　　Following the Global Development Initiative (GDI) in September 2021 and the Global Security Initiative (GSI) in April 2022, General Secretary Xi Jinping delivered a keynote speech entitled "Hand in Hand on the Road to Modernization" at the High-level Dialogue between the Communist Party of China and World Political Parties in March 2023, proposing the Global Civilization Initiative, advocating inclusive coexistence, exchanges and mutual learning among different civilizations, and jointly promoting the modernization of human society and common prosperity of the garden of world civilizations.

　　This initiative confronts the multi-faceted global crises encountered by countries around the world on the road to modernization, and points out that the process of modernization of human society has once again come to a crossroads in history, and political parties need to answer a series of questions about modernization responsibly and responsibly become an important force leading and promoting the process of modernization. After more than 100 years of exploration, the Communist Party of China (CPC) has embarked on the path of Chinese-style modernization, and is comprehensively promoting the great rejuvenation of the Chinese nation with Chinese-style modernization, providing new opportunities for world development with new achievements in Chinese-style modernization, providing new impetus for mankind's exploration of the path of modernization, and making new contributions to the theoretical and practical innovation of human social modernization. The Communist Party of China (CPC) is committed to promoting high-quality development, promoting global development and prosperity, upholding international fairness and justice, promoting world peace and stability, promoting exchanges and mutual learning among civilizations, and promoting the progress of human civilization.

　　1. It is based on respect for the diversity of civilizations

　　"Diversity is a fundamental feature of the world and the charm of human civilization." The diversity of human civilization not only contains the innate attributes under the action of nature, environment and other factors, but also the result of the long-term creation and development of human production and life practices. Diversity is the objective state of human civilization, and different civilizations carry people's different lifestyles and ways of thinking, and all of them have made indelible contributions to the progress and development of human society, and they are all worthy of respect. Human civilization has regional characteristics, but there is no distinction between superior and inferior, and different civilizations are equal in status, so they can also learn from each other. Respect for the diversity of civilizations is the basis for exchanges and mutual learning among civilizations, and this kind of respect means recognizing the subjectivity, creativity, inheritance and development of different civilizations, and does not judge and handle affairs from one's own perspective. In essence, the so-called "theories of superiority of civilizations" and "theories of clash of civilizations" judge different civilizations from their own standpoints and use their own standards to judge different civilizations. "The beauty of harmony lies in the combination of differences." The diversity of world civilizations is the source of human progress; Exchanges and mutual learning among civilizations are the common aspirations of the people of all countries. The Communist Party of China (CPC) not only advocates respect for the diversity of world civilizations, but also actively promotes exchanges and solidarity among different civilizations, so as to jointly promote the better development of global civilizations. Respecting the diversity of world civilizations, transcending the estrangement of civilizations through exchanges among civilizations, transcending the clash of civilizations through mutual learning among civilizations, and transcending the superiority of civilizations through the coexistence of civilizations are the logical starting points of the narrative of the CPC's Global Civilization Initiative.

　　2. Promote the common values of all mankind

　　"All countries have different histories, cultures, systems, and levels of development, but the people of all countries pursue the common values of peace, development, fairness, justice, democracy, and freedom, which are the common values of all mankind." The common values of all mankind contain the aspirations of subjects at different levels for good order and a better life in the economic, political, and social fields. In the face of the great changes in the world unseen in a century, mankind is facing severe challenges in many aspects, there are many divergent interests in all countries in the world, and the existence of power politics and governance deficits urgently calls on all countries to form a value consensus to face the challenges. The ways in which mankind pursues peace and development, fairness and justice, democracy and freedom may be different under different basic material and cultural conditions, and it has become the due choice of all countries to seek common values and care from different ways of dealing with problems, and to resolve contradictions and conflicts through dialogue and exchange, and is also an important guideline for different civilizations to follow in strengthening exchanges of tolerance and mutual learning. In today's world, the development of countries is unbalanced, and there is still a long way to go to seek common development and sustainable development based on realistic conditions.

　　3. Take the inheritance and innovation of civilization as the link

　　"Every civilization continues the spiritual bloodline of a country and nation, which needs to be passed down from generation to generation, and more importantly, it needs to keep pace with the times and be brave in innovation." The history of the development of any country and nation is the history of the inheritance and development of civilization. The inheritance of civilization is the source of the development of civilization, the innovation of civilization is the driving force of the development of civilization, and the inheritance and innovation of civilization is the historical process of a country and a nation accumulating cultural heritage and actively forging ahead. In the West, the rich and vivid myths, legends and historical works of the ancient Greek period, profound and unique political thinking and philosophical works, as well as the cultural elements such as speculative culture, critical spirit, rational spirit, and humanistic care bred by them, are the foundation of the development of Western civilization and the treasure in the history of human civilization. In China, "take history as a lesson to learn from the rise and fall, use history to understand the gains and losses, and use history to make the wind turbid and clear." The inheritance of Chinese civilization is full of the accumulation of years and the wisdom of history, not only the broad mind of "the world is for the public" and "harmony and mutual assistance", but also the inclusiveness of "benevolence and wisdom", as well as the feelings of "not forgetting the original intention" and "remembering the mission". The Chinese Communists have grasped the historical initiative with firm historical self-confidence, continuously promoted the creative transformation and innovative development of China's excellent traditional culture, and injected lasting ideological and cultural resources into Chinese-style modernization. The inheritance and innovation of civilization is an important spiritual force for the modernization and development of all countries in the world, cherish and protect the excellent traditional culture, constantly develop its connotation of the times while fully excavating the historical value of traditional culture, and promote mutual learning while absorbing the nutrients of its own excellent traditional culture, "looking up to the starry sky and looking for flowers", all countries in the world should be able to better stimulate the new development vitality of global civilization in exchanges and mutual learning.

　　Fourth, take people-to-people exchanges and cooperation as the path

　　"Exchanges and mutual learning are the essential requirements of the development of civilization", "The Communist Party of China will treat the creation of civilization by the people of all countries in the world with an open vision and a broad mind, and is willing to carry out dialogue, exchanges and cooperation with the people and political parties of all countries in the world, and support the people of all countries in strengthening people-to-people exchanges and people-to-people friendship." Exchanges and mutual learning among civilizations and learning from each other's strengths and weaknesses are conducive to maintaining the vigorous vitality of civilizations in their metabolism. The civilizations created by the people of all countries in the long river of history are colorful and distinctive, and the practical wisdom and theoretical wisdom complement each other and coexist, and these wisdom and brilliance are deeply hidden in the humanities fields such as education, science, culture, health, and sports. Compared with exchanges in the economic, political, military and other fields, people-to-people exchanges are more related to the daily livelihood of the people of all countries, have a broader public character, have fundamental and supporting significance in the field of international exchanges and cooperation, and are an important way for the people of all countries to deepen mutual understanding and mutual recognition, and are also important areas of public diplomacy and people-to-people diplomacy in addition to intergovernmental exchanges and cooperation. The Communist Party of China (CPC) advocates strengthening international people-to-people exchanges and cooperation in the hope of deepening mutual understanding and recognition among the people of all countries, so that the people of all countries can get closer to each other and eliminate conflicts through mutual understanding, mutual trust and mutual respect.
