"Nansha's self-development assessment is 'two books', one is the goal of economic and social development, and the other may be more important, that is, whether it achieves the mission of strategic positioning given by the state. On December 14, the third phase of the "Nansha Observer Salon" was held in Nansha, Guangzhou, Liu Yanping, a researcher at the Chinese Academy of Social Sciences' Institute of Financial and Economic Strategy and deputy director of the Chinese Academy of Social Sciences' Center for Urban and Competitiveness Research, said at the meeting.

Liu Yanping believes that Nansha has become an important national platform since it was approved as a national new area in 2012, and then in 2019, the "Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area" was positioned as a demonstration zone for comprehensive cooperation between Guangdong, Hong Kong and Macao, and its positioning has been gradually improved. After the release of the Nansha Plan in 2022, Nansha's national strategic positioning has been further upgraded to the height of "facing the world", and "the country's emphasis and attention to Nansha's unique position in the national strategic map far exceeds the importance of Nansha's own economic development." Lay out the industrial chain around the global marine science and technology innovation center

Under the guidance of the "Nansha Plan" to "enhance the function of international shipping and logistics hub", in recent years, Nansha is planning to build a port economic zone with Longxue Island as the core area in accordance with the idea of "integration of port industry and development with Hong Kong", relying on the largest comprehensive hub port in South China. At present, Nansha has the largest and most functional comprehensive hub port in South China, reaching more than 400 ports and cities around the world, and in terms of port industry, the output value of Nansha's automobile manufacturing industry exceeds 200 billion yuan, forming an offshore equipment industry cluster with CSSC Longxue Shipbuilding Base as the core, gathering more than 1,000 artificial intelligence and life and health enterprises.

According to the "China Port High-Quality Development Report (Seaport) 2023" jointly released by China Economic Information Service and the Water Transport Research Institute of the Ministry of Transport, in 2022, Guangzhou Port will complete a cargo throughput of 656 million tons and a container throughput of 24.86 million TEUs, ranking fifth and sixth in the world respectively, ranking among the top in the world. Among them, Shanghai Port, Ningbo Zhoushan Port, Qingdao Port, Shenzhen Port and Guangzhou Port are among the best coastal ports, and Guangzhou Port is mainly highlighted in the strengthening of the function of gateway hub, the construction of smart and green ports, the improvement of operational efficiency and service levels, and the linkage development of ports and cities.

In an interview with the media, Liu Yanping shared his recent observations on the economic development dynamics of Nansha Lingang, in recent years, the Chinese Academy of Sciences and other scientific research teams have gathered in Nansha, Nansha has strong R&D and research strength in the basic science and technology around the marine industry such as deep-sea science and technology, deep space science and technology, etc., and as a key node in the Guangdong-Hong Kong-Macao Greater Bay Area Science and Technology Innovation Corridor, it should focus on the construction of a global marine science and technology innovation center to lay out the industrial chain.

Specifically, Nansha can plan and build the Lingang Economic Zone from two aspects: industrial positioning and industrial ecology.

In terms of industrial positioning, Nansha should aim to build a benchmark for future marine cities. "Future" means "science and technology, green, innovation and the improvement and promotion of the marine industry chain", specifically there are three positioning supports, one is that Nansha should be built into a global marine science and technology innovation center city in the future, with the formation of integrated research and development of large projects as the core symbol, and the other is to build a future marine new city in the Greater Bay Area, through cutting-edge technology to enhance the level of shipping, trade, finance, digital hub, gather talents, capital, The main body of innovation, the third is to build a coastal ecological city in the Greater Bay Area, the port economy is not only an industry, but also extends to the inheritance of millennium culture, highlights the cultural texture of Nansha city, lays out the overall construction of industry and city humanities, attracts global talent communities, and jointly builds an ecological city that is innovation-led, elements gathered, space-intensive, livable and business-friendly. Specifically, from the perspective of industrial ecology, Nansha's port economy involves the systematic cultivation and growth of industry-city integration, industrial system, industrial integration, collaborative innovation, financial agglomeration and human resources.

Combined with the new positioning of "facing the world", three exploration directions are proposed

"For the first time, the positioning requirement of 'facing the world' was put forward, which was a very big challenge to Nansha. Liu Yanping analyzed, combined with public expectations and social expectations, and reorganized the national strategic positioning of Nansha.

In Liu Yanping's view, first, Nansha, as a pilot zone and demonstration area for the docking of international economic and trade rules, should carry out research on the docking of rules and policies in the fields of free trade, finance, and law, conduct stress tests and form test reports, which is of great significance to the country.

Second, Nansha should become a central node for public diplomacy and international exchanges along the Belt and Road. Third, Nansha should make use of the foundation of the construction of Guangzhou International Shipping Center to expand the extension of the hub port, including a logistics port, a talent port, and an exchange port.

"As for the substantive support of Nansha's strategic positioning, what I really want to say is to strengthen the cooperation between Nansha and the mainland, which is very important. Whether we are a comprehensive cooperation area in the Guangdong-Hong Kong-Macao Greater Bay Area, or a coordinated Hong Kong and Macao region facing the world, expanding extensive liaison and cooperation with the mainland (as opposed to Hong Kong and Macao) is an important source to increase the value of Nansha as a city, the region and even the Greater Bay Area. Liu Yanping emphasized.

As for how to strengthen the cooperation between Nansha and the mainland, he suggested that the first is to build a data information platform and element sharing platform for regional cooperation between Nansha and the mainland. It includes promoting the sharing of information resources between Nansha and domestic cooperation regions in terms of investment, investment, trade, talents, technology, etc., exploring the establishment of a property rights trading market, commodity logistics market, human resources market, and cultural tourism market shared by Nansha and the mainland region, and building a shared platform for information, consulting, talent, technology, processing, intermediary, adjustment, financing, incubation, guidance, and settlement for regional cooperation, and actively promoting makers, entrepreneurship, The optimal allocation and agglomeration of innovative resource elements will serve the innovation-driven development of Nansha and the cooperation region, promote the sharing of public reception resources in Nansha and the surrounding areas, and serve the friendly cooperation and exchanges between Nansha and the mainland region.

The second is to create a service platform for theme activities. The third is to actively connect with the existing regional cooperation platforms and enhance the efficiency of regional cooperation between Nansha and the mainland. With the help of existing regional cooperation mechanisms, such as the multi-level regional coordination system that has been formed in the Yangtze River Delta, Changzhongzhong, Changsha-Zhuzhou-Tan, Beijing-Tianjin-Hebei, Northeast China, Chengdu-Chongqing, etc., strengthening cooperation will also help Nansha establish more fruitful regional cooperation.
