Li Qi

Li Qi, born on October 30, 1914, formerly known as Shen Naiting, a native of Xili Temple Village, Yishi County (Linyi County), Shanxi Province, studied privately for 4 years, apprenticed to Tianjin at the age of 15, and insisted on self-study. In 1932, he went to Work in Xi'an.

In November 1937, he went to the Yunyang Youth Training Class to study and threw himself into the revolution, and in January 1938, he went to Yan'an to study at the Northern Shaanxi Public School, and joined the Communist Party of China in April of the same year. At the end of April, he went to Caolan, Shanxi, and served as an officer in the Propaganda Department of the Northwest Provincial Committee of the Communist Party of China. In September, he served as the leader of the third team and the secretary of the third district party committee of qingyuan county in the enemy district working group led by Wang Bangxiu of Qingyuan (Yuan) Tai (former) Wang Bangxiu. Later, he served as the mayor of Fenyang Second District and Fenyang County, in charge of the work of The Second District and the Third District.

In May 1940, he was transferred to the Eighth Sub-district to establish Shuitian Middle School, serving as the director of teaching, and the following year he was appointed as the minister of Yichuan of the Eighth District Committee. Later, he went to the Seven Prefectures Committee to specialize in the work of intellectuals in Xugou, Qingyuan and other places.

He was arrested on October 20, 1940, and when he was rescued from prison 15 days later, he was betrayed by traitors and arrested again. He persuaded the guards to carry long guns, escape from prison, and return to the Seven Prefectures committee, where they were praised. Later, he served as the secretary of the eighth sub-district and the instructor of the cadre training class of the prefectural committee, responsible for rectifying the work style and reviewing the cadres.

After the surrender of Japan in 1945, he served as the captain and political commissar of the Jinzhong Cadre Training Team. After 946, he successively served as the chief of the propaganda section of the party committee of Changliang District, the propaganda director of the Lvliang Seven Prefectures Committee, and the propaganda director of Xiaoyi. In January 1949, he was admitted to the first phase of the Marxist-Leninist Academy (the predecessor of the current Central Party School). After graduation, he stayed on as a researcher, secretary and deputy director of the Party History Research Office.

After the founding of the People's Republic of China, he first served as the mayor of Beijing and the secretary of the first secretary, Peng Zhen, and then transferred to the propaganda director of the Beijing Municipal Party Committee. (Ren Huming)
