The three primary and secondary school projects involved a total investment of 336 million yuan. The bidders are Zhengzhou Zhengdong New District Education, Culture and Sports Bureau and Henan Zhengxin Engineering Construction Co., Ltd., and the bidding agency is Henan Lianchuang Engineering Cost Management Co., Ltd.
The construction sites are located in Zhengdong New District, Zhengzhou City. Among them, Yonghua Road Primary School in Zhengdong New District is located in the west of Jinxiu Road, south of Longhai Expressway, and north of Yonghua Road, with a design scale of 18 classes, a land area of 14308.58 square meters, and a construction area of 17544.23 square meters; the total estimated budget of the project is about 70 million yuan. Zhengdong New District Runfeng Primary School is located in Zhengzhou Runfeng Road North, Jingye Road West, Baisha Road South, construction area of 44441.34 square meters; the total estimated budget is about 106 million yuan. Zhengdong New District Runfeng Middle School is located in the north of Runfeng Road, the south of Baisha Road, the east of Jingye Road, the west of Tongde Road, with a land area of 48,000 square meters and a construction area of 63,485.38 square meters; the total estimated budget of the project is about 160 million yuan.
Bidder qualification requirements are attached
1 Qualification requirements: have independent legal person qualifications, provide a valid business license of enterprise legal person, have the qualification of general contracting of construction projects issued by the competent administrative department of construction, or above, and have a valid safety production license.
2 The proposed project manager requires: with the registration certificate of the first-class registered constructor of the construction engineering profession issued by the national construction administrative department (excluding the temporary certificate; registered in the bidder unit), with a valid safety production assessment certificate (B certificate); with the bidder has a labor contract relationship, participated in the social insurance of the unit; has the senior technical title of the engineering related major and does not have the project under construction and is being undertaken.
3 Technical person in charge qualification requirements: have a senior technical title related to engineering and no engineering projects under construction and are being undertaken.
4 Performance Requirements:
4.1 Corporate Performance Requirements: Bidders have construction performance in similar public building projects under construction or completed since October 1, 2018.
4.2 Project Manager Performance Requirements: Project Managers have completed construction performance of similar public building projects since October 1, 2016.
Remarks: 1, similar construction performance refers to: the construction performance of similar public building projects with a single contract amount of not less than 260 million yuan or a construction area of not less than 100,000 square meters; 2, the performance time is subject to the time of signing the contract; 3, the performance of the performance materials: the enterprise performance must provide the notice of winning the bid, the construction contract, the completion acceptance certification materials, and the project under construction does not need to provide the completion acceptance certification materials. The performance of the project manager must provide the notice of winning the bid, the construction contract, the completion (or delivery) acceptance report and a copy of the payment invoice corresponding to the contract (the invoice amount is not less than 70% of the total contract amount), and each invoice must be provided with a screenshot of the inspection page on the website of the national tax authority); the completion (or delivery) acceptance report must contain the acceptance opinions of the acceptance unit (at least including the five major entities of survey, design, supervision, construction, construction and construction units), the acceptance time and the signature of the relevant person in charge, and the official seal of the acceptance unit The notice of winning the bid, the contract and the acceptance report of completion (or delivery) shall reflect the name of the project manager and be consistent, if the name of the project manager displayed by the three is inconsistent, a valid change certificate material shall be provided; if one of the above performance certification materials is not met, the performance will not be recognized.
5 Financial requirements: The company has a good financial situation in the past three years, the finances are not in a state of being taken over and bankrupt, and there is sufficient financial capacity to complete the construction tasks of the bidding project (provide audited financial audit reports for three consecutive years in 2018, 2019 and 2020, with profits and no losses for three consecutive years; newly established companies after 2018 provide valid and complete financial audit reports from the year of establishment to 2020).
6 Credit requirements: In the past three years (from October 1, 2018 to the deadline for submission of bidding documents), there has not been ordered to stop production or business, no bidding qualifications have been cancelled, no property has been taken over, frozen and bankrupt, no has won the bid or seriously breached the contract or there have been safety production accidents, major project quality accidents and other issues, and has been suspended by the relevant departments in the bidding qualifications in the Zhengdong New Area and during the suspension period.
7 Other requirements:
3.7.1 The authorized principal, technical leader and project manager of the legal representative shall have proof that the bidder has paid social insurance for him for 6 consecutive months since June 2020 (the proof must be the original inquiry schedule issued by the local social security department and stamped with the seal of the social security department, or the individual or collective statement, or the overall payment list or individual payment schedule of the unit with the equivalent effect of the online query printed page, other proofs are invalid).
3.7.2 The person in charge of the unit is the same person or different units with holding and management relationships, and shall not participate in the bidding of this project at the same time [provide relevant materials for inquiry and printing in the "National Enterprise Credit Information Publicity System" and affix the official seal (which must include the basic information of the company, shareholder information and equity change information)].
