The article says: As the mainland has unprecedentedly stepped into the center of the world stage, the threats and challenges facing the security of the mainland countries have become increasingly severe and complex, and it is all the more necessary for the support and cooperation of the broad masses of the people to fight a people's war to safeguard national security. At the same time, the investigation and inquiry of state security organs, which appeared mostly in propaganda reports, warning education, and covert front-themed film and television works in the past, have also appeared more and more realistically around everyone.
Under what circumstances will the state security organs notify citizens to cooperate with the investigation? How to properly respond to the investigation requirements of the national security organs?
National security calls to enforce the law in accordance with the law
- Inquiries. When law enforcement personnel of state security organs perform their duties in accordance with law, they may inquire about relevant circumstances with relevant individuals and organizations upon presentation of their people's police or investigation credentials. As needed, upon approval by the responsible person for the state security organ's case-handling department, a written notice of inquiry may be issued. The inquiry may be conducted on-site, or at the unit, residence, or other location agreed upon by the person being questioned. When necessary, the person being questioned may be notified in writing, by telephone, or on the spot, to go to the state security organs to receive questioning.
- Questioning witnesses. State security organs may question witnesses as needed to handle criminal cases endangering national security. The questioning of witnesses may be conducted at the scene, or at the witness's unit, residence, or location proposed by the witness. When questioning witnesses at the scene, investigators shall present their people's police ID or investigation permits. When questioning witnesses at the witness's unit, residence, or location proposed by the witness, a written notice of questioning shall be drafted with the approval of the responsible person for the case-handling department. When necessary, witnesses may be notified in writing, by telephone, or on the spot to provide testimony to the state security organs.
Cooperate with the investigation and fulfill the obligations
Citizens of the People's Republic of China have the obligation to safeguard the security, honor and interests of the state, and must not engage in acts that endanger the security, honor and interests of the state.
National security work has a bearing on the country's development and stability and the vital interests of the masses. Behind the seemingly simple phone calls of the state security organs, in fact, there is a fierce confrontation between the hidden fronts.
In the face of the state security organs' investigative requests, the parties must not refuse without a legitimate reason, and shall also actively cooperate with the state security organs' investigation and evidence collection after the appointment. When state security organs investigate and learn about the circumstances of the case and collect evidence involved in the case, the relevant individuals and organizations shall truthfully provide it, and lawfully preserve the relevant state secrets and work secrets.
Reminder from the state security organs
The National Security Law of the People's Republic of China stipulates that citizens and organizations shall fulfill their obligations to safeguard national security, including providing necessary support and assistance to state security organs, public security organs and relevant military organs.
The "Counter-espionage Law of the People's Republic of China" stipulates that anyone who deliberately obstructs the state security organs from carrying out their tasks in accordance with the law, or who knowingly knows that others have committed espionage crimes, and refuses to provide them when the state security organs investigate relevant circumstances and collect relevant evidence from them, constitutes a crime, shall be investigated for criminal responsibility in accordance with law; where a crime is not constituted, the state security organs are to give a warning or give up to 10 days of administrative detention, and may concurrently impose a fine of up to 30,000 RMB.
At the same time, the general public is requested to keep their eyes open, and if they encounter fraudulent use of the identity of a cadre or police officer of a state security organ to deceive, they can report through official channels such as the 12339 national security organ report acceptance telephone number or the Ministry of State Security's WeChat official account report acceptance channel; Where there might be abuse of authority or other illegal conduct by individual state security organ staff, oversight may be conducted through the state security organs' oversight and reporting platform.
