In July 1994, Ma Yongwei received a new appointment, from the president of the Agricultural Bank of China to the chairman, general manager and secretary of the party group of the Chinese People's Insurance Company. According to China Insurance News, "On July 27, Ma Yongwei succeeded Li Yumin as general manager of Chinese People's Insurance Company. Both happen to be horses, with the former being 12 years younger than the latter. Ma Yongwei was 52 years old at the time.

On June 30, 1995, the Standing Committee of the National People's Congress deliberated and passed the Insurance Law of the People's Republic of China. On July 11, the "Seminar on Insurance Law and the Development of China's Insurance Industry" sponsored by China Insurance News and co-organized by Australia National Health Life Insurance Company and United States Principal Mutual Life Insurance Company was held at the Hong Kong and Macao Center in Beijing. On July 24, 1996, Vice Premier Zhu Rongji came to the Jingxi Hotel in Beijing to meet with the delegates attending the inaugural meeting of the China Insurance Group and took a group photo. On April 8, 2002, China Youth Daily exposed the problem of life insurance companies infringing on the rights and interests of customers, and Ma Yongwei immediately instructed on the same day: "Please transfer to all life insurance companies: if you only seek scale, ignore risks, and do not pay attention to the quality of business, the problem will not be solved; If the misleading and fraudulent behavior of the marketer is not resolved, will the life insurance company still have credibility at all? Is there any hope for the development of China's life insurance industry? The problem is manifested in the salesman, and the root is in the system and management of the life insurance company, and it is time to learn a lesson and effectively solve the problem. The China Insurance Regulatory Commission immediately issued the "Emergency Notice on Strictly Stopping the Misleading and Fraudulent Behavior of Life Insurance Salesmen", and the rectification storm came unexpectedly.
In July 2011, Ma Yongwei's Collected Works was published, divided into two volumes: "Bank Volume" and "Insurance Volume". In the "Self-Introduction", Ma Yongwei wrote: "From the time I studied this major to the time I went to work, I never left the financial system for more than 40 years. Starting from the grassroots level, he has been holding key leadership positions in different enterprises or industries. In this sense, these experiences no longer belong to individuals, but are an indispensable period in the long historical process of reform and development of the Agricultural Bank of China and China's insurance industry. Therefore, doing a good job in this work is not only a kind of respect and responsibility for the cause I am engaged in, but also an explanation and summary of the individual. ”
In November 2018, Insurance Research, the journal of the Insurance Institute of China, organized a special issue to commemorate the 40th anniversary of reform and opening up, and interviewed Ma Yongwei, the former chairman of the China Insurance Regulatory Commission. After the manuscript was completed, Ma Yongwei invited the editor to his home for face-to-face communication, and carefully revised the manuscript in person, which is one of the pages.
