Tan Anfeng was well aware of the enemy's strength and deployment, mainly due to the fact that the CPC Tian'e County Party organization attached great importance to carrying out united front and plotting counter-insurgency work. The CPC Tian'e County party organization has relatively mature experience in carrying out the united front and plotting against the enemy, and this is also the strength of the CPC Tian'e County party organization. Since 1930, the TIAN'e County Party organization has achieved remarkable results in using social relations to send people to infiltrate the Kuomintang government or plot against Kuomintang government personnel and collect enemy intelligence.
In October 1930, when the Red Seventh and Red Eighth Armies marched north through the border of Tian'e County, the underground party organization in Tian'e County cooperated with the Political Department of the Red Seventh and Red Eighth Armies to actively publicize the patriotic united front, calling on local upper-level figures to abandon the dark and surrender to the light and jointly resist domestic reactionaries and imperialism. In 1932, the Cpc Qianguibian Party Organization sent military commissar Wei Guoying, propaganda commissioner Ya Yuan, and communist Party member Wei Mingsan to the deck village to do xie haiqing (Xie Haiqing was a native of the deck village of Sanbao Township, Tian'e County, and had been an official to the battalion commander of the Guangxi warlord Lu Rongting's department, leading troops stationed in the area around the three fort decks) to try to prevent him from opposing the Red Army.
In 1932, after the establishment of the Qianguibian Revolutionary Committee of the CPC in Shitun, Tian'elin, Huang Juping, secretary of the Cpc Committee, brought more than 20 people, including Huang Boyao, Ya Yongping, and Huang Hongteng, to Guizhou Province to do the united front work of Chen Xiuqing, a local powerful faction, prompting Chen Xiuqing to dare to stand up against the successive county magistrates of the Kuomintang Luodian County Government. Whenever the Tian'e County militia attacked to update the guerrillas, Wu Jingcong and Zhao Fajian provided information to the guerrillas, informing them of the offensive route so that the guerrillas could organize forces to counterattack in a timely manner. Unfortunately, the matter was reported by Kwong Shifang, and Wu Jingcong was killed by the commander of the Guixi Military and Political District in Huangjiang Village, Nandan County.

After the meeting, the commanders of all walks of life immediately rushed back to their respective garrisons, conveyed the spirit of the Zetian military conference, and led the team to travel more than seventy miles overnight, and rushed to Naqiao Village at 5 a.m. on the 5th to assemble.
After the troops arrived at Naqiao Village, Wei Shaoxi, commander of the former pro-democracy movement regiment, and Deputy Regiment commander Wei Fengzhang immediately led the comrades of the former pro-democracy movement regiment to mobilize the masses to make preparations for the pre-support. Qin Shixin, born in 1906, zhuang ethnicity, originally from Jiangxu Township, Wangang County (now Bama County) Jiankang Village. In 1926, he defected to the revolution and participated in the peasant movement training center opened by Yan Min and Yu Shaojie in the city of Enlong County (now Part of Tiandong County). After graduating in April 1927, he was transferred to the Xishan base area to work. In August 1929, Chen Hongtao, the leader of the Youjiang Committee of the Communist Party of China, went to Yuewei District to guide the work and introduced Qin Shixin to join the Communist Party of China. In March 1931, he changed his name to Tan Ping and Tang Gao and went to Nama, Guode, Xiangdu and other counties to engage in underground liaison work. In 1937, the party organization sent him to Wangang, Donglan, Fengshan and other counties to carry out underground activities. In 1939, according to the instructions of the Donglan Central County Party Committee, he changed his name to Tang Suzhong, and with the open occupation of engraving private seals, practicing medicine, and selling Chinese herbal medicine, he went to Xinxin Township in Tian'e County to carry out underground work, and since then he has taken root in Xinxin Street. In February 1940, he was recommended by Huang Cunzhong, the mayor of the Kuomintang Renewal Township, to work as a teacher at the National Renewal Center. From August 1940 to August 1941, he was transferred to Laopeng Township Central Primary School to teach. Because of huang Cunzhong's trust and recommendation, from August 1941 to 1947, he successively served as a clerk in the Xinxin Township Office, the director of the Field Endowment Collection Office, the deputy township chief, and the acting township chief. During his tenure as deputy township chief and acting township chief, he protected many underground Communist Party cadres such as Zhao Shitong and Huang Zhaomin. Qin Shixin had a good personal relationship with Zhang Jinxian during his time in Xinxin Township. In July 1947, his true identity was discovered by the enemy, and when the enemy was about to arrest him, fortunately, the villagers reported that he was able to escape from danger. In September 1949, Qin Shixin joined the Update Guerrillas.
Qin Shixin's letter to Zhang Jinxian was to the effect that the whole country had been liberated, the People's Republic of China had been established in October 1949, chiang kai-shek's regime had collapsed, and Chiang Kai-shek and Bai Chongxi had retreated to Taiwan. Most of Guangxi was already under the control of the revolutionary regime. Facts have proved that you have no hope, and that you will continue to fight for the Kuomintang and continue to confront the people's armed forces, but you are making senseless sacrifices. Entrusted by the Tian'e County Working Committee, the Tian'e County Provisional People's Government, and the Tian'e County People's Armed Forces, I also give you advice in the light of your and my reasons, and I hope that you will immediately order your subordinates to stop resisting, protect weapons and ammunition, and carry out organized surrender. After Zhang Jinxian received the letter of persuasion written to him by Qin Shixin, he was very conflicted in his heart, and he felt that under the situation that the General Trend of the Kuomintang had gone, it was absolutely impossible to save the defeat with only a few hundred guns.
Zhang Jinxian also remembered that last autumn, underground party leader Wei Guoying had written to him and Yao Guanghua, the township chief of Qiaotou Township, to publicize the situation of the national liberation war and persuade them to surrender.
In the autumn of 1949, Wei Guoying, former commander of the Sixty-third Regiment of the Seventh Red Army and leader of the Qiaotou Underground Party, wrote a letter to Zhang Jinxian, the county magistrate of Tian'e County, and Yao Guanghua, the township chief of Qiaotou Township, in accordance with the instructions of Huang Juping, secretary of the Donglan County CPC Committee, to persuade him to surrender. Zhang Jinxian wrote back to Wei Guoying saying that he was willing to surrender, but because Mo Shujie, commander of the Northwest Guizhou Military and Political Region, sent two security companies to supervise the county government, it was inconvenient to move, and it was necessary to wait for the opportunity. In November of the same year, Wei Guoying, Wei Gan, and Wei Wuneng secretly went to Lao Peng's Zhangjiamadong to meet with Zhang Jinxian and preach to him that the People's Liberation Army had crossed the river and entered the excellent situation in Guangxi, hoping that he would make a decisive decision and abandon the dark and turn to the light.
Zhang Jinxian knew that after more than a month, the guerrillas attacked Changgangling and Laopeng Street, which was just to exert military pressure on him and force him to submit. If he continues to drag out the matter of surrender, I am afraid that he will only be eliminated by the guerrillas. Moreover, Zhang Jinxian recently learned from the news from Nandan that Mo Shujie, commander of the Northwest Gui Military and Political Region Headquarters stationed in Luoteng Village, Nandan, had secretly sent people to Hechi to negotiate surrender with the People's Liberation Army. However, the authenticity of this news is unknown to Zhang Jinxian. Therefore, Zhang Jinxian decided to sit back and observe for a while before making a decision on the matter of surrender.
The next day, on January 10, 1950, Mo Shujie, commander of the Northwest Guizhou Military and Political District Headquarters, sent deputy commander Huang Hanting, chief of staff Zhou Jing, and others to Hechi to set off for peace talks with the PLA, and on the same day that they sent telegrams, telephone calls, and letters to Chen Youshan, commissioner of the Yishan Special Region, who was entrenched in Libo, Guizhou, Lin Tuxuan, governor of Tianhe County, and Zhang Jinxian, county magistrate of Tian'e County, to inform them of the decision of the Northwest Guizhou Military and Political District Headquarters to formally send people to Hechi to sign a peace reorganization agreement with the PLA. He also ordered them to lead their troops to Jinchengjiang or Yishan to receive the adaptation.
After Zhang Jinxian received a telegram from the Headquarters of the Northwest Gui Military and Political Region, he knew that the general trend had indeed gone, and he would not surrender any more, but could only take the crash plane and commit suicide.

Zhang Jinxian summoned Yang Rongsheng, the township chief of Laopeng Township, and asked him to serve as a plenipotentiary representative to take people to the guerrilla-controlled Wufu Village to negotiate with the guerrilla leaders Huang Jiezhang, Ya Meijin, Wei Mingying, Huang Guangting, and other leaders. In the course of the negotiations, the guerrillas put forward five main conditions: First, before the teams, personnel, weapons, equipment, and other military materials to which Zhang Jinxian and Tian Liankuan belonged, Zhang Jinxian and Tian Liankuan were responsible for making records and registering them, and they were not allowed to secretly store, transfer, or sell them, and they were to be collected in a centralized manner at the time and place specified by the guerrillas; second, they were transferred to the Tian'e County political power at the time and place prescribed by the guerrillas. The archives and public property of successive governments managed before the transfer shall not be spread, burned, or secretly stored; Article 3, the officials under the Tian'e County Government shall be concentrated in the county seat for later training and shall not abscond with a gun or engage in various sabotage activities, and those who violate the law shall be severely punished; Article 4, the above three articles shall be implemented by the county magistrate Zhang Jinxian and shall not violate the order; Article 5, the agreement shall take effect after being signed by both parties on January 12, 1950. After two days of negotiations, the five conditions put forward by the guerrillas were accepted by Yang Rongsheng and signed the agreement.
On 13 January, the two sides withdrew from their positions around Changgangling, Zhangjiatuo, and Laopeng. The Tian'e County Independent Brigade gathered in Na Hin Village for recuperation.
On January 14, 1950, Zhang Jinxian immediately read a telegram to his subordinates after receiving the official acceptance of the plausible reorganization of the People's Liberation Army by the Headquarters of the Northwest Guizhou Military and Political Region. After arranging to maintain public order in the county, he invited Huang Jingfen, deputy commander of the militia regiment, to arrive at the headquarters of the Huangdonghu Regiment of the 112th Division of the People's Liberation Army in Xiaochang, Nandan, on January 16. After listening to his explanations, the regimental headquarters decided to send more than 180 people from the Second and Sixth Companies led by Yang Fujiang, battalion commander Yang Fujiang and Instructor Gu Hanguo, to march into Tian'e.
At the same time, the Tian'e County Independent Brigade was still responsible for garrisoning the front lines of Pingla, Guihua, and Taipingshan to monitor the activities of the Kuomintang Tian'e County military and police. The Fourth Squadron of the Donglan County Brigade sent a squad (a cadre fighter from Tian'e Qiaotou) to Nandan County to meet the People's Liberation Army. On January 19, the troops led by Yang Fujiang's battalion commander arrived at the sixth platoon in Tian'e County. On the 20th, accompanied by the guerrillas, the troops did not bloodshed and entered Xiangyang, the county seat of Tian'e County. When the People's Liberation Army and guerrillas entered Tian'e County, they were greeted by the local masses and the former Kuomintang government officials in Tian'e County.
On January 20, the Tian'e County Working Committee of the Communist Party of China and the Provisional People's Government of Tian'e County held a military-civilian congress on Xiangyang Street to announce the peaceful liberation of Tian'e County. Then it was announced that the Tian'e County Takeover Committee would be established, with Tan Anfeng as the director and Lu Minghua as the deputy director.
