Just now, the General Office of the National Health Commission issued the Notice on Re-registration of Rural Doctors' Practice Certificates (hereinafter referred to as the "Notice"), requiring local health administrative departments at all levels to re-register the practice of village doctors who have obtained a rural doctor's practice certificate for 5 years.
After 5 years of renewal, rural doctors enter a new rotation period
On January 1, 2004, the Regulations on the Administration of rural doctors' practice (hereinafter referred to as the Regulations) came into effect. The "Regulations" clearly propose that China implements a registration system for rural doctors. According to the regulations, the rural doctor practice certificate is valid for 5 years, and after the expiration of the validity period, you must apply for practice and re-registration.
Taking the 5-year cycle as a cycle, in 2009 and 2013, the national health authorities issued the "Notice on Doing a Good Job in Re-registration of Rural Doctors' Practice Certificates".
In 2019, the rural doctor's practice certificate has been renewed for 5 years since 2013, and it needs to be renewed again in accordance with the provisions of the Regulations.

Article 10: The assessment of rural doctors includes two aspects: professional evaluation and professional ethics assessment.
Article 11 Business appraisal mainly includes:

(4) Other contents stipulated by provincial health administrative departments.
Article 12: Professional ethics assessments mainly include medical ethics and medical style. During the assessment process, the assessment committee should fully listen to the opinions of the villagers' committee, village doctors and villagers in the village where they are located.

Health commissions of all provinces, autonomous regions and municipalities directly under the Central Government:
Article 16 of the Regulations on the Administration of the Practice of Rural Doctors (hereinafter referred to as the Regulations) stipulates that after the expiration of the validity period of the rural doctors' practice certificate, they must apply for practice and re-registration. In order to do a good job in re-registration after the expiration of the validity period of the rural doctor's practice certificate, the notice is hereby notified as follows:
1. The object of re-registration (hereinafter referred to as practice re-registration) of the rural doctor practice certificate after the validity period of 5 years refers to the rural doctor who meets the provisions of Article 16 of the Regulations, has obtained the rural doctor practice certificate for 5 years and intends to continue to practice in the village medical and health institution. Rural doctors who have obtained the qualification certificate of rural general practice assistant physician or practicing (assistant) physician will no longer be re-registered for practice.
2. Local health administrative departments at all levels shall carry out practice re-registration in accordance with the requirements of the Regulations. The provincial health administrative department is responsible for formulating the work plan for the re-registration of practice in the province (district, city). The county-level health administrative department is responsible for the re-registration of practice within the county, the process of open practice re-registration, strengthening the daily supervision and management of the work of rural doctors, standardizing the diagnosis and treatment behavior, so that the vast number of rural residents can enjoy safe, effective, convenient and inexpensive basic medical and health services.
Third, the re-registration of practice should be combined with the evaluation of rural doctors' business and professional ethics. The specific assessment requirements are implemented in accordance with the Notice of the Ministry of Health on Printing and Distributing the Assessment Measures for Rural Doctors (Weinong Weifa (2008) No. 43).
Fourth, the county-level health administrative department shall inform rural doctors who meet the requirements for practice re-registration of the relevant policies for practice re-registration, and keep relevant written materials for future reference. According to Articles 14 and 18 of the Regulations, rural doctors who do not meet the requirements for re-registration shall not be registered, their registration shall be cancelled and their rural doctors' practice certificates shall be withdrawn.
V. For those who receive clues about the re-registration of illegal practice, the provincial-level health administrative departments shall supervise and urge the prefectural, municipal and county-level health administrative departments to investigate and verify, and handle them in accordance with the "Regulations" and other relevant provisions, and if major illegal facts are found, please promptly report them to the grass-roots departments of our committee.
6. The practice certificate of rural doctors shall be produced in accordance with the format and requirements stipulated in the former Notice of the Ministry of Health on Printing and Distributing the Format of The Practice Certificate of Rural Doctors (Weiji Women's Hair [2003] No. 302). Among them, the fourth article of the "Instructions for Use" was changed to "The format of this certificate is uniformly stipulated by the National Health Commission, uniformly printed by the provincial health administrative departments, and other units or individuals shall not print without authorization", and the format remains unchanged.
7. The funds required by the county-level health administrative departments to carry out the re-registration of practice and the funds required by the provincial-level health administrative departments for printing the practice certificates of rural doctors shall be implemented in accordance with the notice of the former General Office of the Ministry of Health on Forwarding the Reply Letter on the Inappropriate Collection of Rural Doctors' Practice Registration Fees (Wei Ban Gui Cai Fa [2004] No. 43), and shall be arranged by the finance department at the same level in the departmental budget, and shall not collect the practice registration fees of rural doctors.
