This year marks the 10th anniversary of the implementation of the Beijing-Tianjin-Hebei coordinated development strategy and the 40th anniversary of the establishment of the juvenile court of the people's court. On May 30, the Beijing No. 3 Intermediate People's Court, the Tianjin No. 3 Intermediate People's Court, and the Hebei Xiong'an New Area Intermediate People's Court jointly held a press conference on the protection of minors entitled "Coordinated Development, Building the Future Together" in Beijing, so as to further promote the modernization of the concept of juvenile adjudication and explore the coordination mechanism for juvenile judicial protection in the Beijing-Tianjin-Hebei courts.
The protection of minors and the prevention of crime are the basic, source, and fundamental work of social governance, which has a bearing on the future of the motherland and the rejuvenation of the nation. Wang Haihong, a member of the party group and vice president of the Beijing No. 3 Intermediate People's Court, said that in recent years, the Beijing No. 3 Intermediate People's Court has continuously established and improved a special working mechanism for the integrated protection of minors, created a cross-regional resource sharing mechanism, expanded a cross-trial joint research mechanism, integrated multi-departmental coordination and cooperation mechanisms, and deepened the extension mechanism with specialized characteristics, so as to fully realize the "integration of three trials" in juvenile trial work. Focusing on the new needs for the protection of minors under the new situation, the Beijing Third Intermediate People's Court also focused on key areas to carry out research, actively participated in comprehensive social governance, promoted the standardization of juvenile trial work, and created a special brand of "Legal Protection for Children", which achieved good social results. Next, the Beijing Third Intermediate People's Court will expand the coordination and linkage mechanism with regions, social organizations, campuses, etc., and promote the establishment of a new work pattern of juvenile justice with broad participation from all walks of life.
Preserving the lawful rights and interests of juveniles, preventing and correcting juvenile crime, and strengthening juvenile trial work in the new era are inevitable requirements for the people's courts to actively participate in national governance and effectively respond to societal concerns. Yin Yuanqing, member of the party group and vice president of the Tianjin No. 3 Intermediate People's Court, said that the Tianjin No. 3 Intermediate People's Court actively promoted the construction of a "three-in-one" trial mechanism for criminal, administrative, and civil cases involving juveniles, and set up a juvenile family collegial panel in the first civil court, innovating the integrated development path of juvenile and family trials. By giving full play to the synergistic effect, the Tianjin Third Intermediate People's Court has also strengthened pluralistic co-governance, promoted the linkage between the government and the court, and worked together to do a good job in the source of litigation, enforcement, and information source governance and substantive dispute resolution of juvenile family disputes. In the future, the Tianjin Third Intermediate People's Court will continue to promote the reform of juvenile trial methods and working mechanisms, and improve the professional level of juvenile trials.
Li Jingjing, deputy secretary of the party group and vice president of the Intermediate People's Court of Xiong'an New Area, said that in recent years, the courts at the two levels in Xiong'an have set up juvenile courts, determined the working mechanism of special personnel to be responsible, contacted by special personnel, and directly commanded by competent leaders, giving full play to the spillover effect of trial work, formulating and issuing judicial recommendations, creating a "Xiong'an Law Sharp Corner" law popularization publicity brand, doing a good job of source governance, closely linking the government and colleges, and weaving a dense protective network for minors. The Xiong'an Intermediate People's Court will take the establishment of this cooperation mechanism as a new starting point, adhere to the concept first, the management of litigation sources, overall planning, brand strategy, and high-quality promotion, and contribute more judicial strength to the construction of a child-friendly city in Xiong'an New Area and the judicial protection of minors in Beijing, Tianjin and Hebei.
After the press conference, the launching ceremony of the mechanism for the coordinated construction of the protection of minors was officially held, and the leaders of the three courts jointly signed a memorandum of cooperation on the coordinated development and joint construction of the "Beijing-Tianjin-Hebei integration" for the protection of minors. The heads of the non-trial divisions of the Intermediate People's Courts of the three regions jointly issued the "Joint Proposal on the Protection of Minors". The leaders of the three courts issued letters of appointment to the expert representatives of the members of the shared expert pool, calling on all sectors of society to work together to protect the healthy growth of minors. Subsequently, the representatives of the expert pool members who participated in the meeting shared their experiences and feelings.
The participants said that there is no end to doing a good job in children's work, and the three courts will take this opportunity to further strengthen exchanges and cooperation and jointly create a good environment for the healthy growth of minors.
