Recently, the Hongkou District Party Committee and the District Office of the District Administration in accordance with the law, together with the District Urban Management Law Enforcement Bureau, the District Fire and Rescue Detachment, and the Sichuan North Road Street Comprehensive Administrative Law Enforcement Team, held an on-site solicitation activity for the popularization of law and legal suggestions on the theme of electric bicycles in Hexinli.
The response to the scene was enthusiastic, and the district party committee and district office issued postcards and brochures for rule of law observation to the masses, and residents put forward valuable opinions and suggestions on the illegal parking of electric bicycles and the occupation of sidewalks.
On June 1, 2024, the newly revised "Shanghai Non-motor Vehicle Safety Management Regulations" was officially implemented, and the safety management of electric bicycles in old communities is still facing difficulties. In order to actively play the role of grassroots rule of law observation work in helping grassroots social governance, the district party committee and district office in accordance with the law, together with the district urban management law enforcement bureau, the district fire and rescue detachment, and the comprehensive administrative law enforcement team of Sichuan North Road Street, held a legal observation proposal collection and rule of law observation seminar on the safety governance of electric bicycles, and invited property representatives and neighborhood committee representatives to participate in the discussion.
At the seminar, representatives of property management and neighborhood committees gave feedback on the various reasons for residents' non-cooperation, such as cost and convenience in the process of safety management of electric bicycles. The North Sichuan Comprehensive Law Enforcement Team took the old community of Shanyin Road as a typical example to introduce the grassroots law enforcement problems of illegal charging and parking of electric bicycles.
The district fire and rescue detachment introduced the hazards of spontaneous combustion of electric bicycles and the fire-fighting equipment that can be used together. Focusing on urban management law enforcement matters, the District Urban Management Law Enforcement Bureau issued and interpreted the "Work Guidelines on the Investigation and Punishment of Illegal Parking and Charging of Electric Bicycles" for all parties, shared the law enforcement difficulties and work suggestions for illegal charging of electric bicycles and even non-motor vehicles, and provided strong guidance for the safety management of electric bicycles at the grassroots level.
The seminar took the grassroots rule of law observation point of the District Urban Management Law Enforcement Bureau as the fulcrum, focused on the practical difficulties and problems existing in the implementation of laws and regulations, put forward problems and suggestions from all parties, and discussed effective solutions to the difficulties and blockages encountered in the management of battery cars in the community. In the next step, the district party committee will continue to broaden its horizons, focus on typical problems in the process of grassroots law enforcement, conduct in-depth investigation and research, and work with various departments to introduce solutions, form a closed loop of work, and give full play to the important effect of grassroots rule of law observation to help grassroots governance.
