The 2024 "Data Element ×" Competition in Jiangsu Province will be organized by the Nanjing Municipal Data Bureau and the Xuanwu District People's Government, and will be undertaken by the Jiangsu International Data Port.

With the theme of "Data Empowerment, Multiplier", the event will launch a live roadshow in the final stage on September 13. A total of 19 teams (one of which abstained) entered the on-site final judging stage. According to the order of the lottery, each participating team will conduct on-site roadshow demonstrations in turn, detailing the technical characteristics, application scenarios, implementation effects and future prospects of their respective projects. Seven judges, including experts, scholars and technical leaders from enterprises and institutions, scientific research institutes, colleges and universities, etc., will be scored with reference to the evaluation standards.

Why is the event held in Nanjing? In recent years, Nanjing has been at the forefront of smart city construction, improving the efficiency of urban governance through advanced technologies such as big data, cloud computing, and artificial intelligence. The Interim Measures for Promoting the "One Network and Unified Management" of Urban Operation in Nanjing, which came into effect on March 1, 2023, is the first relevant regulation in the country to be promulgated in the form of a government order. The Nanjing Municipal Data Bureau has taken the lead in promoting the "one network unified management" work system, and has built a network with full coverage of the city's digital governance centers at the city, district, and sub-district levels, and built smart application scenarios in multiple fields such as smart government affairs, smart transportation, and smart environmental protection.

Walking into the Nanjing Urban Digital Governance Center, a huge command screen came into view. This is a "big data net" that beats in real time. Real-time data on the city's population flow, economy, transportation, water and electricity security, etc., can be retrieved at any time. Gu Ying, deputy director of the center, introduced that Nanjing's "one network unified management" integrated platform docked 311 index data from 30 departments, with a total data volume of 10 billion; Access to more than 20 million video resources in the city, forming more than 30 theme application scenarios, and "one-screen perception" of the city's operation situation. Exploring a new model of deep integration of data elements and urban governance, Guangdong is also in action. After nearly three months of competition, the final of the urban governance track of the Guangdong branch of the 2024 "Data Element ×" competition was held in Bao'an, Shenzhen in September, and 20 teams from 181 projects in the province's urban governance track competed on the same stage.

"Bao'an is at the forefront of the country in the field of urban governance", commented a number of experts and guests during the competition. In recent years, in Guangdong, which has a high population density and sufficient economic momentum, in the Guangdong-Hong Kong-Macao Greater Bay Area, which has a large population and a high degree of openness, and Bao'an, which is a large industrial and populous area of Shenzhen, has actively explored the deep integration of digital technology and data elements into urban governance, and a number of excellent practices and advanced experiences have emerged, so as to continue to explore a new way of governance that conforms to the characteristics and laws of super-large cities.

"Back in 2018, we started the exploration of block data." Jia Zelu, chief engineer of Bao'an District Government Service and Data Management Bureau, said that data refers to the data of a certain industry, field or government department that is strung together in a chain. Block data is the sum of various types of data involving people, places, enterprises, and things in a physical space or administrative area. After 6 years of exploration, Bao'an block data has been upgraded to version 3.0, and more than 90 business models of business data have been formed to achieve normal operation, and intelligent applications such as multi-modal large model questioning, government questioning and retrieval have been carried out simultaneously.

After fierce competition, the track produced a total of 2 first prizes, 3 second prizes, and 5 third prizes.

With the acceleration of urbanization, the complexity and diversity of urban management have increased significantly. For example, how to solve many challenges such as cross-domain data silos, difficult data integration, and insufficient intelligent services?

The project led by the International College of Chinese University (Suzhou Research Institute) - "Jiangsu One Network Intelligent Governance: Cross-domain Data Governance and Index Monitoring Platform for Smart City Management" won the first prize of the urban governance track in Jiangsu Division. The project aims to build a cross-domain data governance and index monitoring platform for smart city management for industries such as urban management and public services, and improve the efficiency of urban management and enhance the ability of intelligent data services through cross-domain data integration and data governance technology. At the same time, a multi-level and multi-dimensional quantitative assessment of the city's governance status is carried out.

In the land of southern Guangdong, the organizing committee of the "urban governance" track set up a total of 5 competition questions, including data-empowered urban scientific decision-making and management, production and living space governance, and the participating projects covered digital twins, grassroots governance, artificial intelligence, spatio-temporal data and other fields. The first prize, second prize and excellence award will be awarded, and a number of projects will be recommended to advance to the national finals.

Fengtu Technology's project "Digital Intelligence Integration Virtual and Real Symbiosis, Helping Grassroots Governance Improve Quality and Efficiency" puts forward the concept of "data into blocks and entities into grids", builds a set of digital twin base boards for urban governance, and establishes a set of urban data element systems. Taiji Digital Intelligence's project "High-quality Integration of Public Big Data· Empowering Virtual Park Services· Improving the Business Environment" is mainly based on pro-Qing government and enterprise services and virtual park services in Bao'an District, and is currently in mature operation. Up to now, the project has accumulated 1,860,100 users, and more than 90,000 times of precise policy delivery has been realized.

There are still many challenges in empowering urban governance with data elements

"Data elements help urban governance and further improve the efficiency and scientificity of government management." Xu Miaomiao, director of the Data Element Research Center of CCID Industry and Information Technology Research Institute (Group) Sichuan Co., Ltd., said that through the real-time monitoring and analysis of data from urban traffic flow, public safety, industrial and commercial administration, city managers can have a more comprehensive and accurate understanding of the city's operation status.

In the opinion of experts, the application of data elements in urban governance requires the collection and storage of a large amount of data and information, and once there are technical vulnerabilities, it will threaten public information security and increase the cost of urban governance. Especially in the context of urban digital transformation, there are more and more cross-industry and cross-agency exchange and transmission of various types of data, and the boundaries between data are becoming more and more blurred, and the data compliance supervision mechanism needs to be further improved.

In response to the problem, the industry called for a sound data sharing and coordination mechanism. From the perspective of urban governance, to break the "fragmentation" of data, continue to promote data sharing, scientifically formulate a data sharing mechanism within and between government departments, and formulate sharing standards for industry data and government affairs data.
