"Cancellation", "no more enforcement", "no more setting", "no more notification", since the evening of October 16, the Supreme People's Procuratorate's measures to reduce the burden on the grassroots have been widely spread in the social space, especially in the circle of friends of legal people.
On October 15 and 16, the Supreme People's Procuratorate convened a meeting of the procuratorial committee (enlarged) and a meeting of the party group to study measures to strengthen and improve procuratorial management and reduce the burden on the grassroots. The Supreme People's Procuratorate has decided to abolish all unnecessary, inappropriate, and unreasonable evaluations of procuratorial organs at all levels, especially grassroots procuratorial organs, to no longer implement the procuratorial business evaluation index system, no longer to set up evaluation indicators such as various types of notification values, and no longer to rank and report operational data in various localities, so as to effectively and truly shift procuratorial management from simple data management to pay more attention to operational management, case management, and quality management.

The purpose of reducing the burden is to correct the erroneous view of political achievements and to correct formalism.
The Third Plenary Session of the 20 th CPC Central Committee clearly stated that the total amount of supervision, inspection, and assessment at the grassroots level should be strictly controlled, and great efforts should be made to solve the problem of excessive frequency and excessive burden. Subsequently, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Several Provisions on Rectifying Formalism and Reducing the Burden on the Grassroots", requiring that the assessment should be simplified, the assessment indicators should be reduced, and the assessment should not be increased layer by layer, and the assessment should not be carried out in disguised form in the form of notification rankings. The Supreme People's Procuratorate, as the highest legal supervision organ of the state, has played a leading role in promoting the work of reducing burdens. The relevant measures proposed this time are aimed at improving the long-term mechanism for reducing the burden on the grassroots, which is not a "short-term goal", but the establishment of a long-term mechanism, and the establishment and practice of a correct view of political performance in the national procuratorial system.
First of all, the Supreme People's Procuratorate has taken the lead in reducing the burden, reflecting the attitude of seeking truth from facts.
China has a vast territory, and there are huge differences in the level of economic and social development in different localities, and the content and quantity of procuratorial work in various localities may also vary greatly, so it is highly summarized in the complex procuratorial work into several sets of abstract figures, and "using a set of indicators, a standard, and a set of data to measure and evaluate the performance of procuratorial duties in various localities is neither scientific, nor comprehensive, nor reasonable, and does not conform to the party's fundamental ideological line of seeking truth from facts."

"Abolishing" unnecessary, inappropriate, and unreasonable evaluations does not mean that we are lax, but it just shows that we need to focus our procuratorial work on each specific case and handle each case with high quality, rather than blindly pursuing abstract "digital prosperity". The purpose of reducing the burden is to ensure that the majority of procuratorial personnel are not trapped by data and not burdened by evaluations, and to allow procuratorial work to focus on their own duties and judicial fairness, so as to better meet the public's expectations for fairness and justice.
In fact, it is through specific cases that the public feels the warmth of justice and the power of the people's procuratorate: have lawbreakers and criminals been brought to justice? When they encounter injustice, can the procuratorial organs supervise and correct them in accordance with the law? …… The Supreme People's Procuratorate particularly emphasized that after the burden is reduced, it is necessary to focus attention and main energy on handling every case and every link of the case with high quality and efficiency. Because "every case" carries countless "you and me" expectations for fairness and justice.
The Supreme People's Procuratorate has taken the lead in making up its mind to correct outstanding problems such as improper evaluations in procuratorial management, and has scientifically arranged evaluation standards so as to reduce the burden on the grassroots units so that they can handle cases without distractions and perform their duties. It is necessary to use the fairness and justice of "every case" to evaluate procuratorial work, rather than using abstract numerical rankings.
