According to the WeChat official account of "Cyberspace China", since mid-July, the cyberspace department has carried out a special action to rectify the online environment for minors in the summer of 2024 in the · of Qinglang, covering key links such as live broadcasts, short videos, social networking, and e-commerce, and focusing on rectifying outstanding problems that endanger the physical and mental health of minors. During the special campaign, a total of more than 4.3 million pieces of illegal and negative information involving minors were cleaned up and intercepted, more than 130,000 accounts were disposed of, and more than 2,000 websites and platforms were closed and removed, vigorously safeguarding the lawful rights and interests of minors. Some of the typical cases are hereby notified as follows:
Strictly address all types of "toxic videos" that endanger the physical and psychological health of minors. The special action focuses on themes involving minors and content on which minors appear on camera, thoroughly rectifying all types of live broadcasts and short video content that disseminates negative orientation or induces dangerous conduct. The inspection found that:
- Some short videos impose bloody and violent elements on classic animations, maliciously posting content such as "My Little Pony ruined her childhood and bloody version" and "Crazy Granny sneak attack Peppa". Using vulgar and vulgar language to tamper with children's songs and convey bad values. Posing for plots such as minors eating plasticine, smoking in the toilet, and campus fights, packaging children as so-called "sexy hot girls" for bottomless marketing.
- Some live broadcast rooms allow minors to warm up and help, using forms such as on-site greetings, video connections, and voice narration to induce direct or disguised appearances.
The internet information departments are guiding key platforms to improve standards for reviewing content involving minors, reaching online anchors through management requirements in the form of governance announcements and internal messages, strictly disposing of more than 21,000 accounts with violations and shutting down more than 32,000 live broadcasts.
Concentrate on rectifying the chaos of "opening boxes and hanging people" for minors. Pay close attention to the risk of cyberviolence involving minors, and thoroughly investigate the problem of "opening boxes and hanging people" in links such as "campus walls" and "message boards". It was found that some Chaohua, Tieba, etc., accepted anonymous contributions, published offensive and abusive remarks against minors, and exposed private information such as minors' names, schools, and online accounts. Some businesses provide paid scolding services, and some users spread short video tutorials of "opening the box and hanging people". Some user organizations maliciously report and carry out intrusion and incite confrontation through batch reports. The internet information departments in Beijing, Henan, Guizhou, and other places have thoroughly verified the clues of the problem, disbanded and closed more than 1,500 topics, super talks, and post bars that provided hanging services, and gave heavy punishments to platforms with outstanding problems, and the relevant illegal clues have been transferred to the public security organs.
Crack down on vicious online illegal and criminal conduct such as indecency in the air. During the special operation, it was found that some criminals filmed and sold obscene and pornographic products on short video platforms; Through "one-to-one" private chats, they frequently interact with minor users under the guise of "peers", trick them into taking intimate photos, and carry out indecent acts in the air. The internet information departments in Tianjin, Guangdong, and other places promptly verified the clues reported by netizens, urged the platform to increase the extent of information management in the comment area, and cracked down on issues such as indecency and sexual lure in the air, closing more than 1,000 groups with violations in total, and cooperating with the public security organs in investigating and handling more than 70 cases.
Thoroughly rectify the problem of illegal online sales involving minors. The internet information departments of Shanghai, Jiangsu, Zhejiang, and other places are urging local e-commerce platforms to thoroughly investigate and crack down on the sale of illegal goods involving minors. Some stores offer custom anime pillows and send links to pornographic galleries during the consultation session. In the name of selling USB flash drives and hard disks, feudal superstitious information was disseminated in disguise. There is abusive information in the comment section of teaching aids, inciting parent-child or teacher-student confrontation. Some anchors shared methods for cracking the anti-addiction system, providing paid "co-number" services to induce minors to become addicted to the Internet. During the special action, more than 42,000 illegal products were removed from the shelves of key website platforms, and more than 1,400 stores were closed, and liquidated damages were deducted.
Investigate and remove a batch of illegal apps involving minors. During the special action period, app stores are to implement management responsibilities such as listing reviews, routine management, and emergency response, and strengthen content and functional safety reviews for applications that provide services to minors. The investigation found that "** Paradise" and other APPs imitated the commonly used apps of minors to spread illegal and negative information; Learning apps such as "Fun**", after passing the review of the shelves, maliciously changed their faces into game apps; Apps such as "Happy Garden**" and "**Talking" are all under 18 years old, but there are problems such as bad dating and privacy policy links jumping to pornographic websites. During the special campaign, key app stores have investigated and removed more than 900 apps from violating regulations, adopted measures to fail the review of more than 1,000 apps, and adopted measures such as banning accounts and freezing all apps under their accounts for some app developers involved in serious problems.
The internet information departments will continue to deepen the effectiveness of the governance of special actions, urging website platforms to truly perform their primary responsibility for the protection of minors online, and will strictly employ punishment measures in accordance with law for platforms and accounts with prominent problems and ineffective corrections. At the same time, netizens are welcome to actively participate in supervision and reporting, and jointly create a healthy and safe online environment for minors.
