In the work, Hekou County adheres to the principle of prevention, deploys in advance, improves the command and dispatch mechanism, and signs a cooperation agreement on the linkage mechanism of cross-border river flood control with Pingbian County and Maguan County of Wenshan Prefecture, so as to continuously improve the linkage working mechanism. At the same time, we should adhere to the principle of prevention and the combination of prevention and rescue, establish and improve the "four-level" flood prevention and guarantee responsibility system, strengthen emergency support capabilities, and make adequate financial, manpower and material preparations. We will make every effort to promote the construction of drainage and flood prevention infrastructure, accelerate the construction of six waterlogging point treatment projects in Hekou County, such as flood point management, river channel transformation, and rainwater pipe network reconstruction, and further revise and improve 111 emergency plans for townships, river embankment offices, reservoir management offices, and hydropower stations, and at the same time strengthen the operation training of emergency avoidance plans for mountain floods and geological disasters in village groups, do a good job in 24-hour monitoring and precision services, effectively improve the accuracy of forecasting heavy rainfall areas, and carry out targeted mass transfer and risk avoidance drills. Since the beginning of this year, a total of 362 mass evacuation drills have been carried out, with 18,168 people participating in the drills, and the response and disposal capabilities and emergency avoidance capabilities have been effectively improved.
