The Policy Address, with the theme of "Reform and Development for the People's Livelihood and Building a Better Future", has sparked heated discussions among people from all walks of life in Hong Kong, who believe that the Policy Address demonstrates the HKSAR Government's determination to carry out reforms and its commitment to benefiting the people.

Choi Guanshen, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and President of the Chinese General Chamber of Commerce, believes that the content of the policy address is comprehensive, especially in deepening the development of advantageous industries such as finance, shipping, innovation and technology. The Policy Address emphasises the need to pursue continuous progress, uphold integrity and innovation, plan for reform in the light of local conditions, and strengthen co-operation with the Mainland, especially the Guangdong-Hong Kong-Macao Greater Bay Area, so as to help Hong Kong cope with various challenges more flexibly and explore new opportunities for broader development.
Fok Kai-kong, a Hong Kong deputy to the National People's Congress and a member of the Legislative Council of the Hong Kong Special Administrative Region, said that the Policy Address implements the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) and proposes a number of innovative policies in terms of economic development and people's livelihood and well-being, so as to increase the happiness of the public. This Policy Address has a lot of information on sports, which is good news for the sports sector, and the relevant policies can promote the better development of sports and the sports industry in Hong Kong in a more practical way.
Cheung Zuojiao, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and an executive committee member of the All-China Women's Federation, said that the new Policy Address proposes a number of targeted measures to consolidate and enhance Hong Kong's status as an international financial, shipping and trade centre, such as promoting the development of an international gold trading centre and a commodity trading ecosystem, which is believed to promote the diversified and innovative development of Hong Kong's economy. Mr Joseph Chan, Member of the Legislative Council of the Hong Kong Special Administrative Region (HKSAR) and Chairman of the Hong Kong Productivity Council, said that Chief Executive John Lee had visited HKPC earlier to learn more about the achievements of the HKPC in implementing new industrialisation. The Bureau fully supports and cooperates with the work of the Policy Address in developing the economy and implementing the development of innovation and technology, and welcomes the establishment of the Hong Kong New Industrial Development Alliance by the HKSAR Government to build a platform for Hong Kong's new industrial co-operation, facilitate the upgrading and transformation of traditional industries and nurture emerging industries.
Referring to the establishment of a "Working Group on the Development of Tourism Hotspots" chaired by the Deputy Chief Secretary for Administration of the Hong Kong Special Administrative Region (HKSAR), the Chairman of the Hong Kong Tourism Board (HKTB), Mr Pang Yiu-kai, said that he would fully support the relevant recommendations of the Policy Address to nurture and expand tourism projects with Hong Kong characteristics, explore diversified source markets and enhance the competitiveness of Hong Kong's tourism industry. The HKTB will also continue to cooperate with the Mega Events Co-ordination Group led by the Deputy Financial Secretary to assume the role of the "first point of contact" for major events.
The Hong Kong Jockey Club (HKJC) said it welcomed the Policy Address's proposal to actively promote horse racing tourism. Horse racing in Hong Kong has always been an important symbol of Hong Kong's successful implementation of "One Country, Two Systems" and has always made important contributions to Hong Kong's economic and people's livelihood development. In the 2023/24 season, the Club welcomed 93,000 visitors. In the first two months of the season, more than 27,000 visitors visited the racecourse. The Club will actively collaborate with the HKTB and the Tourism Commission of the HKSAR Government to take horse racing tourism forward.

The Chinese Friendship Association of Hong Kong said that the Policy Address showed the characteristics of strong policy principles, high policy continuity, and frequent new recruitment.
