The importance of duty is self-evident, public security, fire protection, transportation, market supervision, information release and other departments are related to social security and stability, and holidays should be arranged to be on duty. On the other hand, however, in recent years, there have been no practical and meaningful on-duty guards at the grass-roots level, and the pressure on duty on grass-roots cadres has continued to increase.
Those duty-free duties that have no practical significance are time-consuming and labor-intensive, but they are in vain, and they have been criticized by the grassroots cadres and the masses for a long time. Combing through past cases, it is not difficult to find that this kind of duty can be roughly divided into several main types.
Bundled duty. This kind of duty is not arranged based on actual work needs, but a top-down "integrated application" and "reference implementation". The higher-level department has sent people on duty, and the lower-level institutions must also benchmark; The leading cadres are scheduled to be on duty, and the grassroots personnel should also be on the same page. Linkage, conduction, learning from each other, and even increasing the code layer by layer, so that holiday duty has become a task that "no one can escape".
Companion on duty. There is a kind of duty, which is called "accompanying the leader on duty". Different from the "top-down" arrangement model of bundled duty, companion duty is more "bottom-up" self-driven. Some grassroots cadres can obviously not be on duty or do not need to be on duty, but in order to have more experience of "sharing joys and sorrows" with the leaders, "there is no demand to create demand, but they must also be on duty", which can be described as good intentions.
Test-taking duty. As the saying goes, "the masses celebrate the festival and the cadres pass the customs", for those units involved in emergency response, holiday duty is indeed a big test, this kind of "test" comes from the people, from all kinds of emergencies that may occur, this belongs to the practical duty type. In contrast, many formalistic duty workers have a "test-taking mentality". The purpose is not to prevent accidents and solve problems, but purely to deal with telephone inspections at all levels, all in order to "not be deducted points" and "not reduce performance".
Involution type on duty. The "volume" in the system is vividly interpreted in the matter of being on duty on holidays. There are horizontal rolls, vertical rolls, and various rolls. "Horizontal rolling", other systems and other units are scheduled, and this system and unit must also be scheduled; Other departments and departments are scheduled for shifts, and their own offices and departments must also be scheduled. "Vertical roll", last year's holiday was arranged on duty, this year's manpower on duty must be "no less", and the time on duty must be "only long, not short". On duty on holidays, it's hard. However, what needs to be considered is, is all duty meaningful, and how many are "self-inflicted"? Most of our grassroots cadres are responsible, responsible, willing to endure hardships, and able to endure hardships, but what they dislike and resist is the distortion of "duty on holidays" by formalism. Therefore, it is very important to distinguish between formal duty and substantive duty. In this regard, it is necessary to clarify several major principles.
On holidays, vacations are the norm and duty is the exception. Managers of functional departments and government agencies must not form the mindset that "all units and departments must arrange special personnel to be on duty on holidays" and should not take "grassroots cadres on duty for holidays" as a matter of course. Arranging personnel to be on duty on holidays should have obvious necessity and urgency, and there should be specific tasks, clear purposes and clear ways to perform their duties. If you can't convince yourself, then why bother to be on duty for the sake of being on duty?
If you want to do porcelain work, you must first have diamonds. "On duty on holidays" is not about being on duty if you want to, but also about asking: "What shift are you on, what ability do you have, and what role can you play?" "In reality, some units do not have the ability to deal with emergencies, do not have the authority to respond to emergencies, and even do not have management service objects, which are completely irrelevant and "powerless" posture for emergency response.
When we talk about the pattern, we must pay more attention to practical results, and we must also stress guarantee when we talk about contributions. Some cadres are very concerned about the matter of "being on duty on holidays", but in fact, they may not really want to play a role in dealing with emergencies, but they have some mentality of "hard work without merit" and "saving some hard work as achievements". The pattern is virtual, the effect is real, and there is no effective duty, so don't do it. For those "holiday duty personnel" who are really in need and really important, the relevant units should fully protect their rights and interests such as compensatory leave and subsidies, instead of always prevaricating with the moral pie of "selfless dedication".
From a scientific and empirical point of view, we must fully recognize the seriousness of holiday duty as an intrinsic part of the public emergency management system. When government organs and units are on duty on holidays, they should "determine people according to things" and "set posts and responsibilities", instead of "looking for trouble when they have nothing to do" and "not having to work hard". On duty, it is necessary to have something to do and be able to do things, not to work hard and waste, let alone to set up people and save capital.
