Circular on the progress of special inspections and rectifications for the protection of black soil
According to the unified deployment of the district committee, from October 23 to November 23, 2023, the third inspection team of the district party committee will be stationed in the Agriculture and Rural Bureau to carry out special inspections on the protection of black soil in our district in a "one-to-eight" manner. On March 15, 2024, the inspection opinions were fed back to the nine inspected units. In accordance with the principle of openness of Party affairs and the relevant requirements of inspection work, the progress of inspection and rectification is hereby announced.
1. The main responsible person organizes the implementation of rectification
Since March 15, 2024, the third patrol team of the district party committee has held a feedback meeting on the inspection of the black soil protection work in our district, in accordance with the requirement that the party secretary is the first person responsible for the implementation of rectification, earnestly fulfill the responsibility of the first responsible person of the party group secretary, and resolutely do a good job in the implementation of rectification. In order to ensure the speed and quality of rectification, we have presided over special rectification meetings for many times to jointly study the rectification work of inspection feedback, study and formulate the "Rectification Work Plan for Special Inspection Feedback on Black Soil Protection", and establish a leading group for the inspection and rectification of black soil protection.
2. Rectification matters that have been completed during the centralized rectification period
In response to the problems that need to be rectified pointed out by the feedback from the inspection, the real changes have been made, and up to now, a total of 8 problems have been rectified.
1. Regarding "the main responsibility is not firmly carried." One is not enough learning. The Ecology and Environment Bureau, the Water Affairs Bureau, the Market Supervision and Administration Bureau, the Transportation Bureau, and the Finance Bureau have no learning records in black soil protection; Second, there is no plan. The Bureau of Agriculture and Rural Affairs, together with the Development and Reform Bureau, has not incorporated the protection of black soil into the national economic and social development plan, nor has it prepared a special plan for the protection and utilization of black soil; Third, they do not know much about the general secretary's instructions and relevant laws and regulations. In response to General Secretary Xi Jinping's instructions on the protection of black soil and the laws and regulations on the protection of black soil, only 8 of the 29 people were able to introduce a little content when talking with relevant leaders and specific staff. Rectification: First, the Ecological Environment Bureau, the Water Affairs Bureau, the Market Supervision and Administration Bureau, the Transportation Bureau, and the Finance Bureau have incorporated General Secretary Xi Jinping's important speech on the protection of black soil and the laws and regulations on the protection of black soil into the collective learning content of the Party group and Party branch, and arranged a special person to be responsible for making meeting minutes; Second, the Bureau of Agriculture and Rural Affairs has communicated with the higher-level competent business departments and the development and reform departments at the same level, and after the higher-level departments incorporate the protection of black soil into the regional national economic and social development plan, they will refer to the formulation of the development plan of our district; Third, relevant units held study seminars, and leading cadres played a leading role to guide cadres and workers to take the initiative to learn relevant legal knowledge and enhance their awareness of black soil protection. 2. Regarding the "lax and unrealistic implementation of institutional mechanisms. First, the mechanism is not perfect. The Bureau of Natural Resources failed to organize member units to formulate and implement the responsibility system for black soil protection targets and the evaluation reward and punishment mechanism in accordance with the requirements of the "Black Soil Protection Joint Conference" system; Second, they failed to report their work to the people's congress. According to the requirements of the inspection plan, the departments involved in the protection of black soil must report to the local people's congress or standing committee once a year, but our district does not belong to the agricultural area, so the agriculture and rural bureau, the natural resources bureau, the ecological environment bureau, the water affairs bureau, the market supervision and administration bureau, the transportation bureau, the finance bureau, the public security bureau, etc. have not reported to the district people's congress or the standing committee of the people's congress on the special work of black soil protection; Third, the implementation of the field chief system is not in place. Among the questionnaires distributed by the inspection team to representatives of 52 grassroots households and rural households, 5 did not understand the relevant policies for the protection of black soil, and 9 households did not understand the field chief system. 3. Regarding the "implementation of laws and regulations is not deep and detailed. First, the study is not solid. Except for the Bureau of Agriculture and Rural Affairs and the Bureau of Natural Resources, none of the other units have conducted special studies on the "Law of the People's Republic of China on the Protection of Black Soil" and the "Regulations on the Protection and Utilization of Black Soil in Heilongjiang Province"; Second, there is insufficient publicity and supervision. There are few publicity slogans, little media publicity, and little public supervision on the protection and utilization of black soil. "Rectification of the problem.
Rectification: First, the Ecology and Environment Bureau, the Water Affairs Bureau, the Market Supervision and Administration Bureau, the Transportation Bureau, the Finance Bureau and other departments have incorporated the laws and regulations related to the protection of black soil into the annual study plan of the Party group and the Party branch, and conscientiously studied and implemented the "Black Soil Protection Law of the People's Republic of China", "Regulations on the Protection and Utilization of Black Soil in Heilongjiang Province", "Implementation Plan for Black Soil Protection Projects in Heilongjiang Province (2021-2025)" and other relevant content; Second, in combination with activities such as "Black Soil Protection Publicity Week" and "Sixth Five-Year World Environment Day", all units organized personnel to carry out publicity work around the content of the "Black Soil Protection Law" and "Heilongjiang Province Black Soil Protection and Utilization Regulations", popularized the importance of black soil and the necessity of black soil protection to the public, made public the reporting hotline, encouraged the public to report illegal mining and destruction of black soil, and used the official account platform "Coldest Town" to publish relevant knowledge on the protection and utilization of black soil, so as to improve publicity efficiency.

4. Regarding the "lack of implementation of the survey, monitoring and evaluation of black soil. First, there is not enough coordination. The Bureau of Natural Resources failed to coordinate with various departments in a timely manner to jointly monitor the distribution, quantity, quality, protection and utilization of black soil types; Second, no black soil archives have been established. The four departments of the Bureau of Natural Resources, the Bureau of Agriculture and Rural Affairs, the Bureau of Ecology and Environment, and the Bureau of Water Affairs failed to regularly investigate, dynamically monitor, analyze and evaluate the quantitative and qualitative changes in the physical and chemical properties, thickness of the black soil layer, topography and landform, soil erosion, and pollution status in their respective administrative areas in accordance with their respective responsibilities, and failed to establish and improve the relevant black soil files. Rectification: First, in order to strengthen the communication between the member units of the Joint Conference on the Protection and Utilization of Black Soil in Huzhong District, the District Bureau of Natural Resources took the lead in establishing a WeChat working group of the Joint Conference on the Protection and Utilization of Black Soil, and timely conveyed the monitoring tasks of the distribution, quantity, quality, protection and utilization of black soil types to the member units, and coordinated and jointly did a good job in the protection of black soil in Huzhong District. Second, according to the 2023 black soil survey data of Huzhong District, the District Natural Resources Bureau coordinates all departments to regularly investigate, dynamically monitor, analyze and evaluate the quantitative and qualitative changes in the physical and chemical properties, black soil layer thickness, topography, soil erosion, and pollution status of the black soil in Huzhong District in accordance with their respective responsibilities, and summarize the survey results, monitoring data, analysis and evaluation, and establish and improve relevant black soil files.

5. Regarding the "imperfect supervision system for the management of black soil resources. The two departments of the Bureau of Natural Resources and the Bureau of Agriculture and Rural Affairs have not formulated standards, technical specifications and specific management measures for the stripping and utilization of soil in the cultivated layer of black soil. Failure to establish and improve the relevant filing system for black soil transactions. "Rectification of the problem.
Rectification: At present, the provincial department has not issued the standards, technical specifications and specific management measures for the soil stripping and utilization of the cultivated layer of the occupied black soil, and the documents on the improvement of the relevant black soil transaction filing system, and the District Bureau of Natural Resources has formulated the "Standards, Technical Specifications and Specific Management Measures for the Soil Stripping and Utilization of the Cultivated Layer Occupied by the Black Soil in Huzhong District" in accordance with the "Notice on Further Strengthening the Management of Soil Stripping and Utilization of the Cultivated Layer of the Cultivated Land Occupied in the Great Xing'an Mountains", and established the "Black Soil Trading Filing System (Trial) in Huzhong District"; After the issuance of the superior documents, our district will revise and improve.

6. Regarding "the performance of supervisory duties is not in place. First, the efficiency of case handling is low. The public security bureau cannot quickly investigate and handle the leads of the transferred cases of destruction and protection of black soil. In 2020, there were 3 cases of illegal occupation of agricultural land in our district, and the forest protection brigade of the District Public Security Bureau had a long process during the handling of the cases. Second, the monitoring of public opinion is not meticulous. The Cyber Security Brigade of the Public Security Bureau has no public opinion incidents for the daily online monitoring of black soil protection, but there is no normalized public opinion monitoring record; Third, the inventory of peat black soil vehicles is not strict. The transportation management bureau did not inspect the vehicle transportation enough, and although no vehicles transporting peat black soil were found in the inspection, there was no work inspection record. Fourth, there is a lack of regulatory system. The Administration for Market Regulation has not formulated a regulatory system to crack down on the operation of black soil resources on online trading platforms. "Rectification of the problem.
Rectification: First, in April 2024, the Forest Protection Brigade of the Huzhong District Public Security Bureau, the Forest Resources Management Section of the Huzhong Forestry Bureau, the Huzhong Forest Farm, and the Xiongguan Forest Farm conducted another on-site investigation on the above-mentioned cases of illegal occupation of forest land by Hushan Line 28, Bailushan Line 10, and Xiongguan Xiaobaishan Line 3. After investigation, the area of forest land occupied is not enough for criminal treatment standards, and after the Huzhong Forestry Bureau and its affiliated forest farms issued case certificates and explanations, the Huzhong District Public Security Bureau withdrew the above three cases in May 2024 and is currently going through the transfer procedures to the Forestry and Grassland Bureau; Second, the Transportation Bureau has jointly enforced the law with the traffic police brigade, and carried out a meeting on the lax inventory of peat black soil vehicles to strengthen the inventory of peat black soil vehicles; Third, the Cyber Security Brigade of the District Public Security Bureau has established a public opinion monitoring record ledger, paying close attention to the information on the website of the Huzhong District Government, WeChat public account, Weibo and other APP sites, short video information such as Kuaishou and Douyin, and forum information such as Huzhong Tieba and Tianya, and report it immediately once relevant public opinion is discovered; Fourth, the District Market Supervision and Administration Bureau has formulated a regulatory system to crack down on the operation of black soil resources in online trading, and strictly cracked down on the illegal operation of peat black soil.

7. Regarding the "lack of solid protection for the implementation of the quantity of black soil." There is a rectification of the problem of "non-grain" of 7.2 acres of cultivated land other than the permanent basic farmland within the cultivated land protection target to plant Chinese herbal medicine.
Rectification: The District Agriculture and Rural Affairs Bureau has formed a joint investigation team with the Natural Resources Bureau to review the behavior of occupying 7.2 acres of cultivated land to plant Chinese herbal medicines, and negotiate with farmers to resume planting food crops after the medicinal materials are mature and harvested in autumn.

8. Regarding "the quality protection of black soil is not in place. First, there are hidden dangers in non-point source pollution. The Bureau of Agriculture and Rural Affairs has not taken effective measures to do a good job in the prevention and control of agricultural non-point source pollution, and can not recycle and dispose of pesticide packaging waste in various towns. Second, the implementation of soil testing formula fertilization and expanding the application of organic fertilizer is not standardized. In the past five years, the Agriculture and Rural Affairs Bureau has only issued fertilization recommendation cards to 32 farmers in the region in 2022, and no fertilization recommendation cards have been issued in the rest of the years; Insufficient attention has been paid to the implementation of agricultural technology training for the protection of black soil, and agricultural technology training has not been organized for rural households at the district and town levels; The popularization of handheld plant protection knowledge for farmers is insufficient, and the function and effect of handheld plant protection cannot be fully utilized. Third, the management of solid waste is not strict. The Bureau of Ecology and Environment has not implemented the measures to prevent solid waste from flowing into farmland and polluting farmland, and the system is not sound and the measures are not specific. Establish and improve the plant protection team system, select and hire 1 grassroots plant protection officer, responsible for the monitoring and investigation of pests and diseases, monitoring equipment management, pesticide packaging waste recycling, etc., and give full play to the function of handheld plant protection; Third, the Huzhong Bureau of Ecology and Environment has formulated solid waste management measures, which can effectively prevent solid waste from flowing into farmland and polluting farmland. The district government signed a letter of responsibility with the Huzhong landfill plant, all domestic garbage and construction waste were removed, the utilization rate of industrial solid waste disposal and medical waste disposal reached 100%, and the soil ecological environment of the whole district remained stable and generally good, and there were no soil pollution plots.
