On September 8, the 17th Pujiang Innovation Forum on Science and Technology Ethics was successfully held in Shanghai Zhangjiang Science Hall. The theme of this forum is ethical governance of science and technology and responsible innovation. Qiu Yong, Vice Minister of Science and Technology, attended the forum and delivered a speech. More than 300 people attended the forum, including some members of the National Science and Technology Ethics Committee and its sub-committees, representatives of relevant departments and local science and technology departments, officials, experts and scholars from UNESCO, United States, Switzerland, Netherlands and other national and international organizations, as well as some enterprises, universities and research institutes.
Qiu Yong pointed out that the ethical governance of science and technology is related to the long-term development of human civilization and is a topic of common concern to the world. China will continue to strengthen the governance of science and technology ethics, actively promote and deepen international exchanges and cooperation in the field of science and technology ethics, and promote scientific innovation to better benefit mankind. First, adhere to science and technology for good and promote responsible innovation. With the goal of improving the common well-being of mankind and promoting the sustainable development of human society, we will realize the high-quality development of scientific and technological innovation and the benign interaction of high-level security. The second is to adhere to ethics first and implement agile governance. Strengthen the monitoring of ethical risks in science and technology, implement agile and prudent governance strategies that are more in line with the laws of scientific and technological activities, and take the "steering wheel" of science and technology ethics. Third, we should adhere to openness and cooperation and share the benefits of science and technology. Adhere to mutual respect, equality and mutual benefit, respect the differences between different countries and ethnic groups in terms of cultural traditions, treat different social groups fairly, justly and inclusively, and promote the formation of an international mechanism with universal participation and ethical rules with broad consensus. The person in charge of the Supervision Department of the Ministry of Science and Technology introduced the ideas, measures and progress of the construction of the mainland science and technology ethics governance system from six aspects: improving the structure of science and technology ethics governance, improving the policy system of science and technology ethics, shaping the concept of responsible innovation, strengthening the review and supervision of science and technology ethics, carrying out forward-looking research on science and technology ethics, and deepening international cooperation and exchanges on science and technology ethics.
Professor Shahbaz Khan, Head of UNESCO China, introduced UNESCO's work on science and technology ethics in the fields of artificial intelligence, open science and neurotechnology in a video report, and expressed his commitment to providing a safe ecological environment for global scientific and technological innovation and promoting global sustainable development.
Academician Wang Chen, Academician Zhou Qi, Academician Gao Wen, members of the National Science and Technology Ethics Committee, and relevant experts from New York University in United States, respectively elaborated on the practice, challenges and coping strategies of science and technology ethics governance in the fields of medicine, life sciences and artificial intelligence. Academician Jin Li and experts and scholars from Maastricht University in Netherlands and the University of Zurich in Switzerland conducted in-depth discussions and interactive exchanges on topics such as the challenge of balancing scientific and technological innovation and ethical responsibility, the co-evolution of artificial intelligence and human values, and the ethical boundary and governance of biotechnology.
During the forum, the Sub-committee on Medicine, Life Science and Artificial Intelligence Ethics of the National Science and Technology Ethics Committee also held an academic seminar to conduct in-depth discussions and exchanges with domestic and foreign experts and entrepreneurs on the frontier hot issues of science and technology ethics in this field.
