1. Planning scope and duration
The planning scope is the administrative district of Nanxiang Town, bordering Baoshan District and Putuo District in the east, Jiangqiao Town in the south, Anting Town in the west, and Jiading New Town (Malu Town) in the north, with a total area of 33.1 square kilometers.
The planning period of this plan is 2017-2035. Among them, the near term is 2017-2020, and the long term is 2021-2035.
Second, development goals and urban positioning
Development goal: Small Beauty Nanxiang - to build Nanxiang into a small and beautiful characteristic comprehensive town. Focusing on the three aspects of city, industry and ecology, we focus on creating a small but beautiful, exquisite and pleasant urban space; a small and exquisite industrial space led by intelligent creation; and a small and idyllic ecological space with tranquility and far-reaching.
Town positioning: a famous chinese historical and cultural town integrating ancient and modern times, a demonstration area of scientific and technological and cultural innovation that radiates the Yangtze River Delta, and a water town in Jiangnan that is livable and suitable for work and travel.
The strategic reserved area is mainly oriented towards industrial land.
Third, the spatial layout
The spatial structure of "one core, two axes and five pieces" is planned.
One core is the cultural core of the ancient town.
The two axes are the urban development axis, one is the Hujia development axis, which mainly gathers rail transit stations, large commercial complexes, business offices and other functions along the line, connecting Nanxiang Town and Shanghai Central City; the second is the Jiamin development axis, which connects the functions of science and technology research and development, business conference, tourism and leisure along the line, connecting Nanxiang Town and the Great Hongqiao area.
The five pieces are functional areas, namely Yinnanxiang Comprehensive Area, Yongle Science and Technology Innovation Area, Life Service Area, Ecological Suburb Area and Intelligent Manufacturing Area.
Fourth, the scale of development
Population size: By 2035, Nanxiang Town will have a regulated population of 198,000 people.
Construction land scale: It is planned that by 2035, the scale of township construction land will be controlled at 24.3 square kilometers.
V. Special planning for key public infrastructure in the near future
The "Detailed Planning of Special Control of Key Public Infrastructure in the Near Future" of this plan involves a total of 11.3 hectares of planned land, and this announcement only contains specific projects for planning new and renovation and expansion that have been adjusted to the approved control regulations.
Among them, the land for basic education facilities is 3.4 hectares, the land for culture is 1.0 hectares, the land for medical and health care is 3.7 hectares, the land for other public facilities is 1.6 hectares, the land for other transportation facilities is 0.3 hectares, and the land for municipal facilities is 1.3 hectares.

Urban and Rural System Planning: Nanxiang Town (Central Town)
According to the content of the municipal overall plan, Jiading District will plan to form a new city, three central towns, and three general towns, of which Nanxiang Town is planned as a central town.
Nanxiang and Jiangqiao are close to the main urban area, encouraging industrial upgrading and transformation, promoting the replacement and renewal of existing industrial storage land, strengthening the supporting construction of commercial and other living service facilities, and forming a livable urban area.

Leave room for strategy
In accordance with the requirements of the city's general regulations, Jiading District plans a total of about 19 square kilometers of land as a strategic blank space, including the north area of Jiading Industrial Park, the north area of Jiading Industrial Park (Waigang), the south side of the International Circuit, the Malu Industrial Plot, the Volkswagen Test Site Block, the Nanxiang Town Plot, the Nanxiang Town Industrial Plot, the Jiangqiao Town West, the Jiangqiao South Industrial Plot and other plots, to reserve space for future development.

Rural homestead
By 2035, the rural area is planned to use about 14.9 square kilometers of rural settlement land, and the rural homestead is mainly located in the northern Xuhang, Huating, Malu eastern region, Waigang and the northern area of the industrial zone, and the southern Jiangqiao, Anting, Nanxiang and central Juyuan are mainly withdrawn and merged.

Nanjiang Group: 8 are planned to be set up, of which 4 are retained, which are Jiading No. 2 Middle School (public high school), Jiangqiao Fengbang Middle School (complete middle school), Nanxiang Senior High School affiliated to Shanghai University, Chaxi Senior High School (private high school); expand 1 Nanxiang Middle School (complete middle school); plan to add 3 new ones.
Hygiene
Six district-level comprehensive medical facilities are planned, of which 2 are currently expanded, namely Jiading District Central Hospital and Nanxiang Hospital (including the rehabilitation nursing building of Nanxiang Hospital); 2 new ones are relocated, Jiading District Traditional Chinese Medicine Hospital and Anting Hospital; and 1 new one is planned, located in Jiangqiao.
Pension
Planning 2 district-level institutional pension facilities, of which 1 is reserved, located in the Jiading District First Social Welfare Institute in the Nanxiang Yunxiang Daju Expansion Area, with a number of 798 beds. A new one was added, the Jiading District Second Social Welfare Institute located in the core area of Zhuqiao New Town, Jiading Industrial Zone (North District), with a number of beds of 1,000 beds.
Land consolidation and agricultural land protection
The three "agricultural and forestry complex areas" are the "Jiabao Piece Forest-Jiabei Country Park" agricultural and forestry complex area in the southeast of Waigang, the south of Jiading Industrial Zone, and the western part of Juyuan, the "Jiabao Corridor" agricultural and forestry complex area in the east of Malu and the north of Nanxiang and the "Jiangqiao Piece Forestry Anding Complex Area" at the junction of Jiangqiao Anting. From the perspective of location, these three complex areas are close to Jiading New Town and the central urban area, mainly fruit trees and woodland, combined with the characteristic agricultural products in the region, to create a characteristic agricultural tourism base.
