hegemony, Anti-Crises, the six major categories of measures have achieved remarkable results, and breakthroughs have been made in reform. The report shows that over the past decade or so, the 60 reform tasks in the Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Comprehensively Deepening Reform at the Third Plenary Session of the 18th Central Committee have been completed, and China has continued to achieve successful reform practices that are rare in the world.

Sixth, the country is safer: In 2029, China will become the country with the highest degree of comprehensive security in the world, with Chinese astronauts landing on the moon and the annual output of domestic large aircraft exceeding 100. In 2035, the annual output of domestically produced large aircraft will be 500, 10 new overseas support bases will be added, the number and number of participants in UN peacekeeping operations will further increase, and the number of China's space launches will reach 200-300 per year. Seventh, the pace is firmer: In 2029, further deepening reform in an all-round way and the Party's self-innovation will complement each other, and the Party's leadership of Chinese-style modernization will move from the blueprint to the realization, and the per capita GDP will reach the level of a quasi-developed country. In 2035, a China that has basically achieved socialist modernization will stand proudly in the east of the world with an unprecedented civilization.
In conclusion, Wang Wen said that the "Decision" of the Third Plenary Session of the 20th Central Committee of the Communist Party of China released more than 300 reform measures to be implemented by China in the next five years. Zhu Guangyao shared three views on "the global impact of the "Decision" of the Third Plenary Session of the 20th Central Committee of the Communist Party of China. She believes that ideological revolution and institutional innovation should indeed be ahead of social development, and should be leading and forward-looking. Capitalist theories, especially the current original theories, have not kept up with the changing times. It is true that China's economy is facing some difficulties, but as long as China adheres to the problem-oriented, goal-oriented and people-oriented approach, continues to deepen reforms, and faces up to problems, including external and internal problems, there is no problem that cannot be solved, and China will definitely move towards the preset goal.
Radhika · Desai noted that China has achieved great things in the face of constant Western resistance to its development efforts. The outcome of the Third Plenum has been criticized in the West because China has challenged Western expectations and demonstrated its ability to surpass Western financialized capitalism by mastering productive forces. In the case of expanding consumption, for example, while the Third Plenum resolution does promise to expand consumption, China has neither the need nor the incentive to reduce its trade surplus and pass away the expanded market, since Western goods are unlikely to be cheaper than Chinese products.
Fang Ning said that today's world is turbulent and is experiencing "great changes unseen in a century". In times of constant change, it is important for people to look to the future and make predictable assessments and judgments about the future situation, so that it is important to come up with the right way to deal with it. The next decade will be a critical period for China to successfully industrialize and modernize, and the key is the urbanization rate with equal national treatment. Mohammed Saqib praised the integrity of China's approach to reform. He believes that the six categories of reform measures outlined in the report, namely anti-poverty, anti-closure, anti-pollution, anti-corruption, anti-hegemony, and anti-crisis, provide a comprehensive framework for solving domestic and foreign problems. Jia Jinjing emphasized that promoting the all-round development of people through "system integration" is an important method of current reform. He pointed out that the way to understand the reform of the Third Plenum is not to interpret the more than 300 reform measures one by one, but to grasp the concept of "system integration" mentioned in the previous articles, that is, to integrate different systems into a whole. System integration helps to form a high-level socialist market economy system, emphasizing effectiveness and focus, optimizing resource allocation through a unified platform, and the ultimate goal is to achieve people-centered all-round development, rather than capital-oriented alienated development. The Third Plenum of the CPC Central Committee realized the effectiveness of reform through system integration and promoted the realization of socialist goals.
