The work of the state security organs found that a certain overseas company, Company A, illegally carried out geographic information surveying and mapping activities in the mainland under the cover of carrying out research on intelligent driving of automobiles through cooperation with Company B, which has surveying and mapping qualifications in the mainland.
According to the announcement, Company A is a contractor for a project in a key sensitive area of a certain country, and according to the Surveying and Mapping Law of the People's Republic of China, it does not have the qualifications to carry out geographic information surveying and mapping activities in the mainland alone. In order to circumvent the supervision of the mainland industry authorities, the company outsourced the project many times on the grounds of automotive intelligent driving research, and finally entrusted a domestic company B with surveying and mapping qualifications to implement it. Driven by the temptation of economic interests, Company B has completely become a marionette of Company A, and its surveying and mapping qualifications have played a cover role for Company A to illegally obtain surveying and mapping data in China.
According to the laws and regulations of the mainland, the original data of surveying and mapping geographic information may involve high-precision measurement information such as military important places and key departments, and there is a risk that it will be used abroad to mark China's key core parts. In order to ensure the safety and controllability of the original data in the process of surveying and mapping, the People's Republic of China Surveying and Mapping Law and the Regulations on the Management of People's Republic of China Surveying and Mapping Results have special detailed provisions, requiring surveying and mapping entities to strictly implement the responsibility of data confidentiality management in addition to having surveying and mapping qualifications.
After identification, many of the data collected by Company A were state secrets. In this case, Company B ignored the relevant regulations and requirements of the surveying and mapping industry when carrying out surveying and mapping activities, and allowed the overseas enterprise to control the flow of data, resulting in the uncontrolled transmission of original surveying and mapping data. In response to the above situation, the state security organs, together with relevant departments, have carried out joint law enforcement activities. The enterprises involved and the relevant responsible personnel have been prosecuted by law.
Coincidentally, the WeChat public account of the China Cyberspace Security Association issued a document on the 16th disclosing the frequent occurrence of security vulnerabilities in Intel products, poor reliability, monitoring users, and secret backdoors, "It is recommended to start a network security review."
