At present, the world is undergoing major changes unseen in a century, and a variety of factors have brought impact to the global industrial and supply chains, such as energy supply, raw material shortages and food security, and it is urgent to enhance the resilience and resilience of supply chains.
In the midst of changes, opportunities for regional cooperation have emerged. China, Japan, South Korea and ASEAN are closely linked to each other. In 2023, China's total trade in goods with Japan, South Korea and ASEAN countries will reach 1.54 trillion US dollars, accounting for more than 1/4 of China's total foreign trade, Japan and South Korea will invest nearly 400 billion US dollars in China, and Chinese enterprises will invest more than 260 billion US dollars in ASEAN, Japan and South Korea, forming a close community of interests.
Li Fei, Vice Minister of Commerce of the People's Republic of China, said: "China, Japan, South Korea and ASEAN regions should continue to open up and develop, share market opportunities, promote the high-quality implementation of the Regional Comprehensive Economic Partnership (RCEP), accelerate the resumption of negotiations on the China-Japan-South Korea Free Trade Area, and enhance the level of regional economic integration." ”
It is precisely on the basis of close economic ties and the common situation that China, Japan, the ROK and ASEAN have a broader space and potential for exploration in regional cooperation, and all parties are actively seeking new opportunities and cooperation paths to better cope with challenges and achieve common development.
"We build an integrated supply chain ecosystem that not only boosts economic growth, but also strengthens our collective resilience to global shocks." ASEAN Secretary-General Ko Kim Hong noted, "Since its launch in January 2023, RCEP has become a major platform for enterprises to exchange goods and expand their business, and this dynamic and highly integrated value chain can improve efficiency and cost-effectiveness through economies of scale and specialization. ”
The participants all agreed that countries can further strengthen cooperation in the field of scientific and technological innovation, jointly develop key technologies, and enhance industrial competitiveness. For example, joint projects are carried out in frontier fields such as artificial intelligence and biotechnology. At the same time, educational exchanges and cooperation should be strengthened, talents with international vision and professional skills should be cultivated, and intellectual support should be provided for cooperation. It can also establish a cross-border e-commerce cooperation platform, expand trade channels, and promote small and medium-sized enterprises to participate in international market competition.
2. Co-construction and sharing, so that openness can become an inexhaustible driving force for development
How to implement precise policies in terms of openness and sharing, innovation-driven, green and low-carbon has become an important issue faced by China, Japan, South Korea and ASEAN, and all parties need to pool their wisdom and draw a new blueprint for development.
Openness and sharing and trade liberalization are key measures. Zhang Shaogang, vice president of the China Council for the Promotion of International Trade, called on enterprises from all countries to uphold the spirit of openness, deepen international industrial cooperation, jointly safeguard the multilateral trading system, and oppose protectionism. By lowering trade barriers and promoting the free flow of factors, openness will become an inexhaustible driving force for the development of global industrial and supply chains. Gao Jinhong said: "China issued a large number of certificates of origin in 2023, and the export value has increased significantly, which is the result of actively promoting RCEP. At the same time, the use of RCEP varies from participating country to country, and it is clear that there is great potential to enhance the use of RCEP, which should be a key priority for the '10+3' moving forward." ”
It is imperative to lead industrial upgrading driven by innovation. Global enterprises should increase R&D investment and promote the transformation of industrial and supply chains to intelligence, digitalization, and service-oriented. Takako Fujita, General Manager of Japan Crystal Group, introduced the company's cooperation with Southeast Asian companies, which are recruiting international students, ensuring talent diversity, striving to enhance regional vitality, and planning to use digital technology to contribute to China-Japan and Southeast Asian industrial chain cooperation.
