The relevant person in charge of the Cyberspace Administration of China said that this special action focuses on five types of outstanding problems in response to the illegal development of Internet news information services. The first is to compile and distribute false and untrue news information, use exaggerated headlines that are seriously inconsistent with the content of news information, or maliciously tamper with, take quotes out of context, patchwork and edit, synthesize and falsify news information, and mislead the public. The second is to threaten and coerce others to provide property and carry out commercial cooperation in the name of public opinion supervision, through means such as collecting, editing, publishing, reprinting, and deleting news information, interfering with the presentation of news information or search results, and seeking improper benefits. The third is counterfeiting or impersonating news websites, newspapers and periodicals, radio and television organizations, news agencies, and other news units, or using "news", "reporting", and other names or logos with news attributes without authorization to open website platforms, register accounts, or publish information. Fourth, carrying out Internet news information collection, editing, and publishing services, reprint services, and dissemination platform services without permission or beyond the scope of permission. Failure to obtain qualifications for Internet news information gathering, editing, and publishing services, and carrying out news interviews and publishing news information in violation of regulations. Fifth, forgery, reselling, leasing, lending, or transferring Internet news information service license qualifications. selling, renting, or otherwise entrusting a third-party entity to operate Internet news information service channels, etc. Obtaining Internet news information service licenses through improper means, false materials, etc. The relevant person in charge of the Central Cyberspace Administration stressed that local internet information departments should earnestly improve their political positions, strengthen the organization and leadership of special actions, and ensure that the rectification work achieves practical results. Website platforms should be guided to optimize the setting of public account categories, setting up a special "news account", and making the review of permit qualifications a prerequisite for opening a news public account. It is necessary to truly promote the "display of licenses", and provide Internet news information services to the public through various forms such as website platforms, public accounts, applications, and online livestreams, and the name of the entity and license number should be clearly displayed in a conspicuous position in the approved form of service. Website platforms should be urged to optimize algorithm models and recommendation mechanisms, and give priority to high-quality news information published by news accounts. It is necessary to broaden the channels for complaints and reports, actively accept, verify, and handle leads on relevant violations of laws and regulations, and publicly expose typical cases.
