According to the recruitment brochure issued by the State Civil Service Bureau, 39,700 people are planned to be recruited in this national examination. Among them, 26,700 college graduates are planned to be recruited this year, and more than 3,000 people will be recruited.
In terms of the registration conditions for the 2025 national examination, the national examination clarifies that the age conditions for applying for the examination are over 18 years old and under 35 years old (born between October 1988 and October 2006).
At the same time, the announcement of the national examination also proposes that it will be relaxed to under the age of 40 (born after October 1983).
According to the data of Zhonggong Education, the scale of recruitment in the national examination has been "expanded" for seven consecutive years.
In 2025, the recruitment of the national examination will continue to enrich and stabilize the grassroots forces, and 27,500 plans will be added to the directly affiliated institutions at the county (district) level and below, accounting for nearly seventy percent of the total number, and the positions below the county level are mainly concentrated in the front-line grassroots positions.

Graduates of ordinary colleges and universities who are uniformly enrolled by the state and who have not secured a job unit when they leave school or during the career selection period (the state stipulates that the career selection period is two years) may be treated as fresh college graduates, if their household registration, files, and organizational relationships are still retained in the original school from which they graduated, or if they are retained in the departments in charge of graduate employment at all levels (graduate employment guidance service centers), talent exchange service agencies at all levels, and public employment service institutions at all levels.
For the positions applied for by those who have returned from studying abroad, the State Civil Service Bureau also explained-
Returnees can apply for eligible positions according to their own situation.
Among them, from January 1, 2023 to the interview, those who have obtained a foreign degree and completed the academic certification of the education department, and have not confirmed their work unit, can apply for positions that only fresh college graduates are allowed to apply for.

The main force of recruitment for the 2025 national examination comes from the tax system, and it is planned to recruit about 23,000 people, accounting for about 58% of the total number of recruits.
In addition to the tax system, the number of recruits from law enforcement agencies such as customs, financial supervision, and railway public security is also considerable, among which the financial regulatory departments have made greater efforts to "expand" this year, recruiting 2,440 people, an increase of 780 people compared with last year, an increase of 47%.
This year, the recruitment volume of administrative law enforcement positions once again topped the list, with 29,813 recruits and 14,341 positions, accounting for 75.06% and 68.91% respectively, a slight decrease compared with last year.
Li Qian, an expert from the Research Institute of Zhonggong Education Headquarters, mentioned that the largest expansion this year is the comprehensive management positions at the municipal (prefecture) level and below, and the number of people and positions has increased compared with last year, accounting for an increase of two to three percentage points.
In order to promote the employment of college graduates, 26,700 plans to recruit fresh college graduates in this national examination, accounting for about 67% of the total number of recruits, slightly higher than last year. Among them, some positions are limited to 2025 college graduates, and some positions require college graduates.
This means that the latter is not only limited to fresh graduates in 2025, but also qualified college graduates in 2023 and 2024.
At the same time, those who have no work experience before participating in the service grassroots project can apply for positions that are only allowed to be applied for by fresh college graduates within 2 years after the expiration of the service period and passing the assessment.
In 2025, the requirements for grassroots work experience in the national examination are still relatively broad, and positions that do not limit work experience still account for a large proportion, with a total of 34,041 people and 17,559 positions, accounting for 85.70% of the total number and 84.38% of the total number of positions, which is basically the same as last year.
A "Political Theory" section has been added to the test

In terms of the content of the inspection, the announcement of the 2025 national examination mentioned for the first time that "the 'political theory' part of the administrative vocational aptitude test subject will be added, focusing on the ability to use the party's innovation theory to guide analysis and solve problems".
In addition, some recruitment agencies have tested and evaluated the professional ability of candidates, and 13 departments have organized written examinations for professional subjects in the written examination stage, an increase of 4 departments over last year;
Forty-eight departments organized professional aptitude tests at the interview stage, an increase of eight departments over last year.
The Institute of Party History and Literature of the Central Committee of the Communist Party of China, the Ministry of Education, the Ministry of Science and Technology and other departments have plans to recruit "small languages", which require written tests of foreign language proficiency, mainly concentrated in the financial regulatory system, the China Securities Regulatory Commission, the people's police positions of public security organs, and 8 non-lingua franca positions.
