In accordance with the spirit of the Notice on Printing and Distributing the 2024 Recruitment Work Plan for the Special Program for College Students and Rural Doctors (Xinwei Grassroots Health Letter [2024] No. 34) issued by the Health Commission of the Autonomous Region and other five departments, and the Measures for the Open Recruitment of Staff by Public Institutions in the Autonomous Region (Xinren Shefa [2013] No. 141) issued by the Autonomous Region Human Resources and Social Security Department, 139 people were openly recruited in accordance with the principles of openness, equality, competition and merit. The relevant matters are hereby announced as follows:
1. Scope and conditions of recruitment
(1) Scope of recruiters
2024 college graduates with college degree or above (including college graduates who have not yet confirmed a job during the career selection period).
(2) Applicants should meet the following conditions
1. Have the nationality of the People's Republic of China;
2. Abide by the Constitution and laws of the People's Republic of China;
3. Have good ideological quality and moral character;
4. Have the professional knowledge, professional qualifications and other conditions required by the position;
5. Have the physical condition and psychological quality to perform work duties normally;
6. Have the ability to work in line with the requirements of the position;
7. Meet the age requirements of the recruitment position, 35 years old and below refers to those born after October 9, 1988 (inclusive);
8. Meet all other conditions for the position to be applied for;
If the applicants in this recruitment examination need to clarify the calculation deadline for various qualifications (qualifications) such as age and education, the deadline is October 9, 2024.
(3) Those who have any of the following circumstances are not allowed to apply for the examination
1. Active-duty military personnel and graduates who have not obtained a graduation certificate;
2. Persons who are still in the period of influence by Party discipline or government sanctions;
3. Persons who have been criminally punished for crimes, or who have been dismissed from public office or dismissed by the employer;
4. Where a conclusion has not yet been reached on the case filing review;
5. Persons who have been dealt with for violations of discipline and rules in the recruitment of civil servants or public recruitment by public institutions, and have not yet completed the time limit for handling;
6. Regular staff members who are already registered in state organs, state-owned enterprises and institutions, and the unit does not agree to terminate the personnel relationship (employment contract relationship) with the applicant;
7. "Targeted free medical students" and other service agreements have been signed and the service period has not expired;
8. Applicants are not allowed to apply for positions that constitute a recusal relationship after being hired;
9. Other circumstances where laws and regulations provide that they must not be hired as staff of public institutions.
2. Recruitment procedures
This recruitment is carried out in accordance with the procedures of registration, qualification review, written examination, interview, physical examination, inspection, publicity, adjustment, and employment.
(1) Registration and qualification review 1. Registration. Take on-site registration. Applicants should fill in the Registration Form for Recruiters of the Special Program for Rural Doctors for Bazhou College Students (Annex 2) and the Qualification Review Form for Recruiters of the Special Program for Rural Doctors for College Students (Annex 3) according to the announcement of the "Position Information Form for Recruiters of the Special Program for Rural Doctors for Bazhou College Students" (Annex 1), and the registration information must be true and accurate. Applicants must follow the name of the major indicated in the graduation certificate, corresponding to the "Catalogue of Higher Education Disciplines and Majors issued by the State Education Administrative Department" (Annex 4), and choose the position that meets their academic qualifications and professional conditions to apply for the examination. There is no registration fee for this registration, and there is no opening ratio.
When registering, you need to submit 1 copy of the "Registration Form" and "Qualification Review Form", graduation certificate (at the same time, the electronic registration and filing form of the Ministry of Education's academic certificate, which is valid for more than two months from the date of issuance), 1 copy of the qualification certificate of practicing (assistant) physician, 1 copy of the standardized training certificate, 1 original and copy of the ID card, 2 recent two-inch color photos without hats, etc.
Graduates who have not secured a job during the career selection period must provide the following proof:
(1) Volunteers of the Western China Program for College Students must provide the certificate of the Volunteer Management Office (Youth League Committee) of the Western Program for College Students at or above the prefecture (state, city) level or the original and photocopy of the volunteer service certificate;
(2) The personnel of the "three branches and one support" must provide the original and photocopy of the certificate of the local (state, city) human resources and social security department or the expiration service certificate;
(3) Persons who are conscripted into the army for compulsory military service as fresh graduates of ordinary colleges and universities must provide the original and photocopy of the certificate of retirement from active service of the Chinese People's Liberation Army or the certificate of retirement from active service of the Chinese People's Armed Police Force;
(4) The original and copy of the standardized training certificate;
(5) Other relevant supporting materials.
2. Eligibility. According to the job requirements and the applicant's supporting materials, the qualification review will be carried out simultaneously with the on-site registration, and the applicant will be informed on the spot whether he meets the qualifications. The qualification review runs through the whole process of recruitment, and if it is found that the applicant does not meet the qualification conditions in all aspects of recruitment, the qualification for application or employment shall be cancelled in accordance with the relevant regulations. If the information of the application materials related to the application qualification provided by the applicant is false, the qualification for this application will be cancelled.

3. Announcement of the preliminary examination of qualifications and receipt of the admission ticket. The candidates who have passed the preliminary examination of the qualification examination will be publicized on the official website, and the candidates will collect the admission ticket before 19:00 on October 24 at the county and city health commissions with valid identity documents. If the applicant fails to collect the admission ticket within the specified time, it will be deemed to have automatically given up the qualification for the examination.
(2) Written test The full score of the written test is 100 points, and the written test is conducted in a closed-book manner by taking propositions and answers to questions in the national common language. Candidates should bring their ID cards (valid temporary ID cards) and admission tickets to take the written test on time, and those with incomplete documents are not allowed to take the test. The candidates' written test results, written test passing scores, and the list of candidates entering the interview process are all published on the website of Bayingolin Mongolia Autonomous Prefecture People's Government (http://www.xjbz.gov.cn).

(3) Interview Interview personnel determination: from the candidates above the written test passing score line, according to the written test results from the high score to the low score principle to determine the interview personnel, according to the ratio of 1..3 into the interview; If the position does not reach the specified proportion, the actual number of people will be interviewed; Those who have the same written test score and are the last to be interviewed will be admitted to the interview. The interview score is 100 points, and the interview score is less than 60 points, and you will not be allowed to enter the next link.
Candidates participating in the interview must gather at the designated waiting place according to the notified time; During the interview, closed management will be implemented for the interviewers, and it is strictly forbidden to bring mobile phones and other communication tools into the waiting room and interview room, and the interview results will be announced on the spot.
Interview content and method: The interview will be conducted in a structured interview mode, and candidates must use the national common language during the interview.

(4) Calculation of the total score of the written test and interview
The full score for the written test is 100 points, and the full score for the interview is 100 points
Total score = 40% of the written test score × + 60% of the interview score ×
The written test, interview score and overall score are rounded to two decimal places. If the total score is the same, the one with the highest score in the written test will enter the next link. If the written test, interview, and total score of the applicant for the same position are the same, the interview and additional test will be adopted, and the one with the higher score will enter the next link.
(5) Physical examination
1. Physical examination organization and standards. The physical examination is determined according to the proportion of the number of recruits 1..1. The physical examination shall be carried out in accordance with the General Standards for Physical Examination of Staff Recruited by Public Institutions in the Autonomous Region (Trial). The physical examination fee shall be carried out in accordance with the standards of the physical examination hospital, and shall be borne by the candidates who participate in the physical examination.
2. Physical examination requirements. For details of the physical examination time, meeting place and related requirements, please refer to the announcement published on the website (http://www.xjbz.gov.cn) of the People's Government of Bayingolin Mongolia Autonomous Prefecture. The physical examination is conducted in a general hospital of the second class A or above. If the recruiting unit or the applicant has any doubts about the results of the physical examination, they shall be re-examined by the organization and implementation department of the physical examination within 3 days after being informed of the results of the physical examination, and the re-examination result shall be the final result. In principle, the re-examination will not be conducted at the same hospital. The re-examination will only be conducted once, and the results of the physical examination shall be subject to the conclusion of the re-examination. Those who fail to pass the physical examination can not be hired, and there is a vacancy in the position, and the qualified personnel will be interviewed from the position to fill in order according to the total score from high to low.
(6) Inspection: Examine the candidates who have passed the physical examination. Candidates need to fill in the "Bazhou College Students Rural Doctor Special Program Recruitment Personnel Inspection Form", and within the specified time will be the graduation certificate, inspection form, and personal files of the original unified sent to the county and city health commissions.
(7) Publicity: Those who pass the inspection and are determined to be candidates for employment shall be publicized on the website (www.xjbz.gov.cn) of the People's Government of Bayingolin Mongolia Autonomous Prefecture. The publicity period is 7 working days. If there is no objection after publicity, the recruiting unit shall handle the formalities for hiring the proposed personnel in accordance with the relevant procedures. If there is any objection to the publicity, the publicity organization shall investigate and verify the situation, and if the recruitment policy is violated and the normal employment results are affected, the qualifications of the personnel to be hired shall be cancelled, and the total score of the written examination and interview shall be supplemented in equal amounts in the position to determine the physical examination, inspection and publicity personnel.
(8) Employment 1. The personnel to be hired determined by the public announcement shall be hired by the recruiting unit in accordance with the relevant provisions and procedures and sign the employment contract. A probationary period of 12 months is implemented in accordance with the regulations, and the probationary period is included in the term of the employment contract. If the person to be hired fails to sign an employment contract with the recruiting unit without a legitimate reason or within the time limit, it shall be deemed that the applicant has given up his or her employment qualifications, and if the probationary period expires and passes the assessment of the unit, he shall be formally employed; If the assessment is not qualified, the employment will be cancelled.
2. College students and rural doctors included in the establishment of the undertaking shall continue to serve in the village clinic for no less than 6 years (excluding the time for participating in standardized training).
3. College students and rural doctors who are included in the establishment of the career shall obtain the qualification of practicing (assistant) physician within 3 years after joining the company, and if they fail to obtain the corresponding qualifications on time, the employment contract will be terminated.
4. If there is a vacancy in the recruitment position, it can be adjusted and supplemented. The adjustment and supplemental recording shall be carried out in order from the highest score to the lowest score in the written examination and interview examination, and the adjustment and supplemental personnel shall be subject to physical examination, inspection, publicity and employment.
3. Supervision, discipline and other requirements
(1) The whole process of this open recruitment work is subject to the supervision of the discipline inspection and supervision departments and the society, and the applicants and staff who violate the discipline provisions of open recruitment shall be dealt with in accordance with the "Regulations on the Handling of Violations of Discipline and Regulations in Public Recruitment of Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security), and those suspected of committing crimes shall be promptly transferred to the judicial organs for processing.
(2) The recusal system will be implemented for this open recruitment, and those who violate the relevant provisions of the "Provisions on the Avoidance of Personnel Management of Public Institutions" (Ministry of Human Resources and Social Security Regulation [2019] No. 1) will be dealt with or punished in accordance with the relevant requirements.
(3) If the time and place determined in this Announcement change due to special circumstances, the announcement published on the website of the People's Government of Bayingolin Mongolia Autonomous Prefecture shall prevail, and the applicant shall be responsible for the application errors caused by checking the wrong information from other channels.
(4) The qualification review of candidates runs through the whole process of recruitment, and if it is found that there is false application information, inconsistent conditions, fraud and other circumstances that affect employment, their examination or employment qualifications will be cancelled, and the circumstances are serious to further investigate the responsibility. (5) The relevant documents attached to this "Announcement" have the same effect as the "Announcement", please read them carefully. All consequences arising from mistakes caused by non-compliance or personal negligence shall be borne by the applicants. Applicants who violate recruitment discipline shall be dealt with in accordance with relevant regulations, and those who violate the law shall be handed over to the judicial organs for handling in accordance with the law.
