Five months after the fall, Hu Hongchun, former member of the Standing Committee of the Wuhan Municipal CPC Committee, former secretary of the Working Committee of the Wuhan Development Zone, and former secretary of the Hannan District CPC Committee, had new news.
On September 16, according to the Hubei Provincial Commission for Discipline Inspection, Hu Hongchun was expelled from the party and dismissed from public office for serious violations of discipline and law. Transfer the issue of their suspected crimes to the procuratorial organs for review and prosecution in accordance with law.
The political knowledge circle (WeChat ID: wepolitics) noted that after Hu Hongchun fell, Hubei disclosed that he acted as a "protective umbrella" for the criminal and evil forces.
Violations provide assistance to offenders on parole
According to public information, Hu Hongchun was born in November 1962, with a postgraduate degree, and served as a member of the Standing Committee and Director of the Office of the Huangpi District Cpc Committee of Wuhan City; in September 2004, he served as the deputy secretary of the Huangpi District Cpc Committee of Wuhan City (from June 2004 to June 2007, he was the secretary of the Naidong County Party Committee of the Tibet Autonomous Region from June 2004 to June 2007); in November 2007, he served as the deputy secretary of the Working Committee of the Wuhan Municipal Party Committee and the Municipal Organs Directly under the Municipal Government (at the level of the bureau); from August 2009 to February 2015, he successively served as the deputy secretary of the Huangpi District Party Committee, the district chief, and the secretary of the District Party Committee.
In February 2015, Hu Hongchun was appointed vice chairman of the Standing Committee of the Wuhan Municipal People's Congress, in December 2017 he was appointed as a member of the Standing Committee of the Wuhan Municipal Party Committee and director of the United Front Work Department, in December 2018, he was appointed as a member of the Standing Committee of the Wuhan Municipal Party Committee, the director of the United Front Work Department, the secretary of the Wuhan Development Zone Working Committee, and the secretary of the Hannan District Party Committee; and since February 2019, he has ceased to serve as the director of the United Front Work Department of the Wuhan Municipal Party Committee.
On March 21 this year, Hu Hongchun was investigated. It is worth mentioning that in this double-opening briefing, many of the problems involved by Hu Hongchun are relatively rare:
Engage in paid intermediary activities such as cordyceps marketing in violation of regulations, and receive gifts that may affect the fair performance of official duties;
Ineffective implementation of regulations on the management of religious affairs, and bearing important leadership responsibility for the illegal construction of religious activity sites and the creation of Buddhists in the jurisdiction, causing a bad impact and major economic losses;
Providing assistance to convicts on parole in violation of regulations, resulting in convicts being released on parole and then committing a variety of illegal and criminal acts, seriously undermining the authority of state law and judicial credibility, and causing a bad social impact.
Acting as an "umbrella" is informed
In July this year, the China Discipline Inspection and Supervision Daily disclosed that by the end of May, Hubei had filed and investigated 824 cases involving mafia-related evils and corruption and "protective umbrella" problems, of which 9 cadres at the judicial organs, departments, and bureaus, and 48 cadres at the county and department levels, had been placed in custody for 301 public employees suspected of violating the law and committing crimes in their posts. The province handled a total of 1,011 people, 662 people were punished by party discipline and government affairs, 364 people were organized and handled, and 221 people were transferred to judicial organs.

The Provincial Commission for Discipline Inspection appointed Wang Baoping, former head of the discipline inspection and supervision group of the Provincial Department of Natural Resources
Liu Hanqiang, former president of the Jianghan District People's Court of Wuhan City
In the above-mentioned "protective umbrella", Hu Hongchun is not the only one who provides assistance for criminals to parole in violation of the law.
In May this year, Hubei disclosed that in July 2011, Liu Hanqiang, then president of the Second Criminal Division of the Wuhan Intermediate People's Court, greeted the person undertaking the case, filed a reconsideration in violation of the law, and pressured and misled the relevant personnel under the instructions of Zhou Bin, then vice president of the Wuhan Intermediate People's Court, knowing that Lin Mingxue, a criminal involved in the criminal syndicate, did not meet the conditions for parole.
After Lin Mingxue was released on parole in violation of the law, he committed a variety of criminal acts such as intentional injury, allowing others to take drugs, gathering crowds for sexual immorality, and paying bribes, causing a bad social impact.
Wuhan's second standing committee member of the Municipal Party Committee this year fell

Cai Jie is the second member of the Standing Committee of the Wuhan Municipal Party Committee to fall this year.
According to his resume, Cai Jie was born in July 1967, a native of Wuhan, Hubei Province, and has a postgraduate degree on the job. He once served as a member of the Standing Committee and Deputy Governor of the Jiang'an District Committee, deputy secretary of the District Party Committee, district chief, and secretary of the District Party Committee; in January 2016, he took up the position of Standing Committee Member and Secretary General of the Wuhan Municipal Party Committee.
Comparing the resumes of Hu Hongchun and Cai Jie, it is found that the two have worked together in the Standing Committee of the Wuhan Municipal Party Committee for more than 1 year.
Ironically, during the term of the secretary of the Jiang'an District Party Committee, in 2014, Cai Jie published an article in Hubei Daily: "The county rule, then the world is ruled, and the county is safe, then the world is safe." As a "prince" of one party, the secretary of the county and district party committee has a heavy responsibility and a glorious mission. We must strengthen the three consciousnesses, practice the spirit of Jiao Yulu in the new era, and be a "good secretary" that the people are satisfied with.
Cai Jie's last appearance in the media was 6 days before his downfall. On August 20, Wuhan held a special meeting of the Standing Committee of the Municipal Party Committee on theme education and finding gaps in the party constitution and party regulations, through the blade inward, self-examination, one by one comparison, comprehensive search for problems, and clarify the direction and measures for rectification. Cai Jie attended the meeting and made a speech.
