The time is set! New regulations on energy consumption for passenger cars are about to be implemented

A few days ago, the First Division of Equipment Industry of the Ministry of Industry and Information Technology organized the National Automotive Standardization Technical Committee to carry out the formulation and revision of two mandatory national standards, "Evaluation Methods and Indicators for Fuel Consumption of Passenger Vehicles" (hereinafter referred to as the "Indicators") and "Energy Consumption Limits for Electric Vehicles Part 1: Passenger Vehicles", and decided that the new regulations will be officially implemented on January 1, 2026.

All in all

What impact will the new deal have on the automotive consumer market if the fuel consumption of vehicles is stricter than the current standard? What changes will it bring to consumers' car purchase choices?

The new regulations on the energy consumption standards of automotive products

What are the new requirements?

"Indicators" give a new fuel consumption standard:

From January 1, 2026, the fuel consumption of lightweight vehicles (less than 1.09 tons) cannot exceed 2.57 liters per 100 kilometers, the fuel consumption of medium-weight vehicles (1.09-2.51 tons) cannot exceed 3.3 liters per 100 kilometers, and the fuel consumption of heavy-duty vehicles (more than 2.51 tons) cannot exceed 4.7 liters per 100 kilometers.

Taking the medium-weight model, which accounts for the largest share of the passenger car market, as an example, there are few models on the market with a fuel consumption of less than 3.3 liters per 100 kilometers. The industry's assertion that "the development of traditional fuel vehicles is coming to an end" is also endless. In the eyes of many people, if some models cannot achieve the fuel consumption of 3.3L per 100 kilometers, they will face the possibility of being eliminated by the market.

In fact

This standard is not specific to a single model

It is a target requirement for car companies

Ye Shengji, chief engineer of the China Automobile Association, said that for the fuel consumption of passenger cars, the mainland mainly adopts the management method of "single vehicle limit + enterprise average", and the standard of the "index" is formulated for the assessment of car companies, and the indicators will not affect the listing and sales of any single model.

The reporter learned that there is a special standard for the fuel consumption standard requirements of a single passenger car, which is the "Fuel Consumption Limit for Passenger Cars" GB 19578. This standard serves as a mandatory standard for the sale of vehicles. This means that vehicles that do not meet this standard will not be available for sale.

Wang Zhao, chairman of the Automotive Energy Conservation Sub-Technical Committee of the National Automotive Standardization Technical Committee, said: "The two standards have their own focus, through the two standards in the fuel consumption indicators continue to tighten, in guiding enterprises to reduce the energy consumption of a single vehicle at the same time, but also pay more attention to the improvement of the average energy consumption of the fleet, to promote the automotive industry energy conservation and emission reduction has played a positive role in promoting." ”

According to the calculation of China Automotive Technology and Research Center, after the implementation of the new standard in 2026, only the proportion of fuel-powered SUVs, large cars, minivans and mini cars will be low, and the remaining best-selling small, medium, medium and large SUVs and sedans will basically have a compliance rate of more than 90%. However, considering that mini vehicles are basically pure electrified, in contrast, the compliance rate of MPV models with large tonnage and fuel consumption may face some pressure.

New energy vehicles "no obvious improvement in battery life"

For the first time, the upper limit on electric vehicle power consumption is mandatory

The energy consumption requirements also put forward higher energy efficiency requirements for electric vehicles, which is not unrelated to the development characteristics of the new energy vehicle market. At present, in the actual use process, many new energy vehicle owners reflect a common problem: even if the vehicle endurance value has been improved, but the actual driving is not obvious.

It turns out that in addition to its own endurance, the power consumption of the whole vehicle has a direct and significant impact on the endurance of pure electric vehicles. To put it simply, under the same range capacity, the lower the power consumption of the vehicle, the smaller the battery load, the power consumption will naturally decrease, and the cruising range will increase accordingly. It is not difficult to see that how to reduce the power consumption level of new energy vehicles has an important impact on reducing the overall energy consumption of the automobile industry.

In order to solve the current situation of "no obvious improvement in battery life" reported by new energy vehicle owners, in the field of new energy vehicles, the "Energy Consumption Limits for Electric Vehicles Part 1: Passenger Cars", which is soliciting opinions, has a mandatory access assessment for a single model.

Cui Dongshu said that for example, for models with seats below three rows and non-four-wheel drive, the energy consumption limit ranges from 10.1 to 19.1 kWh/100 kilometers. Among them, the curb weight between 1.09 tons and 2.71 tons of models, 100 kilometers of power consumption needs to be controlled within 13.92 kilowatt hours.

According to the calculation of China Automotive Technology and Research Center, the overall compliance rate of the current model industry is more than 60%, and nearly 30% of the models after the implementation of the standard can meet the limit requirements through appropriate technical upgrades, and it is expected to eliminate about 10% of the technologically backward models.

Hybrid vehicles have a good opportunity to grow

Nowadays, more and more consumers are considering buying plug-in hybrid vehicles as a means of transportation. According to the latest statistics from the China Association of Automobile Manufacturers, plug-in hybrid vehicle sales increased by 81.6% year-on-year in August.

For car companies, especially joint venture brands that are deeply engaged in the field of traditional fuel vehicles, the implementation of the new policy will undoubtedly prompt them to accelerate the introduction of small cars with low fuel consumption and the application of plug-in hybrid technology to reduce fuel consumption. If it is still unable to meet the fuel limit requirements on this basis, it will need to purchase "new energy credits" from other car companies to reach the target value, which is undoubtedly worse for the joint venture brand that is already under great pressure.

As a result, plug-in hybrid vehicles that can maintain the advantages of traditional internal combustion engine technology while significantly reducing fuel consumption are bound to usher in greater development opportunities. In order to avoid a significant increase in production and operating costs, joint venture brands have significantly increased the number of plug-in hybrid models in recent times.

With the acceleration of the transformation of the automobile market, when talking about the future market status of traditional fuel vehicles, Cui Dongshu, secretary general of the National Passenger Car Market Information Association, told reporters that fuel vehicles are people's livelihood vehicles, and steadily improving their product competitiveness and huge R&D investment of car companies in the early stage need to effectively ensure the stability and confidence of car companies in the development of fuel vehicles. The stability, huge scale and market contribution of the fuel vehicle industry chain are important resources for the development of new energy vehicles.

Cui Dongshu believes that the mainland market has large differences between the north and the south, urban and rural areas, and industry groups, and the demand for models is diversified. Especially in the northern region, the climate temperature difference is large, and fuel vehicles have their own engine heat source, providing a good driving experience in winter.
