Affected by the combination of exogenous imported pollution and unfavorable local meteorological conditions, as of 22 o'clock on October 12, the air quality in our city has reached severe pollution and above for 5 hours. According to the air quality warning forecast, moderate to severe pollution is expected to continue from October 13 to 14. In order to effectively reduce pollutant emissions, maximize the improvement of ambient air quality, and protect the health of the people, according to the provisions of the "Hunan Province Heavy Pollution Weather Emergency Plan" and the "Changsha City Heavy Pollution Weather Emergency Plan", it was decided to start the yellow warning for heavy pollution weather at 0:00 on October 13, 2024, and at the same time activate the yellow (level III) response measures. The specific response measures are:
1. Recommended sexual health protection measures
(1) Remind children, pregnant women, the elderly, and susceptible people with respiratory, cardiovascular and cerebrovascular diseases, and other chronic diseases to stay indoors as much as possible, minimize outdoor exercise, and reduce the time for opening windows for ventilation.
(2) Remind the general population to reduce or avoid outdoor activities, and if unavoidable, it is recommended that personnel working outdoors, on duty, working, and in activities take necessary protective measures such as wearing appropriate masks and shortening outdoor working hours.
(3) It is recommended that primary and secondary schools and kindergartens reduce outdoor activities, and outdoor collective activities can be changed to indoor activities.
(4) Medical and health institutions actively carry out scientific publicity on the harm of air pollution to human health, effectively ensure the outpatient and emergency services for respiratory diseases and other related diseases, and strengthen medical guidance and diagnosis and treatment guarantees for patients with respiratory diseases.
(5) Organize experts to interpret early warning information and the effectiveness of emergency measures, publicize emergency response work and public health protection knowledge for heavily polluted weather, guide the public to establish reasonable psychological expectations, and objectively evaluate and actively participate in emergency response.
2. Suggested pollution reduction measures
(1) Advocate enterprises and institutions to save electricity, reduce energy consumption, and lower the temperature of heating facilities in winter by 2~4 degrees Celsius than on weekdays; Reduce the standby energy consumption of office equipment such as computers, printers, copiers, fax machines, etc.; Make full use of natural lighting, promote the use of energy-saving lighting fixtures, and reduce the number and time of lighting as much as possible.
(2) Advocate the public to travel green, try to take public transportation or new energy vehicles to travel, turn off the engine in time when parking, and reduce the idle running time of vehicles in situ. The transportation department has increased the guarantee of public transportation capacity, and reasonably increased the frequency and operation time of public transportation on the city's main roads.
(3) Advocate green consumption by the public, and minimize the use of raw materials and products containing volatile organic compounds such as coatings, paints, and solvents.
(4) Advocate that air pollutant emitting units that are not included in emergency control the production of polluting processes according to the actual situation, take the initiative to reduce emissions, improve the efficiency of pollution control facilities on the basis of meeting the emission standards, adjust the production time of polluting processes, and further reduce pollutant emissions.
3. Mandatory pollution reduction measures
According to the Changsha Emergency Emission Reduction List for Heavy Polluted Weather, on the premise of ensuring safe production, emergency emission reduction measures under the corresponding early warning level will be implemented in a planned manner to reduce pollutant emissions. Under the condition of ensuring the normal operation of the city, the following measures should be supervised and implemented:
(1) Measures to reduce emissions from industrial sources. Implement the yellow warning level emission reduction measures in the emergency emission reduction list of industrial sources in heavy polluted weather in Changsha City.
(2) Emission reduction measures for mobile sources. Implement the yellow warning level emission reduction measures for the emergency emission reduction list of mobile sources in heavy polluted weather in Changsha City.
(3) Emission reduction measures for dust sources. Implement the yellow warning level emission reduction measures in the emergency emission reduction list of dust sources in heavy polluted weather in Changsha City. The construction site stops earthwork operations, building demolition, spraying and painting, slope protection spraying, concrete mixing, muck transportation, etc., mines, sand and gravel factories, stone and slate factories stop open-air operations, and the main roads and dust-prone road sections increase the frequency of machine sweeping and sprinkling.
(4) Other emission reduction measures. Strictly prohibit open burning of crop straw and sundries, and increase the frequency of inspections during the emergency response to heavily polluted weather; Intensify the supervision of the normal operation of catering fume treatment facilities, prohibit open-air barbecues, and prohibit fireworks and firecrackers in accordance with the requirements of the "Notice of the Changsha Municipal People's Government on Prohibiting and Restricting Fireworks and Firecrackers in the Central Urban Area of Changsha" (Chang Zheng Fa [2021] No. 14).
