For Shanghai, which is comprehensively promoting the digital transformation of the city and striving to build an international digital capital, the 14th Five-Year Plan is a key stage of digital transformation. The municipal government press conference held yesterday introduced the newly compiled and released "Shanghai Municipal 14th Five-Year Plan for Comprehensively Promoting Urban Digital Transformation" (hereinafter referred to as the "Planning").

According to the Plan, by 2025, Shanghai will build "20 new" in the three major fields of economy, life and governance, and help comprehensively promote the digital transformation of the city and achieve remarkable results.

Establish 1 overall goal and 16 specific indicators

Comprehensively promoting the digital transformation of the city is related to the overall and long-term development of Shanghai. During the "13th Five-Year Plan" period, Shanghai took the lead in building a "double gigabit broadband city", with a leading level of public data openness in China, rich digital application scenarios, full of innovation vitality, and digital rules first tried. In the preparation of the Plan, Shanghai's overall advantages in digital transformation have been fully considered.

The "14th Five-Year Plan" period is a key stage to promote Shanghai as a whole into the digital era and comprehensively build a new form and strategic advantages of the future city. In accordance with the requirements of "overall transformation, all-round empowerment, and revolutionary reshaping", the "Planning" systematically plans process reengineering and rule reconstruction, grasps the three major elements such as digital base, intelligent hub, regulation and security, focuses on the three key areas of economy, life and governance, and accelerates the creation of new scenes and shapes a new pattern.

According to the Plan, during the 14th Five-Year Plan period, Shanghai established a "1+4" target system for urban digital transformation. "1" is the overall goal, that is, by 2025, Shanghai will achieve remarkable results in comprehensively promoting the digital transformation of the city, and the construction of an international digital city will form a basic framework. "4" represents 16 specific indicators in the four aspects of economy, life, governance, and base. For example: in the economic field, by 2025, it is necessary to achieve the digital transformation of 80% of the manufacturing enterprises on the regulations and build 200 benchmark intelligent factories; in the field of life, create 100 benchmarking scenarios and build 50 digital transformation demonstration hospitals; in the field of governance, the proportion of government services "One Netcom Office" online affairs will reach 80%, and the number of benchmarking scenarios such as "efficiently accomplishing one thing" and "efficiently disposing of one thing" will reach 50 and 35 respectively; in terms of digital bases, In the next five years, more than 100 million IoT sensing terminals will be built and 1.5 billion pieces of public data will be opened.

Implement six major projects and 20 key tasks

Combined with the five development goals of urban digital transformation, the "Planning" proposes a "1+3+6" task system, which will plant "1" "new bases" for digital transformation in Shanghai and implement 20 key tasks in the "3" key areas of economy, life and governance. In addition, Shanghai will also focus on key links such as "digital value improvement, digital technology source, digital base empowerment, digital rule leadership, application scenario co-construction, transformation benchmarking demonstration" and implement "6" projects.

The "new base" of digital transformation includes not only infrastructure, but also the digital public supply of software and hardware collaboration. The "Planning" proposes that while building and improving the "Artificial Intelligence Internet of Things" (AIoT) infrastructure, we should build a "data central system" for cities, create a "common technology empowerment platform for cities", and accelerate the evolution of urban forms to digital twins.

In the three fields of economy, life and governance, the "Plan" puts forward a total of 20 key tasks, which can be summarized as "20 new". There are "7 new" economic digital transformation, that is, the construction of "science and innovation ecology, new financial technology, new business formats, new shipping hubs, online new economy, new manufacturing models, and new agricultural outlook", focusing on creating a number of benchmarking enterprises.

The digital transformation of life involves "8 new", including "new health services, new trends in cultural tourism, new spaces for growth, new experiences for consumption, new homes for living, new models of support, new ways of travel, and new digital barrier-free environments", which will be closely embedded in daily life in the future. For example, the "New Space for Growth" focuses on the digitalization of education, and will build scenarios such as digital twin campuses, virtual shifts, and personalized homework. The "new way of travel" will realize "one map" for parking reservations, "one screen" for bus travel, and "one second pass" for three-code integration.

The digital transformation of governance includes "5 new", which will focus on "the new system of government services, the new resilience of urban operation, the new energy efficiency of economic supervision, the new effectiveness of social governance, and the new application of smart politics and law", etc., to carry out a series of scenarios to create and apply, so as to accelerate the transformation of institutional advantages into governance efficiency.

"Five New Cities" will build a "new benchmark for global transformation"

In order to better translate the above goals and tasks into reality, Shanghai has conducted in-depth thinking on how to implement the "Planning" and proposed to focus on the "four new" to accelerate the digital transformation of the city.

The first "new" is to consolidate the "new foundation" of digital transformation. According to reports, Shanghai will put more emphasis on data elements as the core in the future to improve the ability of data governance and application innovation. The "Planning" proposes to accelerate the development of the data element market, promote the open sharing of public data, and enhance the ability of the next generation of digital technology to fully stimulate the potential of data as a new production factor for urban development and release the "data dividend".

The second "new" is to strengthen the traction of the scene and meet the "new needs" of digital transformation. Shanghai has made it clear that digital transformation will highlight the "high frequency" and "urgent and difficult" problems that enterprises and citizens are generally concerned about as the traction, and adhere to the principle of "people-oriented, scene traction, and urgent use first". In order to better meet the needs of all parties, in the process of digital transformation, more emphasis will be placed on building a model of multi-subject participation, and explore the construction of application scenarios through "unveiling the leader".

The third "new" is to create a "new benchmarking area" for three major categories of digital transformation. The "Five New Cities" were positioned as the "Global Transformation Pilot Zone"; 7 parks, including Zhangjiang Digital Ecological Park, Yangpu "Changyang Xiu belt", and Shibei Digital Wisdom Ecological Park, were selected as the first batch of "characteristic transformation demonstration areas"; in addition, each district will also combine its own characteristics to create a number of "benchmark project pilot areas".

Digital transformation is inseparable from a sound security system. During the 14th Five-Year Plan period, Shanghai will focus on building a "new ecosystem" for digital transformation and improving the system, standards and policy systems. It is reported that within this year, the Shanghai Municipal Data Regulations are expected to be released; in addition, comprehensive legislation such as the Shanghai Municipal Regulations on the Promotion of Urban Digital Transformation and a number of special legislation are also being promoted.
