After a rainstorm, a number of rainwater ditches were found at the site, but there was no solid waste such as fly ash flowing out. Experts found that the construction of the flood interception ditch of the project was not perfect, and only one side of the mountain road on the site was constructed.

Experts from the Ministry of Ecology and Environment said that although environmental irregularities were found at the site, they were very different from the project problems mentioned in the report video. "Grass has grown on the land after 700,000 tons of solid waste has been landfilled, and no signs of collapse have been found at the site."

Huang Jinqi admitted that the filming location of the video he reported was not at the scene, but was specially filmed in the severe rainstorm weather and looking for a place where the water was deep on the side of the road. He also knew that due to the presence of dikes, this "garbage" could not enter the Yellow River.

Huang Jinqi edited the fly ash landfill project of the reported company in the video with other irrelevant images and images of the Yellow River, creating the false impression that fly ash was entering the Yellow River, with the aim of retaliating against Xingheyuan, which had an economic dispute with their company.

It is understood that Huang Jinqi was detained for fighting at the beginning of this year, and is still on bail pending trial. An online report triggered by an environmental ticket

Although the whistleblower fabricated false information, the projects, units and 700,000 tons of garbage mentioned in it are true. So, what is the contradiction between the company where the party Jin Jinqi works and the company reported in the video?

● The 700,000 tons of fly ash mentioned by Huang Jinqi in the video is solid waste produced by Datang's Hancheng No. 2 Power Plant in Shaanxi Province, which was accumulated on the Yellow River beach before 2021. As the site is part of the Yellow River Wetland Nature Reserve, the plant was required to complete the clean-up by the end of 2025, so the plant launched a public tender for the transshipment and landfill project in April 2021.

● Shaanxi Xingyang Industry and Trade is the first winning bidder of the project, and the video publisher Huang Jinqi is an employee of the company. However, in the process of implementation, the ecological environment department found that Xingyang Industry and Trade had dumped at will, and imposed a fine of 600,000 yuan on the second power plant of Hancheng on the first party of the project.

●After receiving the fine, Hancheng No. 2 Power Plant requested Xingyang Industry and Trade to immediately stop work for rectification, install GPS on transport vehicles to ensure supervision according to law, and proposed that Xingyang Industry and Trade bear the responsibility of a fine of 600,000 yuan.

●Xingyang Industry and Trade refused to implement the installation of GPS, and Hancheng No. 2 Power Plant decided to terminate the relevant contract with Xingyang Industry and Trade and use Xingheyuan Company for landfill disposal instead. The contradiction between Xingyang Industry and Trade and Xingheyuan arose.

●According to the person in charge of Xingheyuan Company, they were repeatedly obstructed by Xingyang Industry and Trade in the process of project disposal, and even required a management fee of 19 yuan per ton when entering the site. Under pressure, they could only choose Xingyang Industry and Trade as the hauler according to the other party's requirements, and a total of 700,000 tons of fly ash were transferred in a few months. This is also the source of the "700,000 tons of garbage" figure in the report video.

●After the completion of the project, there was a conflict between the two companies at the time of settlement. During this period, Xingyang Industry and Trade also had many disputes with Xingheyuan and Hancheng No. 2 Power Plant and has been obstructing on-site construction.

● On the morning of August 28 this year, Xingyang Industry and Trade and Hancheng No. 2 Power Plant went to the Ecology and Environment Bureau to discuss the problem of illegal dumping, but to no avail.

● An hour later, at noon on August 28, Huang Jinqi, as an employee of Xingyang Industry and Trade, posted the false video made in advance to the video platform.

At present, the relevant departments continue to carry out further investigation into this incident. As of press time, Liu Qiang, the actual controller of Xingyang Industry and Trade, has been criminally detained on suspicion of disrupting social order and intentional injury.
