In July 1994, Ma Yongwei received a new appointment, from the president of the Agricultural Bank of China to the chairman, general manager and secretary of the party group of the Chinese People's Insurance Company. According to China Insurance News, "On July 27, Ma Yongwei succeeded Li Yumin as general manager of Chinese People's Insurance Company. Both happen to be horses, with the former being 12 years younger than the latter. Ma Yongwei was 52 years old at the time.

In November 2018, Insurance Research, the journal of the Insurance Institute of China, organized a special issue to commemorate the 40th anniversary of reform and opening up, and interviewed Ma Yongwei, the former chairman of the China Insurance Regulatory Commission.
