In order to implement the Notice on Printing and Distributing the Opinions on the Implementation of the Five Major Projects for the Introduction and Cultivation of High-level Industrial Science and Technology Innovation Talents and the In-depth Implementation of the "Feifeng Talent Plan" (Xixin Talent [2024] No. 1), in-depth implementation of the strategy of innovation-driven and talent-driven strong area, further gathering high-level entrepreneurial talents, cultivating high-tech industries, and optimizing the environment for innovation and entrepreneurship, according to the Notice on Printing and Distributing the Implementation Measures for the Innovation and Entrepreneurship Project of "Feifeng Talent Plan" Science and Technology Leading Talents (Xixin Talent Office [2024] No. 12), the announcement of the application for the innovation and entrepreneurship project of science and technology leading talents in the "Feifeng Talent Plan" of Wuxi High-tech Zone (Xinwu District) in 2024 is hereby released.

The type of declaration

1. Leading talent team

It is divided into two categories: entrepreneurial leading talent team and innovation leading talent team, and the specific application conditions and support standards are shown in Annex 1.

2. Leading talents in innovation and entrepreneurship

It is divided into two categories: entrepreneurial leading talents and innovative leading talents, and the specific application conditions and support standards are shown in Annex 2.

Supporting policies

（1）

For the entrepreneurial leading talent team project, the project fund will not exceed 8 million yuan within three years, provide indirect financing support of up to 10 million yuan, provide rent subsidies for entrepreneurial start-up venues, and 3 talent apartments, and give additional listing incentives.

For the project of innovative leading talent team, the project fund will not exceed 5 million yuan within three years, and 3 sets of talent apartments will be provided.

For the Entrepreneurship Leading Talent Project, the project funds will not exceed 5 million yuan within three years, provide indirect financing support of up to 5 million yuan, provide rental subsidies for entrepreneurial start-up venues, and 1 talent apartment, and give additional listing incentives.

For the innovative leading talent project, the project fund will not exceed 1 million yuan within three years, and 1 talent apartment will be provided.

Workflow

1. The expert review project shall be executed according to the following workflow.

Major project agreement identification, competition award-winning projects settlement, roadshow projects based on investment evaluation, and mutual recognition of high-level leading talent qualifications shall be implemented in accordance with the "Implementation Measures for Innovation and Entrepreneurship Projects of Science and Technology Leading Talents of the "Feifeng Talent Plan" (Xixin Talent Office [2024] No. 12).

2. Online declaration

The project application implements "perennial declaration, centralized acceptance, and regular review". From now on, the applicant can log in to the website (http://ljrc.ixinwu.com) and enter the "Wuxi High-tech Zone (Xinwu District) Science and Technology Leading Talent Innovation and Entrepreneurship Project Application and Management System" to declare, and the recommended place must be indicated when applying. The deadline for the first batch is July 24, and the second batch is October 21.

3. Qualifications

Each park and each street shall bear the responsibility of gatekeeping the authenticity of the project, conduct a preliminary review of the qualifications of the applicant, the authenticity of the declared project and the completeness of the application materials in the application system, and submit written recommendations and feasibility recommendation reports and exceptional recommendation reports of relevant projects to the District Science and Technology Bureau after the review is passed. The deadline for the first batch is July 31, and the second batch is October 28.

4. Formal examination

The District Science and Technology Bureau shall conduct an objective qualification review of the application materials according to the relevant qualification requirements of the application announcement.

5. On-site inspection

The Talent Office of the District Party Committee, the District Science and Technology Bureau, the Human Resources and Social Security Bureau, the Finance Bureau, the Investment Control Group, the High-tech Venture Capital and other relevant units inspected the enterprise site, confirmed the growth of the exceptional recommended projects in each territory, and put forward preliminary opinions.

6. Roadshow review

According to the industry category, experts are organized to conduct project roadshow review, unified time, closed style.

7. Project approval

Comprehensive qualification review, roadshow review, etc., the District Science and Technology Bureau, together with the Talent Office of the District Party Committee and the District Finance Bureau, will draw up a list of selected candidates and support suggestions, and submit them to the district leaders for approval. The approved projects will be announced to the public. The project without objection at the expiration of the publicity period shall be approved by the Office of the Talent Work Leading Group of the Working Committee of Wuxi High-tech Zone (Xinwu District Committee) of the Communist Party of China.

8. Signing of Agreement

The project recommendation and service units of each park and each street are entrusted by the management committee of the high-tech zone to sign a project agreement with the talent project implementation enterprise to clarify the direction of the use of support funds and the project performance objectives.

9. Disbursement of funds

If the project funds are allocated in installments, and the enterprises that meet the conditions for the first phase of fund allocation stipulated in the agreement apply for the "enterprise service space of the high-tech zone", pass the review of the application materials and operation of the project recommendation and service units to which they belong, and pass the material review and on-site visit of the relevant departments of the district, the district science and technology bureau shall apply to the district finance bureau for the allocation of the first phase of funds. If the annual performance evaluation is passed, the annual funds and related policies shall be cashed out in accordance with the agreement.

10. Performance Evaluation

During the project implementation cycle, the District Science and Technology Bureau entrusts a third-party agency to conduct performance evaluation on the implementation of the project, the use of support funds, and the completion of development goals on an annual basis, and the evaluation results are used as the main basis for subsequent fund allocation.

About job requirements

1. Follow the principle of hierarchical responsibility

All parks and streets should conscientiously organize, extensively mobilize, strictly control, and conscientiously implement the spirit of the eight central regulations when recommending and reporting, strictly implement the national, provincial, municipal, and district regulations on the construction of party style and clean government, and actively do a good job in the service work of the declaration, so as to further improve the quality of service and work efficiency.

2. Carefully prepare the application materials

The application materials must be complete and standardized, and the applicant and the talent themselves must make a written explanation of the relevant situation, promising not to infringe on intellectual property rights, not to disclose the trade secrets of the original unit, and not to violate the relevant national regulations on part-time remuneration and scientific research fund management. The applicant shall submit relevant materials as required. The project application, business plan and attached paper materials should be printed on both sides of white A4 paper, and the table of contents and page numbers should be prepared, and the place and time of submission should be notified later.

3. Accurately grasp the application qualifications

Each person (team) is limited to 1 project in the batch, and the team leader and core members of the team are not allowed to apply for individual talent projects at the same time. Talents who have been shortlisted for the talent introduction plan of other cities (counties) and districts of Wuxi can only apply if they have withdrawn from the original talent introduction plan and the funding funds have been returned to the local finance. Those who have been selected for the individual project of the talent plan of our district can apply for the team project as the team leader, and after being selected, they will be supplemented to the corresponding funding standard on the basis of the original support.

4. Standardize and do a good job of recommendation

There is no limit to the application of the innovation and entrepreneurship leading talent team, and the feasibility recommendation report will be issued by each park and street. The innovation and entrepreneurship leading talent project is recommended by each park and street, and according to the final number of recommendations, key recommendations (within 10%), recommended recommendations (within 20%) and general recommendations (rounded up when calculating) are proposed. Among them, for particularly outstanding entrepreneurial leaders (important shareholders, and enterprises can produce significant economic and social benefits or have large social capital investment), the academic degree requirements can be appropriately relaxed, and a written recommendation report shall be issued by each park and each street, and key recommendations shall be made. Focus on supporting enterprises that have been registered and whose leaders' paid-in monetary contributions have been in place to apply for entrepreneurial projects, and the registered projects and projects with the leaders' paid-in monetary contributions have accounted for no less than 60% and 20% of the entrepreneurial projects recommended by each park and each street respectively; Priority will be given to supporting high-level talents (teams) introduced from overseas or outside the province in the past three years, and strive to account for no less than 50% of the leading talent teams and no less than 70% of the leading talents in innovation and entrepreneurship in the region; Greater support will be made for young talents, and the proportion of young talents under the age of 40 (born after January 1, 1984) will reach about 30%.
