In accordance with the Civil Servants Law and the Regulations on the Recruitment of Civil Servants and other laws and regulations, the State Civil Service Bureau will organize and implement the 2025 annual examination for the recruitment of first-level chief staff members and below and other equivalent levels of civil servants by the central organs and their directly affiliated agencies. The relevant matters are hereby announced as follows:
1. Application conditions
Candidates should meet the following qualifications:
(1) Have the nationality of the People's Republic of China;
(2) The age is generally over 18 years old and under 35 years old (born between October 1988 and October 2006), and for 2025 fresh master's and doctoral students, it is relaxed to under 40 years old (born after October 1983);
(3) Supporting the Constitution of the People's Republic of China, the leadership of the Communist Party of China and the socialist system;
(4) Have good political quality and moral character;
(5) Have the physical and psychological qualities to perform their duties normally;
(6) Have the ability to work in line with the requirements of the position;
(7) Have a college degree or above;
(8) Possess other qualifications required for the proposed position as provided by the central competent departments for civil servants.
Except for some special positions and highly specialized positions, the central organs and their provincial-level directly subordinate organs mainly recruit personnel with more than two years of work experience at the grass-roots level. Institutions directly under the municipal (prefecture) level and below mainly recruit fresh college graduates. Grassroots work experience refers to those who have worked in county (city, district, banner), township (town, street) party and government organs, village (community) party organizations or village (neighborhood) committees, as well as all kinds of enterprises and public institutions (except for public institutions managed with reference to the Civil Servants Law). The experience of working in an army regiment or a unit below the equivalent regiment, the experience of retired soldiers serving in the army, and the experience of college graduates who have left school and are not employed to participate in internships and apprenticeship bases for college graduates (the base is a grassroots unit) or participate in project research in enterprises and institutions can be regarded as grassroots work experience. Those who apply for the examination for the central organs and have worked in organs directly under the city (prefecture, prefecture, or league) can also be regarded as grassroots work experience. Work experience in municipalities (counties) directly under the Central Government is regarded as grassroots work experience. The cut-off date for calculating grassroots work experience is October 2024.
Institutions directly under the county (district) level and below located in hardship and remote areas, on the basis of the "Opinions on Doing a Good Job in the Recruitment of Basic-level Civil Servants in Hardship and Remote Areas", may adopt measures such as adjusting academic qualifications, majors, working years, and experience requirements, as well as separately delineating the passing score line for written examinations, to appropriately lower the entry threshold. For those hired through preferential policies such as lowering the entry threshold, they shall serve for a minimum of 5 years (including a probationary period) in the hardship and remote county and township organs within the jurisdiction of the city (prefecture, prefecture, league) in which they apply for the examination; Those who have not yet been 5 years shall not be exchanged (including open selection) to higher-level organs in their own city (prefecture, prefecture, or league) or to organs in non-hardship and remote areas, nor shall they be exchanged (including open selection) to organs in other cities (prefectures, prefectures, leagues) or other provinces (autonomous regions, municipalities directly under the Central Government) in their own province (autonomous region, municipality directly under the Central Government) (including those in hardship and remote areas).
Active-duty military personnel, non-recent college graduates, in-service civil servants, and staff of organs (units) managed with reference to the Civil Servants Law are not allowed to apply for the examination.
Persons who have received criminal punishment for crimes, persons who have been expelled from the Communist Party of China, persons who have been dismissed from public office, persons who have been lawfully listed as targets of joint disciplinary action for untrustworthiness, persons who have been found to have committed fraud or other serious violations of recruitment discipline in the recruitment of civil servants at all levels, civil servants and staff of organs (units) managed with reference to the Civil Servants Law who have been dismissed for less than 5 years, and persons in other circumstances where laws and regulations provide that they must not be hired as civil servants, must not apply for the examination.
Applicants are not allowed to apply for positions that constitute the circumstances listed in the first paragraph of Article 74 of the Civil Servants Law after they are hired, nor are they allowed to apply for positions in employers where persons with whom they have a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations, or a close marriage relationship serve as a leading member.
II. Application Procedures
(1) Job inquiry
For details of the number of candidates, specific positions, examination categories, qualifications, and consultation telephone numbers of each recruitment agency, please refer to the "Recruitment Guidelines for Civil Servants Recruited by the 2025 Examination of the Central Organs and Their Directly Affiliated Agencies" (hereinafter referred to as the "Recruitment Guidelines"), and for details of the application policies, registration network technology and examination arrangements for examination rooms, please refer to the "Application Guide for Civil Servants Recruited by the Central Organs and Their Directly Affiliated Agencies in 2025" (hereinafter referred to as the "Application Guidelines"). The "Recruitment Guide" and "Application Guide" are published through the special website for the recruitment of civil servants by the 2025 examination of the central organs and their directly affiliated institutions (hereinafter referred to as the "special website", http://bm.scs.gov.cn/kl2025).

(2) Online registration
This recruitment mainly adopts online registration and is carried out in accordance with the following procedures:
1. Submit an application. Candidates can log in to the special website from 8:00 on October 15, 2024 to 18:00 on October 24, 2024 to register and submit an application, and can only apply for one position each time. When registering, the letter of commitment to good faith should be carefully read, and the application materials submitted should be true, accurate and complete. Candidates who provide false application materials will be disqualified once verified, and those who are involved in forging or altering relevant certificates, materials, and information to defraud the examination qualifications will be severely dealt with in accordance with relevant regulations.
2. Check the results of the qualification review. From 8:00 on October 15, 2024 to 18:00 on October 26, 2024, the recruitment machine will review the application and confirm whether the applicant is eligible to apply for the examination. Candidates can log on to the special website to check the qualification examination results. Those who have passed the qualification examination cannot apply for other positions. During the period from 8:00 on October 15, 2024 to 18:00 on October 24, 2024, if the application is not reviewed or fails to pass the qualification review, it can be changed to other positions. After 18:00 on October 24, 2024, if the application is not reviewed or fails to pass the qualification review, it cannot be changed to other positions.
The examination of application qualifications runs through the entire recruitment process. If it is found that the applicant does not meet the qualification conditions for the examination, his or her qualification for application or employment can be cancelled.
3. Check the registration number. Candidates who have passed the qualification examination can log in to the special website after 8:00 on October 28, 2024 to check the registration serial number, which must be provided when confirming the registration and downloading and printing the admission ticket.
(3) Registration confirmation
Candidates who have passed the qualification review can log in to the special website from 0:00 on November 1, 2024 to 24:00 on November 6, 2024 to confirm the online registration and pay the fee. Those who fail to complete the online registration confirmation and pay the fee within the time limit will be deemed to have automatically given up their qualifications for the examination.
Persons from families with minimum living allowance can directly contact the local examination agency to confirm their registration and reduce or reduce their fees. The consultation telephone numbers of the examination institutions of each province (autonomous region and municipality directly under the Central Government) will be announced through the special website after October 31, 2024.
(4) Print the admission ticket online
Applicants who have successfully registered should log in to the special website from 0:00 on November 25, 2024 to 15:00 on December 1, 2024 to print the admission ticket. If you encounter any problems, please contact your local testing authority to solve them.
3. The content, time and place of the examination
(1) Written examination
1. Content. The written examination consists of both public and professional subjects.
The public subjects include the Administrative Vocational Aptitude Test and the Essay. Among them, the administrative vocational aptitude test is an objective test, and the argument is a subjective test, with a full score of 100 points, see the "2025 Annual Examination for Civil Servants Recruited by the Central Organs and Their Directly Affiliated Agencies for Written Examination Syllabus". The written examination papers of public subjects are divided into three categories, which are applicable to the general management positions of the central organs and their provincial-level directly affiliated institutions, the comprehensive management positions of the directly subordinate institutions at the municipal (prefecture) level and below, and the administrative law enforcement positions. All candidates are required to take a written examination for public subjects.
Applicants for eight non-lingua franca positions, including Japanese, French, Russian, Spain, Arabic, German, Korean (Korean) and Portugal, are required to take the foreign language proficiency test organized by the unified organization, and the examination syllabus can be found on the special website and the website of the Ministry of Foreign Affairs.
Applicants for the positions of the State Administration of Financial Supervision and its dispatched agencies, the China Securities Regulatory Commission and its dispatched agencies, and the people's police positions of public security organs are also required to participate in the written examinations of professional subjects organized by the unified organization, and the examination syllabus can be found on the special website and the websites of the State Administration of Financial Regulation, the China Securities Regulatory Commission and the Ministry of Public Security.
2. Time and place. The duration of the written examination for public subjects is:

The foreign language proficiency test for 8 non-lingua franca positions, the written examination for the positions of the State Administration of Financial Supervision and its dispatched agencies, the positions of the China Securities Regulatory Commission and its dispatched agencies, and the positions of the people's police of public security organs are as follows:

The written test is set up in all municipalities directly under the central government, provincial capitals, autonomous region capitals and some cities across the country. Candidates should take the test at the time and place determined on the admission ticket, and bring the admission ticket and the ID used at the time of registration. Candidates for the positions of the State Administration of Financial Supervision and its dispatched agencies, the China Securities Regulatory Commission and its dispatched agencies, the people's police of public security organs, and the positions of the 8 non-lingua franca positions must select the test center as a municipality directly under the central government, the provincial capital city or the capital of the autonomous region when registering online.
3. Score inquiry. After the written examination is completed, the central civil service department will determine the passing score for various types of posts, and will give appropriate preference to posts in the western region and in hardship and remote areas, grass-roots posts, and special professional posts.
Candidates can log on to the special website in January 2025 to check the written test results and passing score line, and the specific time will be notified separately. Among them, for 8 non-lingua franca positions, the written test scores are synthesized according to the results of the administrative vocational aptitude test, the essay and the foreign language proficiency test (the test scores are all converted according to the 100-point system, the same below) accounting for 25%, 25% and 50% respectively; For the positions of the State Administration of Financial Supervision and its dispatched agencies, and the positions of the China Securities Regulatory Commission and its dispatched agencies, the written test results shall be synthesized according to the proportion of 25%, 25% and 50% of the written test scores of administrative vocational aptitude test, application and professional subjects respectively; For people's police positions in public security organs, the results of the written examination are to be synthesized in accordance with the proportions of 40%, 30%, and 30% of the written test scores of administrative vocational aptitude tests, essays, and specialized subjects, respectively; For other positions, the written test score is synthesized according to the proportion of 50% of the administrative vocational aptitude test and the essay score.
(2) Interview
In accordance with the ratio of the number of interviews to the planned number of hires specified in the "Recruitment Guidelines", the central civil service department shall determine the candidates for interview for each position in the order of the written test results from the highest to the lowest, and publish them on the special website. Positions where the ratio of the number of people who have reached the written test passing score line to the number of people who plan to be hired is lower than the prescribed interview ratio will be adjusted to the society. The adjustment is carried out between positions with the same content of the public subject examination (that is, the candidate responds to the same type of test paper), and the adjustment announcement and position are published through the special website.
The recruitment agency is responsible for the implementation of the interview, and the time, place and other matters are detailed in the interview announcement published by the recruitment agency on the department's website and special website. During the interview, applicants must provide the original of their identity documents (valid resident ID cards, student IDs, work permits, etc.), the registration recommendation form stamped by their school or unit, the registration form and other materials. If the main information of the relevant materials is false and affects the results of the qualification examination, the recruitment authority has the right to cancel the applicant's qualification to participate in the interview. The registration recommendation form, registration form and other materials can be downloaded and printed from the special website.
Some recruitment agencies organize professional ability tests during the interview stage, and the setting of professional ability tests, test content, and score weights can be found in the "Recruitment Guide" or the interview announcement issued by the recruitment agency.
After the interview, the recruitment agency will publish the applicant's interview results and comprehensive results through the special website. Among them, if no professional ability test is organized, the comprehensive score shall be synthesized according to the proportion of 50% of the written test and interview scores; Where a professional aptitude test is organized, the comprehensive score is synthesized in accordance with the proportion of 50% of the written test score, 50% of the interview score and 50% of the professional aptitude test score.
Fourth, physical examination and inspection
The recruiting agency shall determine the candidates for the physical examination and inspection in the order of the comprehensive results from the highest to the lowest. For positions where the ratio of the number of individual interviews to the number of planned hires is less than 3:1, the interview score of the applicant shall reach the average score of all the personnel interviewed by the interview examiner group using the same set of interview questions or the interview passing score line determined by the recruiting agency in the interview announcement before entering the physical examination and inspection.
The recruitment agency is responsible for the implementation of physical examinations and inspections. The items and standards of physical examination shall be implemented in accordance with the General Standards for Physical Examination for Civil Servants (Trial) and the operation manual. For positions with special requirements for physical conditions, the relevant physical examination items and standards shall be implemented in accordance with the "Special Standards for Physical Examination for Civil Servants Recruitment (Trial)". If it involves the adjustment of the relevant items of physical examination for individual positions, please refer to the "Recruitment Guide" or the interview announcement issued by the recruitment agency for details.
The inspection work shall be carried out in accordance with the relevant provisions of the "Measures for the Recruitment and Inspection of Civil Servants (for Trial Implementation)". Recruitment organs will employ methods such as on-site visits, individual conversations, review of personnel files (student records), inquiries into social credit records, and interviews with individuals to understand the candidates' political quality, moral character, ability quality, psychological quality, study and work performance, compliance with discipline and law, integrity and self-discipline, as well as whether there are circumstances that should be avoided, physical and mental health, and the degree of compatibility with the position for which they are recruited. Some central-level recruitment agencies carry out differential inspections, and those that carry out differential inspections will specify the proportion of differences in the interview announcement.
According to the needs of the position, some recruitment agencies will evaluate the relevant psychological quality of the candidates, and the evaluation results will be used as an important reference for determining the best personnel to be hired. Public security organs for people's police positions will conduct an assessment of applicants' physical fitness, and those who fail to pass the physical fitness assessment must not be designated as persons to be hired.
5. Publicity
After the completion of the physical examination and inspection, the recruiting authority shall determine the personnel to be hired on the basis of the comprehensive results, the results of the physical examination and the inspection situation, and publicize them on the department's website and special website. The content of the publicity includes the name of the recruiting agency, the position to be hired, the name of the person to be hired, gender, admission ticket number, graduation institution, work unit, etc., and at the same time announce the report telephone number and accept social supervision. The publicity period is 5 working days.
6. Filing
At the expiration of the publicity period, the personnel who have no problems or the problems reflected do not affect the employment shall go through the filing procedures; If the problems that affect the employment are reflected during the publicity period and are verified, they are not to be recorded; Where it is difficult to verify the problems reported for the time being, the filing shall be suspended, and a decision on whether or not to file shall be made after the investigation is clarified.
7. Supplementary recruitment
If there is a vacancy during the recruitment period or a position that needs to be replenished in a timely manner by the recruitment agency due to the new employment needs, it will be supplemented by the society. Supplementary recruitment announcements and positions will be published through the special website.
